Bureaucratic Capability and Political Opportunism: An Empirical Investigation of City Officials in China

Abstract:This paper empirically investigates whether public officials’ capability can mitigate their opportunistic behavior. Taking advantage of China’s unique institutional setup and adopting the method developed by the literature on employer-employee matched data, the paper estimates leaders’ personal capabilities using a large data set of city officials for the period from 1994 to 2011. Studying officials’ responses to potential political turnovers, the paper documents the existence of a significant political business cycle in Chinese cities. However, more capable leaders are found to generate more modest political business cycles than less capable ones. This result is robust when political connections and nonrandom shuffling of leaders are taken into account. The paper makes a contribution to the study of political incentives in China, as well as to the literature on political selection.
