Abstract:When it comes to the volume of Englishlanguage articles published in international journals, Chinese scientists are second only to those in the United States (Editorial, 2010), but this is not the case for academic journals published in English. The total world-wide number of English-language academic journals published in 2011 was 67 546 (Ulrich’s Serial Analysis System, 2011); however, current statistics for China are not yet available, potentially because the management department concerned is somewhat slow and inefficient in their work. Our own research determined that according to the following resources: The Academic Department of China Association for Science and Technology (2011) claimed that as of June 2009 China published 212 English-language Sci-Tech journals; The General Administration of Press and Publication (GAPP) of the People’s Republic of China reported that between 2005 to 2009, the number of academic journals approved to publish in English was 25 (Institute of Media for Foreign Language Teaching of Zhejiang University, 2010). Based on these statistics, we estimate that the total number of academic journals published in English in mainland China is, so far, still under 250, less than 5% of the academic journals ever published in the country, despite the fact that the Chinese government has recently encouraged publishers to produce English-language academic journals. Academic journals are believed to be one of the most effective methods to disseminate a country’s technological achievements and a nation’s cultural concepts. In order to make China’s knowledge base and cultural ideas accessible to the rest of the world, many Chinese-language academic journals publish titles, key words and abstracts in English. China’s academic journals hope to attract international attention and be included in citation indexes such as Science Citation Index (SCI), Engineering Index (EI), Social Science Citation Index (SSCI), and Arts and Humanity Citation Index (A&HCI). In order to accomplish this, China’s academic journals need editors who possess English-language proficiency and are able to judge, proofread and polish texts or abstracts written in English by Chinese writers; however, there is doubt as to whether these journals have enough qualified English-language editors. The quality of China’s academic journals in regard to English language proficiency is unclear. This paper reports on the findings of four projects commissioned by GAPP and offers reasons for the deficiency of English language capacity of Chinese editors of academic journals through a survey of the qualification of 518 English editors for 469 Chinese academic journals, and proposes suggestions to solve the problems identified. Abstract:Chinese publishing science has its own theoretical origins and unique characteristics. Since 1970s, publishing as a science has grown up rapidly in China. This paper presents a structured overview of Chinese publishing research in its full historical depth and thematic breadth. It first introduces a brief history of publishing science in China, and then identifies the main characteristics and key areas of research. Consistent with the divide in social research, the debate between positivistic and naturalistic paradigms has also characterized the development of global publishing science. The interpretivist paradigm of Chinese publishing research leads to unique research subjects and methods. The subjects, on the one hand, are more focused on meta-theory. Theory building and integration has been the main goal in the past three decades. The methods, on the other hand, have been generally qualitative, including historical, interpretive, and critical analysis. Current key research areas include theoretical construction of publishing science, history of publishing, cultural studies of publishing, publishing economics, digital publishing and copyright. This paper also discusses the challenges facing publishing researchers in China and their possible solutions.

Abstract:Helped by deepening reform and openness, as well as increased overall national strength, science and technology in China have developed rapidly in recent years. The number of published scientific papers has also increased year by year. Statistics released in November 2009 by the Institute of Scientific and Technical Information of China (ISTC) showed that the number of Science Citation Index (SCI) papers, Engineering Index (EI) papers and Index to Scientific & Technical Proceedings (ISTP) in 2008 from mainland China was 95,500, 85,000, and 59,299, and accounted for 6.6% (rank 4), 21.5% (rank 1), and 11.5% (rank 2), respectively. These were up, compared with 2007, by 7.2%, 12.3%, and 37.5%, respectively. Overall, in 2008 , the ‘Chinese’ total of 270,924 papers accounted for 11.5% of all papers and ranked 2 in the world. This indicates that in numerical terms mainland China is near the top position. It is a pity, however, that all these papers are written in English and that most of them are published in journals of foreign countries, such as the US and the UK. This outflow, especially of papers reflecting outstanding achievements in scientific research, has become very common, with the trend increasing year by year. (For example, in the 1990s, Chinese scientists published only about 6,000 papers per year covered by SCI,1 compared with the 95,500 quoted above.) Moreover, seldom are outstanding domestic or foreign results published in Chinese journals, and we believe that such an outflow has hindered the development of Chinese journals. China has set up a large number of so-called ‘Key Laboratories’, and some of these have obtained highlevel results, such as those on the rice and human genomes, and in paleontology. If more of these papers could be published in Chinese journals, then perhaps Chinese journals could obtain a better position in the world. Thus we believe it is of great significance to find out the reasons for the outflow of excellent papers and then take measures to stem this flow.

Abstract:To provide an overview of the characteristics of research in China, a bibliometric evaluation of highly cited papers with high-level representation was conducted during the period from 1999 to 2009 based on the Essential Science Indicators (ESI) database. A comprehensive assessment covered overall performance, journals, subject categories, internationally collaborative countries, national inter-institutionally collaborative institutions, and most-cited papers in 22 scientific fields. China saw a strong growth in scientific publications in the last decade, to some extent due to increasing research and development expenditure. China has been more active in ESI fields of chemistry and physics, but more excellent in materials science, engineering and mathematics. Most publications were concerned with the common Science Citation Index subject categories of multidisciplinary chemistry, multidisciplinary materials and science, and physical chemistry. About one half China's ESC papers were internationally collaborative and the eight major industrialized countries (the USA, Germany, the UK, Japan, France, Canada, Russia, and Italy) played a prominent role in scientific collaboration with China, especially the USA. The Chinese Academy of Sciences took the leading position of institutions with many branches. The "985 Project" stimulated the most productive institutions for academic research with a huge funding injection and the universities in Hong Kong showed good scientific performance. The citation impact of internationally collaborative papers differed among fields and international collaborations made positive contributions to academic research in China.

Abstract:The study explores the characteristics of China's independent research articles published from 1980 to 2011, based on the database of Science Citation Index Expanded. The publication outputs of seven major industrialized countries including Canada, France, Japan, Germany, Italy, the UK, and the USA were compared with China. Annual production, field performance, research emphases and trends, top articles, as well as main institutional and individual contributors by its top cited articles were analyzed. Some newly developed indicators related to words in title, author keywords, KeyWords Plus, first author, corresponding author, and Y-index were employed to provide in-depth information on topic and author contributions. Results showed that China has been closing the gap with the USA with the greatest growth, and has stood the second since 2006. Most top cited articles were published in 2000s, made up approximately seven tenths of total articles. Pronounced activities were found in chemistry and physics related categories. The core categories included multidisciplinary chemistry, physical chemistry, multidisciplinary materials science, and applied physics. Moreover, China's performance of nanotechnology and science, especially carbon nanotubes, nanoparticles, nanowires, and nanostructures showed dramatic growth. Six top articles with at least 1000 citations were examined, and were observed to concern medicine, nanotube, and adsorption. In addition, main contributing institutions and authors were also revealed and evaluated. Chinese Academy of Sciences played a dominant role, and Tsinghua University, Peking University and five universities in Hong Kong showed good scientific performance.

Abstract:With the rapid growth of scientific research input and output in China, academic journals have attracted increasing attention as the records and communication of scientific research achievements. Combining literature research and discussion from the forum sponsored by the academic divisions of Chinese Academy of Sciences on Frontiers in Science and Technology with the theme of "scientific publishing in the new era". this paper analyzes the current situation of China's scientific journal publishing and the opportunities and challenges it faces, and puts forward suggestions and solutions for scientific journal development in China. Based on the analysis of the current situation and development trend of international scientific publishing, this paper reviews the scientific journal publishing in the open science environment from aspects of open access publishing of journals and papers, open peer review, open data, preprint platforms, and journal business models. It also discusses how new technologies promote the innovation and development of scientific publishing from aspects of digital publishing and communication, big data. blockchain technology, artificial intelligence, and interaction and integration based on various new technologies and media. In addition, this paper also briefly introduces the prediction by the International Association of Scientific, Technical and Medical Publishers for the development trend of academic publishing industry in the next 3-5 years with the themes of "trust & integrity". "entering the AI era-creative humans & smart machines". "diversity in a multi-user environment", "focus on the user-connect the dots". and "let's go upstream-seeking the source of trust and truth" from 2017 to 2021. This paper holds that compared with world-class scientific journals. China's scientific journals lag behind in the ability to attract high-level research results. prevention and treatment of academic misconduct, brand reputation, and international influence. To rank among the world's first-class scientific journals, China's scientific journals must be in line with international standards in dealing with scientific research integrity, comply with the norms of international journals on academic integrity and publishing ethics, and improve their ability to deal with academic misconduct. Journal publishers should cooperate with the management department and the academic community to form an organic whole and jointly build a healthy academic ecosystem. With the rapid development of scientific research in China and a friendly publishing environment supported by policies to promote world-class journals, China's scientific journals are facing unprecedented development opportunities. This paper puts forward suggestions and solutions for the development of China's scientific journals in the new era as follows: (1) Pay attention to the development trend of open science and integrate into the development environment of open science; (2) strengthen international cooperation and seek continuous development in the cooperation; (3) innovate the concept of scientific publishing service and expand new publishing technologies and methods; (4) perfect the standards for publishing ethics and enhance the ability to deal with academic misconduct; (5) build high-level talent teams for scientific publishing and improve the scientific literacy of science communicators; (6) seek win-win social and market benefits and explore the sustainable model for scientific journal publishing in China.

Abstract:China has become the fifth leading nation in terms of its share of the world's scientific publications. The citation rate of papers with a Chinese address for the corresponding author also exhibits exponential growth. More specifically, China has become a major player in critical technologies like nanotechnology. Although it is difficult to delineate nanoscience and nanotechnology, we show that China has recently achieved a position second only to that of the USA. Funding for R&D has been growing exponentially, but since 1997 even more in terms of business expenditure than in terms of government expenditure. It seems that the Chinese government has effectively used the public-sector research potential to boost the knowledge-based economy of the country. Thus, China may be achieving the ("Lisbon") objectives of the transition to a knowledge-based economy more broadly and rapidly than its western counterparts. Because of the sustained increase in Chinese government funding and the virtually unlimited reservoir of highly-skilled human resources, one may expect a continuation of this growth pattern in the near future.

Abstract:It has been about 30 years since China adopted an open-up and reform policy for global competition and collaboration. This opening-up policy is accompanied by a spectacular growth of the country’s economy as well as visibility in the world’s scientific literature. Also China’ competitiveness in scientific research has grown, and is mirroring the development of the country’s economy. On the other hand, international collaboration of most countries dramatically increased during the last two decades and accompanied the growth of science in emerging economies. Thus the question arises of whether growth of competitiveness in research is accompanied by an intensification of collaboration in China as well. In the present study we analyse the dynamics and the national characteristics of China’s co-operation in a global context. We also study research profile and citation impact of international collaboration with respect to the corresponding domestic ‘standards’.

Abstract:Academic journals,by which academic influence of a country is indicated,provide important sources for research.The number of papers collected by the three US science citation databases(SCI,SSCI,AHCI) is an important index of a discipline's international academic influence.An analysis of academic papers indexed by the three science citation databases over the last three decades in our country reveals that great gaps exist in the number of papers indexed by each database,which embodies great imbalance in the development and international academic influence of the three subjects,of which natural science developed at a high speed,social science developed rapidly,and art and humanities developed slowly.In order to enhance the international academic influence of our country,policies should be stipulated to balance the development of different subjects.The way to classify subjects should be reformed: the philosophical social science should be divided into two subjects——social science and art humanities.Correct methods should be used in evaluating different subjects and measures should be taken to assist academic journals in entering international citation databases and thereby promote the internationalization.
A Comparative Study of Domestic and Cross‐country Impact of Chinese and U.S. Publications in Chemistry

Abstract:ABSTRACTBased on publications in Chemistry in 2015, this paper investigated the citation impact on domestic and foreign scholarly communities of Chinese and US publications, and to what extent does such impact relate to international collaboration and government funding. First‐ or corresponding authorship in international collaboration is defined as dominance and is taken into consideration. Citations to publications are designated as domestic citations (Chinese or US citations), partner citations or other citations according to overlap of countries of citing and cited publications. Significant difference exists in the two countries. Most citations of Chinese publications are from domestic and partner countries, with domestic citations being the mainstay. In contrast, US papers receive more other citations than domestic or partner citations, and citations from partner countries contribute significantly. US papers have higher global impact than those of China. High domestic citation propensity is associated with non‐international collaboration, dominance of focal country in international collaboration, and national funding support. Such phenomenon is more pronounced in Chinese papers. In other words, citation impact of Chinese publications is more limited in domestic community, whereas that of the US is more global.

Abstract:Science and technology (sci-tech) journals carry on human civilization, gather scientific discoveries, and lead scientific and technological development, directly embodying the competitiveness in terms of science and technology and cultural soft power of a nation. Developing world-class sci-tech journals requires in-depth analysis of the connotational features and laws of development of such journals, a comprehensive review of the development stage and context of sci-tech journals in China, and an accurate understanding of opportunities and challenges. Furthermore, such an endeavor requires the specification of development directions and identification of development paths. This paper emphasizes the academic value, social value, and governance capability of sci-tech journals from the perspective of ecosystem thinking. The core values of world-class sci-tech journals are publishing excellent research results with creative ideas, pushing the social progress, moulding the journal brand, and managing successfully. The science and technology revolution, industrial transformation, high-level scientific research talents, and bonuses from theses have opened important opportunities for China to build world-class sci-tech journals. Simultaneously, many challenges exist such as limited international influence, relatively low level of intensive marketization, lack of independent digital platforms, lack of high-level talents, and academic imbalance. The following targeted measures are recommended for China to develop world-class sci-tech journals: Firstly, adhere to the principle of “Five Coordinations” in implementing action plans for the excellence of China sci-tech journals, that is, coordinating (a) short-term goals and long-term planning; (b) various types of journals, such as those pertaining to fundamental and frontier sciences, engineering technology, and popular science; (c) Chinese and English journals; (d) reforms of the journals and improvement of external environments; and (e) resources such as those from the government, academic associations, colleges and universities, scientific research institutions, publishing groups, enterprises, and social forces. Secondly, focus efforts on the “Five Directions” by (a) focusing on key fields as the starting point, (b) bringing the efficacy of journal clusters in inspiring others to prominence, (c) providing full play to the promotional effect of digital platforms, (d) garnering multi-dimensional social resources, and (e) advancing evaluation-oriented reforms.Thirdly, enhance the “Five Capabilities”, namely, the capability (a) to absorb innovative resources globally, (b) to provide professional services in relation to the academic community, (c) to meet the needs of information services via digital transformation, (d) to compete in the international publishing market, and (e) to coordinate with the international publishing industry to strengthen scientific and technological governance.

Abstract:Academic journals are the gatekeepers of new scientific breakthroughs and discoveries, reflecting and validating the scientific progress of research endeavors of educational institutions and corporate investigations. As China continues development as a world leader in many arenas, it is vital that educational and research progress does not lag behind. An analysis of the stature with which Chinese academic journals are held in the global academic community is one way to validate if the development of Chinese scientific technology is matching pace with the expectations of such development. The main purpose of this study was to analyze the Chinese academic journals which were indexed in Journal Citation Reports (JCR) from 2001 to 2005. In terms of subject distribution; Total Cites, Impact Factor, Immediacy Index, Articles, this paper studied the international competitiveness of these journals. During the five-year period, Chinese academic journals developed swiftly, but problems still exist.

Abstract:Based on publications indexed in the Science Citation Index Expanded ( SCIE ) of Thomson Reuters, we explored China–Germany collaboration in physics from perspectives including publication profiles, collaboration effect, as well as active institutions and active fields. We found that German researchers are more capable of publishing higher-quality papers than Chinese counterparts. Both China and Germany get benefit from collaboration in raising publication productivity. The collaboration helps improve Chinese researchers’ citation impact and capability of publishing in higher-quality journals. Research capacities of German institutions are more evenly distributed than Chinese counterparts. Chinese institutions that are most active in collaborating with German counterparts are mainly those in leading positions in China, whereas those in disadvantageous situation are still isolated from the international community.

Abstract:China’s rise in science has aroused great interest in the research community and captured the attention of policy makers around the world. With its tremendous increase in research investment, fast growing SciTech workforce, and broadened access to international collaboration, China has become one of the most important contributors to global scientific knowledge.
