Abstract:The literature on authoritarianism posits that bureaucratic selection is often compromised by rulers’ concern about loyalty. This paper argues that the demand for capability can be structured by conflict dynamics, and rulers are induced to value capable bureaucrats when the ruler’s survival is at stake. The paper tests the theoretical arguments by analyzing the career mobility of provincial governors in imperial China during the Qing dynasty. The analyses document strong ethnic favoritism for Manchus, the ruling minority group, in bureaucratic sanctions and promotions. The presence of internal conflicts increased the probability that a new appointment would be drawn from the Hans, the majority group in Chinese society. Han governors were more effective in neutralizing conflicts, but they were also more inclined to seek policies in favor of local residents. The findings highlight that conflict is an important vein for understanding the competence-versus-loyalty trade-off in bureaucracies. ∗Assistant Professor, National School of Development, Peking University.
