Abstract:This research examines the effects of government funding on the service and advocacy roles of nonprofit organizations in China through a cross-regional comparison. Based on a nationwide survey of 2,058 nonprofits and in-depth interviews with 65 nonprofit executives from the same sample in 2013–2017, we find that a higher level of central government funding leads to stronger organizational capacity for service provision through leveraging matching funds and to more intensive administrative advocacy and media advocacy. Furthermore, a cross-regional comparison shows that, in contrast to those in nonwestern regions, nonprofit organizations with higher levels of central government funding in the western region engage in more administrative advocacy but less in media advocacy. Taken together, these findings highlight the importance of the government’s leverage strategy and selective empowerment in shaping nonprofits’ service and advocacy roles through government funding in China.

Abstract:China’s nonprofit and voluntary sector has been on the rise since the government launched its economic and political reforms in 1979. The fast-growing nonprofit sector serves not only as a response to a wide range of public needs and demands, but also as a mechanism by which the interests of citizens are represented to the state. In light of their important roles as social service providers and advocates for public interest, there have been growing concerns about the extent to which these organizations are representative of the interests of their members and constituents and are accountable for their actions and performance. In this paper, we explore the representational capacities of China’s nonprofit organizations, with a focus on grassroots organizations. Drawing upon Guo and Musso (2007), we examine the representativeness of these organizations along five major dimensions: substantive, symbolic, formal, descriptive, and participatory representation. We then present two illustrative cases of grassroots organizations to tease out the complexity of representational mixes found in these organizations. We conclude the paper with a discussion on the theoretical and practical implications as well as future research directions.

Abstract:A rapid development of NGOs has been witnessed in China since the economic reform and the implementation of the opening-up policy. This article traces the historical development of China’s NGOs in the past three decades. Based on an investigation of institutional change, expansion of the public sphere, and the group action of social classes, it offers a systematic analysis of the institutional context, living space, and social foundation for the emergence and development of China’s NGOs. Finally, the emerging paths and the peculiar characteristics of China’s NGOs are discussed.
Societal Support for China’s Grass-Roots NGOs: Evidence from Yunnan, Guangdong and Beijing

Abstract:In the past two decades, the number of grass-roots NGOs in China has grown dramatically, yet most scholarship on Chinese civil society has had little to say about the resources on which they rely for survival. This article presents the first large-scale study of these groups and their resources. We compare 263 NGOs across issue areas (including HIV, education, the environment and labor rights) and regions (Beijing, Guangdong and Yunnan). We find that these groups are tapping into high levels of human resources volunteers, boards of directors and informal government ties even without official government approval for their activities. We also detail their sources of funding, revealing a diverse support system with clear regional and issue-based biases. Taken together, our findings form a baseline for understanding China's grass-roots NGOs and point out new research questions that have yet to be addressed in the civil society literature.

Abstract:In the process of human development, apart from family, political parties and religious groups, industry, government and non-governmental organizations (NGOs) represent three fundamental social groupings and policy forms. In the past few years, NGOs have come to attract attention as a form of social community. This article is based on long-term empirical research into China's NGOs. It embarks upon this endeavor first through an explication of their definition and categories, as well as the social basis, central functions and property rights associated with NGO development, positing a number of important theoretical perspectives. Utilizing this basis the author will conduct specific analysis of policy characteristics and problems associated with the development of NGOs in China and will provide an outlook on future growth trends.

Abstract:In addressing the question of bow China's rapid socioeconomic transformation is changing the nature of its international engagement we need to move beyond a traditional focus on state-centric analysis. Obviously a major stimulus for China's international engagement over the past 25 years of reform and opening has come from non-state economic activity. Growing economic interdependence, accelerated after China's accession into the World Trade Organization, provides the strongest argument in favour of a peaceful rise of China scenario in which both regional and global security are enhanced rather than threatened. Far less attention, however, has been given to the role and influence of Chinese non-governmental organisations (NGOs) and their transnational linkages. I argue in this article that in order to obtain a more comprehensive picture of China's ongoing process of reform and opening to the outside world we need to incorporate a civil society dimension into our analysis. This is of particular relevance to ongoing foreign Policy debates over democracy and human rights promotion in China. Indeed, in the absence of a more detailed understanding of current developments taking place at the grassroots, international support for progressive reform runs the risk of undermining positive change from below.

Abstract:Since 1978, great changes have taken place in the environment for the development of NGOs in China. From a macroscopic perspective, China's transformation process in the economic, political and social systems, has been progressing successively. The transformation process has broken the traditional structure of the Government's monopolization of resources and the strictly controlled private action space. The reforms have restructured the relationship between the Government and the market society, and thus provided an opportunity for the existence and development of all kinds of NGOs in China. In addition, China's entry into the WTO and current trends towards globalization also has promoted the development of NGOs in China.

Abstract:With the rise of the global associational revolution and the expansion of neoliberalism across the world, nonprofit organizations (NPOs) have increasingly tended to adopt market values and approaches in many countries. A recent debate has concerned the impacts of nonprofit marketization on the civil society sector. A primary concern among Western scholars is the potential harm that marketization may cause to the traditional roles of NPOs, especially in their ability to create and maintain a strong civil society. This article joins the debate by engaging in a comparative analysis of China and the USA to answer the following question: Are the same concerns in the West applicable to non-Western countries, particularly those gradually liberalizing but still highly controlled authoritarian countries? By exploring the variations in objectives, models, and effects associated with the marketization taking place under different political–social systems, we find that unlike the nonprofit marketization in the USA, the similar yet distinct process in China is facilitating rather than inhibiting the development of civil society. On the other hand, our findings also provide nonprofit practitioners with a contextual guideline to help them devise more effective service strategies tailored to fit diverse sociocultural settings.
Government Funding and Nonprofit Revenues in China: A Cross-Regional Comparison

Abstract:This study examines the various effects of government funding on nonprofit revenues in China through a cross-regional comparison. We argue that central government funding increases nonprofit revenues by improving nonprofits' legitimacy/reputation and competitive capacities. Based on a dataset of 2,058 questionnaires and 65 interviews with nonprofits receiving central government funding to participate in social service projects from 2013 to 2017, we find that having more central government funding enables nonprofits to raise more revenues through local government funding, private donations, and commercial revenues. A cross-regional comparison shows that central government funding has more effects on nonprofit revenues in the non-western region than in the western region. Our interviews suggest that resource accessibility and marketization institutions determine the various effects of central government funding on nonprofit revenues in western and non-western regions. The findings reveal nuances in the effects of government funding on nonprofit revenues through a cross-regional comparison under authoritarianism.

Abstract:How do non-governmental organizations (NGOs) advocate public policies? What impacts their advocacy strategies? Although scholars have addressed these questions in a democratic context, less is known about NGO advocacy under powerful authoritarian regimes. Using China as a case study, we develop an institutional explanation of NGOs' policy advocacy patterns and explore the impacts of NGO autonomy. Using a unique dataset of registered NGOs in three Chinese provinces, we find that NGOs with more autonomy tend to conduct direct negotiations with the government more actively (more political advocacy). However, these more autonomous NGOs are likely to be more hesitant to mobilize society from the bottom up (less social advocacy). These findings enrich our knowledge of social actors' roles in the policymaking process in China.

Abstract:The Paper has measured the Chinese NGO sector's contribution in term of its employment,economic size and volunteering based on the framework developed by the Johns Hopkins International Comparative Nonprofit Project.According to our finding,the Non-Governmental Sector in China has created considerable employment and become an important economic force in term of absolute numbers;whereas in comparative sense,the Chinese NGO sector's contribution falls as the lowest among all 36 countries.However,from the rise of the educational non-government non-enterprise institutions in China,you'll find that there is great potential for the government to cultivate and develop NGOs.By developing relevant policies and regulations,the government can help increase the NGO sector's political,economic,social capital and human resources capacity,therefore contributing to rapid development of the NGO sector.

Abstract:Can the “associational revolution” improve authoritarian government responsiveness? If it can, what kind of nongovernmental organization (NGO) can successfully lobby the government? Based on different theoretical perspectives, I develop three hypotheses: a pluralist hypothesis that focuses on resource exchange between such organizations and the government, a corporatist hypothesis that focuses on government institutional control and policy consultant intention, and a clientelist hypothesis that recognizes the underinstitutionalization of the policy-making process and emphasizes the informal network. I then test these hypotheses with a quantitative study of survey data of registered NGOs in three Chinese provinces. I find that the corporatist hypothesis is largely supported; the pluralism hypothesis is also somewhat supported while the clientelist hypothesis is not supported. The data reflect a hybrid pattern of policy advocacy that I term pluralized state corporatism, which fits China’s recent social-economic transformation and lagged political reform.

Abstract:As Chinese NGOs are trying to go abroad under the Belt and Road Initiative, understanding the existing niche, discourse, and paradigm of the mainstream transnational NGOs in current international development aid system is crucial for Chinese NGOs to adapt and develop their own identity on value and norms. Based on key researchers' observations, historical facts and statistics, this research examines the mainstream NGOs' evolution in organization, action and discourse embedded in the macro-history of transnational NGOs and transformation of the international development aid system; it sums up the transformation around three macroscopic relations to understand and evaluate the action paradigm and discourse of the contemporary mainstream NGOs in transnational development, namely, around "Transnational NGO-State" relations a change from the private sphere to the public sphere, around "North-South" relations a shift from one-way aid to equal cooperation, and on "NGO-Society" relations an evolvement from voluntarism to professionalism. In the end the article points out the difference between Chinese NGOs and those of the developed countries in terms of the origin, timing, goal and discourse and specifies five basic questions China must face in its identity building.

Abstract:As the nonprofit sector emerges in China, so too do the concerns about nonprofit transparency. In response to calls for increased nonprofit information disclosure and the lack of related research, this study examines changes in transparency of Chinese grassroots nonprofit organizations. Using the first national Survey of Transparency on Grassroots Organizations (2013-2015), this study finds that Chinese grassroots nonprofit transparency has increased in the past few years. Applying resource dependence theory in China-specific social contexts, this study highlights the importance of external resource to nonprofit transparency. These findings contribute empirical evidence to the nascent literature on nonprofit transparency and provide implications for enhancing nonprofit transparency in China and beyond.

Abstract:This article draws on the social network embeddedness perspective to construct a multilevel analytical framework through which relations between non-governmental organisations (NGOs) in China and the government are examined. The following arguments presented are based on a comparative case study of two social service NGOs: First, "top-down" and "bottom-up" types of NGOs alike can achieve some degree of autonomy in both internal management and external relations. Second, NGOs may undertake very different strategies to gain autonomy, even in the face of very similar external conditions. Third, under current conditions, whether NGO leaders are embedded in particular political networks, i.e. the political connections of an NGO, will constrain the strategies that NGOs would pursue to achieve autonomy. Finally, a multilevel approach reveals the complexity of NGO-government relations and helps to move the analysis beyond a zero-sum approach to state-society relations in China.
