Abstract:In the U.S.higher education system,the management of academic programs generally assumes a style of negotiation between the inside and outside stakeholders of universities and between the government and universities. Although the approval and adjustment of academic programs are free from the restriction of a program catalog,they are subject to the government's supervision and society's participation.The shared governance among the universities, government and society ensures the flexibility,diversity and orderliness of the development of academic programs. This article introduces the management systems and operation mechanisms of program management at the state governments and universities,and analyzes their unique features and experience.

Abstract:Abstract Four critical areas challenging Chinese and American higher education are: enrollment, faculty development, institutional mental health and well-being, and university cooperation. To address them, we encourage Chinese and American universities to consider increasing their collaborative partnerships. Because the similarities in academic mission and administrative organization of universities in both countries far outweigh their differences, there is considerable potential for institutional and individual collaborative projects and activities. Increasing collaboration would not only advance higher education in China and the US, but it would also improve relations between the two countries. In addition, more collaboration among Chinese and American universities would have a positive impact on international higher education as well as contribute to global peace. We are grateful to the leaders in Chinese and American higher education who have contributed statements that have enriched the context and perspective of our discussion.

One is in the area of emerging and transformative technologies in the era of the Fourth Industrial Revolution that has spawned a techno-nationalist competition with global implications including for universities. This article outlines the American government’s efforts in managing research and training interactions with China and their implications for other countries, Canada and Singapore in particular.

Abstract:The rapid spread of new coronaviruses throughout China and the world in 2019–2020 has had a great impact on China’s economic and social development. As the backbone of Chinese society, Chinese universities have made significant contributions to emergency risk management. Such contributions have been made primarily in the following areas: alumni resource collection, medical rescue and emergency management, mental health maintenance, control of staff mobility, and innovation in online education models. Through the support of these methods, Chinese universities have played a positive role in the prevention and control of the epidemic situation. However, they also face the problems of alumni’s economic development difficulties, the risk of deadly infection to medical rescue teams and health workers, infection of teachers and students, and the unsatisfactory application of information technology in resolving the crisis. In response to these risks and emergency problems, we propose some corresponding solutions for public dissemination, including issues related to medical security, emergency research, professional assistance, positive communication, and hierarchical information-based teaching.

Abstract:In the past decade, cyber security issues have led to multiple conflicts between China and the United States, resulting in significant risks and threats to the cooperation of the two countries in cyberspace. Despite early successes and failures, cyber-crisis management is still in its infancy. Challenges, such as the misreading of cyberspace strategic intentions and the ideologization of technology competition, are very real. In the future, the two sides need to work together to seek consensus on the basic principles of crisis management, emphasize the important role of academic exchanges, and take confidence-building measures to lay the foundation for cooperation in cyber-crisis management.

Abstract:Apartments for university talent (AUT), are apartments provided to staff at non-market price, in order to attract outstanding scholars from around the world to work in universities and improve educational quality. This has been a critical issue in achieving social sustainability in China during rapid urbanization and industrialization. The agent construction mode has been adopted to build AUT because universities usually lack relevant management experience. The agent construction mode is a type of turnkey engineer construction based on the principal-agent model, project bidding mode, engineering contracting projects, and project supervision system. Risk factors are important considerations for both universities and agent construction companies. Although some studies have investigated the risk factors, only a few studies have identified the hierarchical structure of relevant risk factors. Therefore, the interrelationship and prioritization of the risk factors remain unknown, and this situation presents a barrier to better risk management. This paper investigates the interrelationship of risk factors with interpretative structural modeling (ISM). In addition, fuzzy MICMAC (matric d’impacts croises-multiplication appliqué a un classemen) analysis was conducted to prioritize the risk factors. The findings provide useful references for better risk management of building AUT through the agent construction mode. Although this study focuses on China, the analytical process can also be generalized to other research topics and other countries.

Abstract:Chinese universities have undergone a massive transformation in recent decades. In addition to a dramatic increase in the number of universities and students, universities have shifted from primarily providing education to emphasizing research. Omnipresent political control is to be replaced by stronger academic self-organization. The result so far is a growing stratification of Chinese universities, with a few select research universities receiving the bulk of government research funding and a large number of universities with very little public funding for research which focus primarily on education. The rapidly changing landscape, with growing numbers but also increasing stratification and with conflicting relations between political control and self-organization, has given rise to tensions within universities and within the higher education system. In this paper, we identify these tensions and discuss their implications for China's quest to establish world-class universities and to achieve the transition to an innovation-oriented nation.

Abstract:Purpose - Foreign firms in China, particularly those from the Global West, are in a difficult position as deglobalisation and strained international relations create risk. This paper offers research avenues on how operations and supply chain management scholars can analyse the risk factors, de-risking practices, and de- risking outcomes of foreign firms in China. Design/methodology/approach - This paper is primarily based on interviews with managers of foreign firms' subsidiaries and joint ventures in China between late 2019 and early 2024 and employs institutional theory to develop a conceptual framework. Findings - Six risk factors motivating foreign firms to consider "China & thorn;1" (diversification and multi-sourcing) or "In-China-For-China" (localisation with potential bifurcation) are identified. Four pathways focusing on politics, locations, technologies, and people enable further investigation of these de-risking strategies. Originality/value - This is the first paper to take a deeper look at perceptions, worries, and considerations of foreign firms in China and offers specific recommendations for impactful research.
Unwitting Agents: Representations of Chinese International Students in US-China Geopolitics

Abstract:As part of a larger study, this paper presents findings from my exploration of discourses about China-US geopolitics through popular discussions on Chinese international students (CIS) who are attending American universities during the ongoing global COVID-19 pandemic. The study seeks to advance scholarship for international students attending American colleges, with particular implications for Chinese students, as agents of geopolitical relations. In doing so, it investigates (a) how these students are represented in American media and (b) the criticality of international geopolitics in the mobility of international students. The findings reveal that American popular media sources assume a tone when writing about CIS that may stem from a deeper anti-Chinese sentiment that exists in the US. They also suggest that American institutions of higher education, and American companies that employ CIS after graduation, treat these students as imported subjects/objects that support America's intellectual and economic advancement. In doing so, the media perpetuates narratives of geopolitical tensions between the United States and China, while representing CIS as unwitting agents of those tensions. The study seeks to advance scholarship on international students attending US colleges, particularly those from China, during an era of rising populism and right-wing movements in the US coupled with rapidly deteriorating US-China relations. Impact of Covid-19, Economic, Racial and Political Tensions on Chinese Student Pursuit of Education in US

Abstract:Chinese international students account for a significant portion of the US higher education system. This impact is amplified by the fact that many of these students are paying higher out-of-state tuition fees, that many universities rely on to meet their pecuniary needs. This past year has seen significant changes in the area of China-US relations which could jeopardize the prior model used by US universities. This article examines four of the current key political issues affecting the China-US relationship and measures the extent Chinese students are influenced by these factors when deciding to pursue higher education in the US. The four factors analyzed are the US Covid-19 situation, the US-China trade war, the social upheaval associated with the Black Lives Matter movement, and the most recent political tensions between the US and China. Key findings indicate that only about half as many students are willing to consider studying in the US and that Covid-19 seems to be the most influential factor in most students’ reasoning.
The Academic Stressors for Interaction Between Chinese International Students and Their Teachers:The Case of a Public University in the United States

Abstract:This article tries to analyze the academic stressors of Chinese international students in the United States from the perspective of American faculty-Chinese student interaction.Four problems were identified by our respondents as factors handicapping their effective interactions with American faculty.They were language insufficiency,lack of initiative and autonomy,verbal passiveness,and indirect mode of communication.These problems reflect the incongruities in the educational system between China and the United States.Based on the findings,the authors put forward the suggestions on English language training in China and how to train Chinese students so that they can be competitive when pursuing their studies abroad.This article also suggests that Chinese international students should adopt the strategy of deep-structure socio-cultural transfer,by which they can develop the positive rapport with American faculties and therefore relieve their academic stress.
Uncertainty, Cooperation and US-China Relations:A Survey Experiment on Conflictual Possibilities Between Great Powers

Abstract:China's rise and its consequences for U.S.-China relations and international stability has generated great scholarly interest. However, current research fails to explain why dominant powers such as the United States sometimes cooperates with rising threats like China. Edelstein notes that realists often conflate two types of uncertainty: risk, which one can assess using probabilistic estimates; and uncertainty, which suggests that, in complex world systems, outcomes are truly unknowable. We thus ask: do risk and uncertainty scenarios affect states' strategic choices differently? Unlike offensive realists who argue uncertainty always increases conflictual possibilities because states fear the intentions of others, Edelstein following a defensive realist argument suggests that uncertainty rather than risk will enhance cooperation chances because when great powers are truly uncertain about rising powers' intentions, they become less aggressive, preferring to wait and see. This paper adopts a survey experiment in China to evaluate how risk and uncertainty can encourage or reduce competitive state behaviors. Contradicting Edelstein, our experiment shows that uncertainty generates less chances for cooperation between dominant and rising powers than risk. In this vein, this paper serves as an empirical support to the offensive realist argument that portrays great power relations as invariably competitive affairs.

Abstract:The university–city relations are changing along with the engagement of universities in public service beyond teaching and research and the dependence of cities on networks rather than enclosure to promote urban competitiveness. Taking China as an example, this article discusses the challenges and tensions of university–city interaction in the knowledge society at the global, national, and local scales. At the global scale, there is mutual selection between universities and cities, which results in the polarized concentration of competitive universities in competitive cities. At the national scale, the retreat of the state in public service provision and the diffused entrepreneurship in the market leads to university–city coalitions with overlapping institutional spheres and institutional ambiguity. At the local scale, the campuses of urban universities are often planned in a de-urbanized way to meet the broader urban requirement. To ease such university–city tensions, it calls for the differentiation of development strategies, the institutionalization of entrepreneurial coalitions, and an operational definition of urban university.

Abstract:For modern universities in China, becoming international has long meant to tread in Western steps in the face of the overweening West. Central to China's higher education development has been the promise of a successful synthesis of knowledge drawn from the best of China and West. As China's international engagement in higher education stimulates more and more local policies and reforms on a global scale, the Chinese idea of a university is placed highly on the research agenda within and outside the Chinese mainland. Reporting findings from a recent study funded by the Hong Kong Research Grants Council, with empirical data collected through fieldwork at Peking University and Tsinghua University, this article reveals that combining the seemingly contradictory Chinese and Western ideas of a university is increasingly likely. The conventional binary positioning of Chinese and Western traditional ideas of a university in the literature needs to be rethought.

Abstract:International strategic alliances are notorious for their high failure rate. Increased inter-partner conflict resulting from ineffective cross-cultural management is perceived to be one of the key reasons for unsatisfactory alliance performance. Driven by globalization, universities are extending into foreign markets through the establishment of various types of strategic alliances (SAs). Through an empirical investigation, this study reveals that although cultural differences (CDs) exist in China–UK higher education (HE) SAs their impact depends on the structure of the SA. Although cultural conflicts occur more frequently in equity joint ventures than in non-equity modes, the impact of conflict arising from CDs is more serious and significant in non-equity arrangements. Moreover, partners perceive CDs as sources of mutual interest. The findings imply that the negative impact of CDs can be ameliorated to varying degrees depending on the type of China–UK HE SA.

Abstract:Purpose: Studying abroad is an important way for universities to cultivate talent with international vision and global competitiveness. Based on its analysis of a U.S. university’s study in China program, this study provides policy recommendations to promote the overseas study and exchange of U.S. students in China. Design/Approach/Methods: This study examines the Beijing Overseas Learning Program of L University to examine the actual operations of a study abroad program in China. More specifically, this study examines the cooperative institution where the U.S. study program is located in China to analyze the operation mechanism and underlying logical framework of the program. Findings: This study provides a comprehensive analysis of the logical factors as well as internal and external reasons behind U.S. students’ decisions to study in China. This study demonstrates that the “peer factor” has a decisive influence on students’ decisions to study in China. Originality/Value: Study abroad programs constitute an integral part of China’s initiatives to enhance people-to-people exchanges with other countries. This study improves our understanding of the practical dynamics of study abroad programs in China, thereby enhancing abilities to attract U.S. students to study in China.
A Brief Analysis of the Legal Issues and Strategies of Chinese Enterprises in the United States

Abstract:Since the implementation of China's reform and opening-up policy, Chinese enterprises have made up their strategies to be internationalized. They followed the general trend of economic globalization, and joined the international economic market competition. Due to the relatively complete economic market situation in the United States and its long-term leading position in the world, many Chinese enterprises have formulated international strategies and selected to be listed in the beauty fair and have made certain achievements. However, the government of the United States imposed restrictions on the operation of many Chinese enterprises in the United States and even drove them out of the country based on the legal issues, such as financial fraud and threats to national security. Now, Chinese enterprises operating in the United States are facing unprecedented problems. This paper makes a preliminary discussion on the reasons, current situations, problems and solutions of the development of Chinese enterprises in the United States. Our analysis show that Chinese enterprise managers can face up to difficulties, turn crises into opportunities, strive to improve their legal awareness of internationalization, and actively prepare for the establishment of legal teams and attract international talents to cope with the increasingly complex American market. Our analysis also show that China is urgently moves to establish international platforms, think tanks and legal service institutions to provide legal advisory services and lawyer services for the development of Chinese enterprises in the United States. China’s strategies to cope with America’s corporate sanctions provide helpful insights to Korean government and companies in the United States for their methods to cope with restrictive policies.
