Abstract:Shanghai is a metropolis with an area of 6340 km(2) and a population of 17 million including 13 million residents and 4 million floating population. With the extensive economic development, the length of the roads and the number of vehicles in Shanghai has increased rapidly as well. At present, the transportation in Shanghai maintains a very weak equilibrium of supply and demand. The cancellation of the toll in Yangpu Bridge, Nanpu Bridge and Yan'an Road Tunnel seems to have worsened the transportation situation in some regions. Except massive infrastructures construction work and Transportation System Management (TSM), Transportation Demand Management (TDM) is extensively applied world widely to solve the traffic congestion problem. The application of Electronic Road Pricing (ERP), as a new method in the TDM family, is presented in this paper. Two parameters, namely equivalent capacity and density-ratio, are introduced into the framework of ERP. Equivalent capacity is obtained by surveying the traffic situation of arterial and secondary road of the inner ring of Shanghai and is consequently used to determine the actual capacity of urban roads. Density-ratio, the ratio between the density and jam density, is used as a new criterion to evaluate the urban road traffic situation. Based on the evaluation using these two parameters, the central Shanghai city is divided into three areas, viz., central congestion area, 2 transitional area and elevated corridor area. The 21.27 km(2)-sized central congestion area is proposed as the ERP area in order to dynamically adjust the traffic volume. With a decrease of 15% traffic volume, the average speed is improved from 12.76 km/h to 15.19 km/h. On the other hand, some related measurements should also be taken to facilitate the implementation of the ERP, such as the improvement and optimization of the road network function, establishment of a Parking Management System (PMS) and proper adaptation of the existing taxi operation regulations etc. Benefit-cost analysis shows that the negative impact of the ERP on economics is less than that of the traffic congestion. In addition, we propose that ERP should be implemented in two phases in Shanghai. In phase I, a trial district will be selected to evaluate the feasibility of technology and build up experiences. In Phase H, ERP is introduced in the whole central congestion area. Considering the public acceptance process, on-going infrastructural projects and necessary technology preparation, the proper time to the installation of ERP is Year 2007.
