Abstract:Freedom of association and all institutions coming with it have not been accepted by the Chinese government. Instead, Chinese social organization administration is based upon the concept of association held by the Communist Party of China (CPC). The Chinese government had adopted a total control model of social organization administration in the era of totalitarianism before the Opening-up and Reform, leaving almost no room for social organizations to survive, because the CPC had regarded social organizations as revolutionary and deconstructive. The Chinese has adopted a graduated control system to administrate social organizations in the era of authoritarianism after the Opening-up and Reform, treating social organizations differently according to their threats to the ruling order and their utilities for economic development, because the CPC has viewed social organizations as a challenging but auxiliary power. The on-going innovation of registration and administration of social organizations is not a return to international standard regarding social organization administration in China, but only partial reform of the graduate control system still based upon the CPC's conception of association as challenging but auxiliary. Social organizations capable of providing public goods in areas of economic development and social services are given more favorable treatment by the government while political and religious organizations are still tightly controlled by the government.
Emergence of Local Collective Action for Land Adjustment in Land Consolidation in China: an Archetype Analysis

Abstract:Land consolidation (LC) is considered an effective instrument to respond to public demands in rural areas of China due to its evolution from a purely technical policy into a more comprehensive social project. As one of the most important steps in LC, land adjustment has a major impact on its success. Despite the broad heterogeneity of local contexts, land adjustment-related collective action has emerged nationwide as a public good. However, the generalized patterns explaining how and why such examples of local collective action occur remain poorly investigated. This study analyses configurations of the factors that generate land adjustment-related collective action in LC by drawing upon the archetype approach and using a social-ecological systems (SES) framework to conceptually decompose the many details of cases. Based on 34 systematically selected cases from eastern, central, and western China, the results show that there is a set of 23 configurations of factors that bear a causal relationship with collective action in land adjustment. These can be clustered into six archetypes. Some collective action conditions that are well known in the existing literature, such as group size, reciprocity, and trust, are reconfirmed in this analysis. Furthermore, several distinctive implications are drawn from the archetype analysis: 1) Local leadership combined with self-governance convention and institutionalized self-organization or powerful local leadership allied with goal congruence create favorable conditions for the local collective action of self-organized LCPs. 2) Leadership also plays a significant role in facilitating local collective action for land adjustment under government-led and enterprise-led modes as government and enterprises rely on local leadership to avoid the need to contact numerous scattered farmers and to save on transaction costs. 3) While excessive intervention by the government is restrained under self-organized and enterprise-led modes, the archetypes highlight that government participation facilitate local cooperation. 4) The government and enterprises likely engage in rural collective action through divergent mechanisms motivated by their political or economic goals. In general, these findings provide new insights into land-related local collective action and may benefit China and other regions for transition processes towards rural sustainability.

Abstract:Drawing upon cases studies from Southeast Asia, especially Singapore and Malaysia, this article addresses the following questions pertaining to the rise of China and its impact upon Chinese voluntary associations (CVAs) in the region over the past two decades. By employing theoretical insights of positionality, nudging and de‐territorialisation and by focusing on various strategies pursued respectively by CVAs and the state, we conclude: (i) the growing economic ties between China and Southeast Asia serve as the platform through which the reconstruction of the CVAs take place; (ii) the reconstitution of the CVAs has been significantly driven by their own initiatives to compete in a new economy, in which knowledge of and connection with a rising China as an expanding market and a culture has advantages; (iii) the states in both China and Southeast Asia have played a part in the reconfiguration of the CVAs, motivated by their respective political and economic agendas; and (iv) it is imperative to go beyond the conventional approaches in understanding CVAs (internal structure and external connections) that have dominated much of the existing literature; and we argue that it is in the interactions and intersections between the internal dynamics and external political economy that a new type of CVAs has emerged.

Abstract:This chapter briefly straightens out the development of China’s social organizations since the reform and opening-up and the corresponding boom of charities. It then focuses on the newly emerged social organizations—charitable organizations brought about by the newly issued Charity Law in 2016. With the implementation of the Charity Law and the development of charitable organizations, a new state-society system has been formulated. This new system, based on the Internet as the platform, has three characteristics, including information transparency, social regulation, and charitable big data. Social organizations in China have entered a new era with charitable organizations as the major players. There is a new layout for state-society relations, which is based on charity and social values playing the dominant role, and collaboration between social organizations and the market has been set up.

Abstract:Can the “associational revolution” improve authoritarian government responsiveness? If it can, what kind of nongovernmental organization (NGO) can successfully lobby the government? Based on different theoretical perspectives, I develop three hypotheses: a pluralist hypothesis that focuses on resource exchange between such organizations and the government, a corporatist hypothesis that focuses on government institutional control and policy consultant intention, and a clientelist hypothesis that recognizes the underinstitutionalization of the policy-making process and emphasizes the informal network. I then test these hypotheses with a quantitative study of survey data of registered NGOs in three Chinese provinces. I find that the corporatist hypothesis is largely supported; the pluralism hypothesis is also somewhat supported while the clientelist hypothesis is not supported. The data reflect a hybrid pattern of policy advocacy that I term pluralized state corporatism, which fits China’s recent social-economic transformation and lagged political reform.

Abstract:Since the beginning of the Reform and Opening, social organizations have proliferated rapidly, promoting, in the process, individual participation, allowing individuals to create social value, and expanding the social sphere. Social organizations are thus playing an increasingly rich social role, and have undeniably become a part of China's social transition. At the same time, increases in the breadth and depth of social organizations are facilitating their integration into the mainstream of social progress, and helping them to become, in complement to state and market systems, a new civil society system. Analyzing the 30-year rise of social organizations as well as trends in their development from the angles of growth in number, social participation, organizational structures, and fields of activity, we can see that the appearance and growth of social organizations is a necessary result of the Reform and Opening, and of China's social transition. After 30 years of practice, a relatively rich, diverse, and open ecosystem of associations has gradually formed. As the most populous form in the ecosystem, social organizations are becoming increasingly normalized and orderly; the scope of their activities, too, is broadening. In today's China, economic development, social harmony, and political civilization are all increasingly inseparable from social organizations.
The Past, Present, and Future of Commercial Associations in China: Reflections on Theory and the Pathways of Practice

Abstract:Modern China, Ahead of Print. Since the 1980s, three paradigms have dominated the historical study of commercial associations—class analysis, modernization, and "public sphere"/"civil society"—but all three are imbued with and insist upon a binary opposition between state and society. These paradigms produce an understanding of commercial associations as part of a Western-style "bourgeois public sphere," itself part of "civil society," standing in opposition to the state. These misinterpretations were only strengthened by the complete state-ification of commercial associations in China after 1949. Studies of the history of commercial associations, trapped in this theoretical pitfall, cannot produce convincing historical research, even with abundant empirical data, nor can they provide experiential models for the development of contemporary commercial associations. Instead, if we focus on practice, we discover that modern commercial associations were part of a "third sphere," an in-between space within the paradoxical institutional framework of China's highly centralized government and minimalist administrative system. The semiformal governance mechanism operative within the third sphere reflected the close relationship and mutual shaping at work between the state and local society rather than a binary opposition between them. Applying these insights on the history of commercial associations to the practices of contemporary "commercial consultative associations" allows us to see that the semiformal administrative traditions embedded in the "third sphere" continue to quietly operate, which has immense significance for the future development of commercial associations in China.

Exploring the Representational Dimensions of Nonprofit Organizations in China

Abstract:China’s nonprofit and voluntary sector has been on the rise since the government launched its economic and political reforms in 1979. The fast-growing nonprofit sector serves not only as a response to a wide range of public needs and demands, but also as a mechanism by which the interests of citizens are represented to the state. In light of their important roles as social service providers and advocates for public interest, there have been growing concerns about the extent to which these organizations are representative of the interests of their members and constituents and are accountable for their actions and performance. In this paper, we explore the representational capacities of China’s nonprofit organizations, with a focus on grassroots organizations. Drawing upon Guo and Musso (2007), we examine the representativeness of these organizations along five major dimensions: substantive, symbolic, formal, descriptive, and participatory representation. We then present two illustrative cases of grassroots organizations to tease out the complexity of representational mixes found in these organizations. We conclude the paper with a discussion on the theoretical and practical implications as well as future research directions.
Making the State’s Volunteers in Contemporary China

Abstract:China has experienced a striking rise of volunteerism in the past three decades while the civil society is still incipient and repressed by the authoritarian state. This seeming paradox alludes to the critical role of the state, which has been well noted but scarcely examined in the extant literature on Chinese volunteering. Analyzing 103 government documents associated with volunteering that were published between 1986 and 2017, this study explores the state's roles and motivations in fostering volunteerism. It finds that Chinese volunteering has been incorporated into the state's ruling scheme by developing a state-controlled volunteer service system. Volunteering is utilized for strengthening the state's ideological hegemony, implementing innovative social management for social stability, and facilitating the Chinese Communist Party's party building for its long-term rule. Implications and suggestions for future research are included.

Participation Without Contestation: NGOs' Autonomy and Advocacy in China

Abstract:How do non-governmental organizations (NGOs) advocate public policies? What impacts their advocacy strategies? Although scholars have addressed these questions in a democratic context, less is known about NGO advocacy under powerful authoritarian regimes. Using China as a case study, we develop an institutional explanation of NGOs' policy advocacy patterns and explore the impacts of NGO autonomy. Using a unique dataset of registered NGOs in three Chinese provinces, we find that NGOs with more autonomy tend to conduct direct negotiations with the government more actively (more political advocacy). However, these more autonomous NGOs are likely to be more hesitant to mobilize society from the bottom up (less social advocacy). These findings enrich our knowledge of social actors' roles in the policymaking process in China.

Abstract:The lack of interaction between ecological science and landscape practice has directly contributed to the many challenges related to the unprecedented urbanization of China. However, powerful political support for addressing landscape change with ecological knowledge makes this an opportune time to merge these two approaches. Focusing on the clear and critical knowledge gap regarding landscape urbanization relationships in contemporary China, this article examines the fundamental role of landscape in China's urbanization over the last four decades, highlighting administrative, economic and political changes as underlying drivers. Four dominant and evolving roles are observed: landscape as a byproduct of urbanization, landscape as city-image infrastructure for urbanization, landscape as regional growth infrastructure for urbanization, and landscape as potential ecological infrastructure. Compared with what has occurred in the developed world, these roles are analogous in certain aspects, but fundamentally different. The purpose of this essay is not to pass definitive judgment on the role of landscape in urbanization, but to provoke discourse on the complexity of landscape urbanization relationships at different times under different social political contexts. Toward this end, the essay asks: "Can landscape play a more effective and beneficial role in affecting sprawl and urbanization?" China's current landscape urbanization relationship positions China as a global laboratory for sustainable landscape innovations to be explored and monitored.
Environmental Advocacy in a Globalising China: Non-Governmental Organisation Engagement with the Green Belt and Road Initiative

Abstract:Although the Belt and Road Initiative presents growth opportunities for less developed regions, it also raises concerns about negative environmental impacts and sustainability. Despite proliferating academic interest in China's efforts to green the Belt and Road Initiative, the engagement of non-governmental organisations in policymaking has been understudied. This research marks the first empirical effort to examine the interactions between environmental non-governmental organisations and the Chinese government under the banner of a green Belt and Road Initiative. It finds that non-governmental organisations have employed four strategies to engage with the state-led initiative – civil diplomacy, development partnership, service provision, and outside reform – and that development partners and service providers have been more active than the others in shaping China's Belt and Road Initiative-related environmental policies. This article elucidates civil society actors' opportunities and constraints in greening the Belt and Road Initiative and non-governmental organisations–government dynamics in a non-democratic context.

Abstract:This research examines the rise of voluntary associations of i°donkey friends,i± accompanied by the emergence of new types of cultural identities, interpersonal relationships, and social networks in contemporary urban China. At the end of the 1990s, the native term i°donkey friendi± (l¨¹you Â?ON) became a popular self-identifier for Chinese backpackers who formed voluntary communities to facilitate group travels and many collective activities. My research is based on three months of preliminary field research in 2003 and 2004, and a year of fieldwork in 2005 in Beijing, Yunnan Province and Inner Mongolia. I carried out participant observation in three voluntary donkey friend communities, and conducted anthropological interviews with donkey friends, journalists, tourist guides, professors, and publishers. My field research was multisited, including face-to-face interaction in different locations and Internet research. The Internet phase is important because backpacker travel has co-evolved with the Internet forums in China. Both online interaction and offline travel experience served to cultivate a sense of fellowship among travelers. Donkey friend communities have not only provided social and emotional support for their members, but also allowed individuals to engage in various voluntary projects based on free association, self regulation, and practices of many democratic values. By contextualizing this phenomenon with the retreat of the state from many public realms of Chinese society, I argue that donkey friend community demonstrates the rise of the new public sphere of middle class in post-socialist urban China. Participants in this sphere no longer pose a direct threat to the state, but aim to promote cultural change, challenge cultural values, and raise public consciousness. They seek to practice democratic values and resolve specific social problems. This research not only offers an ethnographically-based study of new cultural forms that accompany the development of backpacker tourism in China, but also contributes to the anthropology of China by providing a detailed analysis of the formation of new urban communities and public spheres in which neoliberal values of production and consumption can be challenged by the emergence of new forms of cultural identities, horizontal ties, and collective actions.

This article traces the historical development of China’s NGOs in the past three decades. Based on an investigation of institutional change, expansion of the public sphere, and the group action of social classes, it offers a systematic analysis of the institutional context, living space, and social foundation for the emergence and development of China’s NGOs. Finally, the emerging paths and the peculiar characteristics of China’s NGOs are discussed.
Shifting Boundaries Between the State and Society: Village Cadres As New Activists in Collective Petition

Abstract:Despite the central government's efforts in reducing fiscal burdens on peasants through fiscal reforms in the early 2000s, collective petitions in rural China remain. Complementary to the arbitrary and weak government explanations of state-society conflict, this article reveals the role of village cadres as activists in collective petition. Drawn from extensive fieldwork, I argue that by reducing local government revenues and recentralizing fiscal autonomy to the county level, central fiscal reforms have unintentionally induced a new force of resistance: village cadres. Being disenfranchised from previous privileges, village cadres are now allies rather than adversaries of peasant petitions. This article advances existing literature on China's contentious politics in two ways. First, it recognizes a new group of activists whose savoir-faire improves peasant knowledge of the state capacity in containing state-society conflict. Second, it proposes a dynamic understanding of contentious politics by highlighting the shifting boundaries between the state and society.

Abstract:As the nonprofit sector emerges in China, so too do the concerns about nonprofit transparency. In response to calls for increased nonprofit information disclosure and the lack of related research, this study examines changes in transparency of Chinese grassroots nonprofit organizations. Using the first national Survey of Transparency on Grassroots Organizations (2013-2015), this study finds that Chinese grassroots nonprofit transparency has increased in the past few years. Applying resource dependence theory in China-specific social contexts, this study highlights the importance of external resource to nonprofit transparency. These findings contribute empirical evidence to the nascent literature on nonprofit transparency and provide implications for enhancing nonprofit transparency in China and beyond.

Abstract:In addressing the question of bow China's rapid socioeconomic transformation is changing the nature of its international engagement we need to move beyond a traditional focus on state-centric analysis. Obviously a major stimulus for China's international engagement over the past 25 years of reform and opening has come from non-state economic activity. Growing economic interdependence, accelerated after China's accession into the World Trade Organization, provides the strongest argument in favour of a peaceful rise of China scenario in which both regional and global security are enhanced rather than threatened. Far less attention, however, has been given to the role and influence of Chinese non-governmental organisations (NGOs) and their transnational linkages. I argue in this article that in order to obtain a more comprehensive picture of China's ongoing process of reform and opening to the outside world we need to incorporate a civil society dimension into our analysis. This is of particular relevance to ongoing foreign Policy debates over democracy and human rights promotion in China. Indeed, in the absence of a more detailed understanding of current developments taking place at the grassroots, international support for progressive reform runs the risk of undermining positive change from below.
