Abstract:executive summary: This essay examines China's drive for innovation as part of its national development strategy and addresses the tensions China faces between retaining control and autonomy in relevant sciences and technologies and becoming a global leader in these fields. main argument The Chinese Communist Party (CCP) has assessed that the world is undergoing "profound changes unseen in a century" in part as a result of rapid advances in science and technology. The Covid-19 pandemic has heightened the impact of these changes and added to the disruption of the current global order. Such conditions present unique challenges and opportunities for China in the course of its national rejuvenation. Xi Jinping has accelerated the pursuit of China's rise as a great power, and the 14th Five-Year Plan highlights the country's capacity for innovation and to leverage science and technology in pursuit of that objective. Progress toward this goal, however, has been uneven. Although China aspires to be a new "high ground" in science and technology, the capacity for innovative Chinese technologies to go global may be undermined by a deficit of trust and transparency. If China does emerge as a leader in new frontiers of innovation in the course of the fourth industrial revolution, this shift could present significant implications for the future balance of power. policy implications • China's drive for innovation will continue to confront certain incongruities. While the CCP has prioritized innovation, the imperative of party control may undermine the necessary conditions for it. And while China has risen within and benefited from a world of open science, intense competition in the geopolitical environment is complicating that paradigm. • China and its technology companies have shown increasing technological prowess (e.g., in coping with the Covid-19 pandemic) but still face technical impediments to overcoming strangleholds in key areas, such as semiconductors, that act as chokepoints. • For the U.S. to sustain its traditional leadership in science and technology, it will need to revitalize and reinvest in innovation domestically.

Abstract:Major shifts in the global system of science and technology are destabilizing the global status order and demonstrating the capacity for emerging countries like China and India to exert greater influence. In order to measure changes in the global scientific system, we develop a framework to assess the hierarchical position of countries in the international scientific collaboration network. Using a machine-learning model to identify the leaders of 5,966,623 scientific teams that collaborated across international borders, we show that Chinese scientists substantially narrowed their leadership deficit with scientists from the US, UK, and EU between 1990 and 2023 in absolute terms. Consequently, China and the US are on track to reach an equal number of team leaders engaged in bilateral collaborations between 2027 and 2028. Nevertheless, Chinese progress has been considerably slower in per-collaborator terms: after adjusting for the number of non-leaders from each country, our models do not predict parity between the US and China until after 2087. These dynamics extend to 11 critical technology areas central to ongoing diplomacy between the two nations, such AI, Semiconductors, and Advanced Communications, and to China's scientific leadership with respect to the European Union and the United Kingdom. Thus, while China's elite scientists are achieving leadership in the international scientific community, China's scientific enterprise continues to face developmental constraints. We conclude by reviewing several steps that Chinese science is taking to overcome these constraints, by increasing its engagement in scientific training and research in signatory nations to the Belt and Road Initiative.

Abstract:China has become the fifth leading nation in terms of its share of the world's scientific publications. The citation rate of papers with a Chinese address for the corresponding author also exhibits exponential growth. More specifically, China has become a major player in critical technologies like nanotechnology. Although it is difficult to delineate nanoscience and nanotechnology, we show that China has recently achieved a position second only to that of the USA. Funding for R&D has been growing exponentially, but since 1997 even more in terms of business expenditure than in terms of government expenditure. It seems that the Chinese government has effectively used the public-sector research potential to boost the knowledge-based economy of the country. Thus, China may be achieving the ("Lisbon") objectives of the transition to a knowledge-based economy more broadly and rapidly than its western counterparts. Because of the sustained increase in Chinese government funding and the virtually unlimited reservoir of highly-skilled human resources, one may expect a continuation of this growth pattern in the near future.

Abstract:Building a science & technology’s world leader is an important goal for China by 2035, how to build a strong country in science and technology - high-level scientific talent is the fundamental supporting factor. Historically, Germany, the United States and Japan, three late-developing catching-up countries in the process of moving towards a scientific and technological power, have successfully implemented high-level scientific talent training initiatives, ultimately promoting the strong rise of science and technology. According to the experience of the three countries, the cultivation of high-level scientific talents is mainly achieved through major reforms in education, especially research-oriented education reform. At present, China is entering a new stage of development in building a scientific and technological power, the domestic and international development situation is more severe, and the law of science and technology itself is evolving at an accelerated pace, which puts forward new requirements for the cultivation of high-level scientific talents, and education reform is imperative. In comparison with the experience of Germany, the United States and Japan, China's current high-level research-oriented education still has many problems, it is difficult to support self-reliance and self-improvement in science & technology and build China into a world leader in science & technology. To sum up the history and face the reality, it is suggested that China should establish the concept of "integration of science and education" as soon as possible, promote education reform under the traction of scientific and technological needs, comprehensively sort out and reshape the positioning of universities, accelerate the reform of high-level research education, and increase the reform of primary and secondary education to prepare for the cultivation of high-level scientific talents in a comprehensive and systematic way.

Abstract:Abstract As the former Minister of China's Ministry of Science & Technology (MoST), Guan-hua Xu has witnessed, and personally contributed to, China's science and technology (S&T) development during the critical period of the country's transition into a great economic power. During his tenure at MoST and its predecessor (1995–2007), he promoted the reform of research institutions, initiated some of the Nation's most significant research and development (R&D) projects, and coordinated the formulation of China's National Outline for the Medium to Long Term Science and Technology Development Plan (2006–2020). As a distinguished scientist specializing in remote sensing, Xu has devoted much of his career over the past two decades to S&T policy and management. Since leaving the ministry, he has further explored fundamental issues surrounding China's S&T development, and recently collected his thoughts in a book entitled ‘Towards a Country of Innovation’ (Beijing: Science Press, 2014). In this recent interview with NSR, Xu summarized his view of the problems China faces in becoming an innovative country, and offered his recommendations for drastic reform of China's S&T system.

Abstract:Abstract China has attached a great significance to bringing science to the public—known as kepu (科普, ‘science popularization’) or kexue chuanbo (科学传播, ‘science dissemination’)—in recent years, partly in response to its unprecedented push for innovation in science and technology. In 2018, it spent 16 billion yuan (US$2.3 billion) on such endeavours, nearly 80% of which was government funding, according to a survey conducted by the Ministry of Science and Technology. With one science-education venue for every million people, approximately 76 million visits were made to the country's 518 general-science museums and 142 million visits were made to 943 museums dedicated to a specific subject matter, such as the Geological Museum of China. Abstract:Technology innovation and public understanding of science are the two wings for innovation-driven development in China, and public understanding and awareness of science should be placed in the same important position as technology innovation. At present, socialism with Chinese characteristics has entered into a new era, innovation- driven development is the leading philosophy for development in China, and innovation is now the primary driving force for economic development. Public understanding of science or science popularization has thus also entered into a new era. From the perspective of scientific and technological progress, social development and policy support in the new era, a good foundation and conditions for science popularization now exists in a way that is unprecedented. At the same time, science popularization in the new era highlights new trends and characteristics: demand-oriented public awareness is more prominent; a deepening of networking and information technology continues to inject new impetus into science popularization; participants are becoming more and more diversified; and a new pattern of science popularization is being formed. Social capital is pouring in and diversified forms of science popularization are constantly emerging. Therefore, we must firmly seize the opportunity and accurately grasp the developing rules of science popularization to continuously improve its quality and level based on current demand and existing problems. We should implement informatization to improve the scope and influence of science popularization. We should adhere to both science and education to focus on cultivating the scientific consciousness and accomplishments of teenagers. Public understanding of science starts from childhood. We should perfect the system and mechanisms to construct a new pattern of science popularization with multi-faceted participation and social capital support. The interaction of technology innovation and public understanding of science (the two wings of innovation-driven development) is the call of our times for Chinese development, and constitutes an important matter as China marches on to develop into a science and technology giant. The path to the future of science popularization is still very long and we bear heavy responsibility for science public awareness. Abstract:In keeping with China's President Xi Jinping's "Chinese Dream," China has set a goal of becoming a world-class innovator by 2050. China's higher education Science, Technology, Engineering, and Math (STEM) research environment will play a pivotal role in influencing whether China is successful in transitioning from a manufacturing-based economy to an innovation-driven, knowledge-based economy. Past studies on China's research environment have been primarily qualitative in nature or based on anecdotal evidence. In this study, we surveyed STEM faculty from China's top 25 universities to get a clearer understanding of how faculty members view China's overall research environment. We received 731 completed survey responses, 17% of which were from individuals who received terminal degrees from abroad and 83% of which were from individuals who received terminal degrees from domestic institutions of higher education. We present results on why returnees decided to study abroad, returnees' decisions to return to China, and differences in perceptions between returnees and domestic degree holders on the advantages of having a foreign degree. The top five challenges to China's research environment identified by survey respondents were: a promotion of short-term thinking and instant success (37% of all respondents); research funding (33%); too much bureaucratic or governmental intervention (31%); the evaluation system (27%); and a reliance on human relations (26%). Results indicated that while China has clearly made strides in its higher education system, there are numerous challenges that must be overcome before China can hope to effectively produce the kinds of innovative thinkers that are required if it is to achieve its ambitious goals. We also raise questions about the current direction of education and inquiry in China, particularly indications that government policy is turning inward, away from openness that is central to innovative thinking.

Abstract:In the past three decades, China has become a major contributor to science and technology. China now employs an increasingly large labor force of scientists and engineers at relatively high earnings and produces more science and engineering degrees than the United States at all levels, particularly bachelor's. China's research and development expenditure has been rising. Research output in China has been sharply increasing since 2002, making China the second largest producer of scientific papers after the United States. The quality of research by Chinese scientists has also been improving steadily. However, China's rise in science also faces serious difficulties, partly attributable to its rigid, top-down administrative system, with allegations of scientific misconduct trending upward.

Abstract:Over the past century and a half, global technological leadership has shifted from Europe to the United States, while scholars argue that the world has seen that it is now shifting from the United States to China due to China's extraordinary catch-up in the past four decades, in which the public policy-oriented national innovation system development plays a critical role that might provide an alternative way for innovation-driven development especially for emerging markets. Even though encountering many challenges ahead, China is positioning itself to take over the global innovation leadership in the next few decades. Here in this article, we introduce a serious yet underexplored question: could China go beyond catch-up and become the global innovation powerhouse? Specifically, drawing from the holistic innovation perspective, which is an original theoretical paradigm for the mission-oriented innovation policy change, this article critically reviews, both qualitatively and quantitatively, China's remarkable innovation progress and main drivers in comparison with G7 countries plus South Korea and India, trying to provide a comprehensive and critical view of state-of-the-art research on China's innovation catch-up. We further explore the five major challenges that China must take seriously when marching toward the global innovation powerhouse. Finally, we propose a mission-oriented holistic STI policy design framework for both China and other emerging economies to go beyond catch-up in a competitive dynamic world. This article provides a new and holistic perspective to access China's innovation progress and challenges, also generates novel insights for scholars and public agencies to contribute to global innovation development, with a shared goal of achieving global sustainable development in the post-COVID-19 pandemic world.

Abstract:It has been about 30 years since China adopted an open-up and reform policy for global competition and collaboration. This opening-up policy is accompanied by a spectacular growth of the country’s economy as well as visibility in the world’s scientific literature. Also China’ competitiveness in scientific research has grown, and is mirroring the development of the country’s economy. On the other hand, international collaboration of most countries dramatically increased during the last two decades and accompanied the growth of science in emerging economies. Thus the question arises of whether growth of competitiveness in research is accompanied by an intensification of collaboration in China as well. In the present study we analyse the dynamics and the national characteristics of China’s co-operation in a global context. We also study research profile and citation impact of international collaboration with respect to the corresponding domestic ‘standards’.
