Abstract:A tighter integration of modeling frameworks for climate and air quality is urgently needed to assess the impacts of clean air policies on future Arctic and global climate. We combined a new model emulator and comprehensive emissions scenarios for air pollutants and greenhouse gases to assess climate and human health co-benefits of emissions reductions. Fossil fuel use is projected to rapidly decline in an increasingly sustainable world, resulting in far-reaching air quality benefits. Despite human health benefits, reductions in sulfur emissions in a more sustainable world could enhance Arctic warming by 0.8 °C in 2050 relative to the 1995–2014, thereby offsetting climate benefits of greenhouse gas reductions. Targeted and technically feasible emissions reduction opportunities exist for achieving simultaneous climate and human health co-benefits. It would be particularly beneficial to unlock a newly identified mitigation potential for carbon particulate matter, yielding Arctic climate benefits equivalent to those from carbon dioxide reductions by 2050.

Abstract:Concentrations of greenhouse gases including carbon dioxide, chlorofluorocarbons, tropospheric ozone, nitrous oxide, and methane are rising rapidly. These gases have already raised the average temperature of the Earth by between 0.5 and 0.9 degrees C over the last century. This rapid warming of the planet will lead to climatic instability that could disrupt precipitation and agricultural patterns, shift the location of deserts, collapse ecological systems, increase the probability and severity of droughts, hurricanes, and floods, and raise the level of the worlds oceans. Some of these impacts are likely to fall on nations least able to respond to devastating political and economic impacts: Unfortunately, past emissions of these gases have already committed us to significant climate change and a further expected warming of around 0.5 deg. C.

Abstract:Climate records kept worldwide clearly show that ongoing changes are happening in our eco-systems. Such climate changes include temperature, precipitation, or sea level, all of which are expected to keep changing well into the future, thereby affecting human health, the environment, and the economy. The natural causes by themselves are not able to describe these changes, so to understand these, scientists are using a combination of state-of-the-science measurements and models. Human activities are a major contributor due to the release of different air contaminants through various activities. Air pollution is one case-in-point, a human-made factor that contributes to climate change by affecting the amount of incoming sunlight that is either reflected or absorbed by the atmosphere. An overview of modeling techniques used to relate air quality and climate change is presented. The discussion includes the role of air pollution levels affecting the climate. Emerging topics such as black carbon (BC), fine particulate matters (PMs), role of cook stove, and risk assessment are also covered.

Abstract:Air pollution severely affects air quality, climate, and public health in the Anthropocene, which is the present era of globally pervasive anthropogenic influence on planet Earth. Thus, we need to understand how humanity can best deal with the sources and effects of air pollutants in relation to economic development, human welfare, and environmental preservation. Recent advances in scientific research provide deep insights into the underlying physical, chemical, and biological processes that link air pollution with health effects and reveal the relative importance of different pollutants and sources, including natural and anthropogenic contributions. This knowledge enables the development of efficient strategies and policies to mitigate and counteract the adverse effects of air pollution on the Earth system, climate, and human health (“planetary health”). Building on open access to scholarly publications and data, a global commons of scholarly knowledge in the sciences and humanities will help to augment, communicate, and utilize the scientific understanding. Moreover, public peer review, interactive discussion, and documentation of the scientific discourse on the internet can serve as examples and blueprints for rational and transparent approaches to resolving complex questions and issues (“epistemic web”). With regard to the development, societal communication, and political implementation of appropriate policies for air quality management, it seems worthwhile to emphasize that climate and health effects are two facets of global environmental change that can be and need to be handled together. The Anthropocene notion may help humanity to recognize both rationally and emotionally: We are shaping our planet and environment, so let us get it right.

Abstract:Air pollution contributes to the premature deaths of millions of people each year around the world, and air quality problems are growing in many developing nations. While past policy efforts have succeeded in reducing particulate matter and trace gases in North America and Europe, adverse health effects are found at even these lower levels of air pollution. Future policy actions will benefit from improved understanding of the interactions and health effects of different chemical species and source categories. Achieving this new understanding requires air pollution scientists and engineers to work increasingly closely with health scientists. In particular, research is needed to better understand the chemical and physical properties of complex air pollutant mixtures, and to use new observations provided by satellites, advanced in situ measurement techniques, and distributed micro monitoring networks, coupled with models, to better characterize air pollution exposure for epidemiological and toxicological research, and to better quantify the effects of specific source sectors and mitigation strategies.

Abstract:Stabilizing concentrations of greenhouse gases in the Earth's atmosphere at a level that will fulfill the mandate of the UN Framework Concentration on Climate Change to avoid " dangerous anthropogenic interference with the climate system" will require drastic departures from business as usual. Here we introduce one attractive response to this challenge that may seem visionary or idealistic today but that could well become realistic once we reach a tipping point regarding climate change that opens a window of opportunity for embracing major changes. No silver bullet exists capable of solving the complex and interdependent problems of climate change, sustainability, and economic development. A consensus is emerging, however, that solving these problems will require major changes in existing governance arrangements to eliminate or at least alleviate what the 2006 Stern Review (1) calls the "greatest and widest-ranging market failure ever seen" - the failure of the market to send proper signals about the real costs of using the atmosphere as a repository for greenhouse gases. This case exhibits the defining features of market failures surrounding open-access resources (2-6). Abstract:Of the carbon dioxide that we emit, a substantial fraction remains in the atmosphere for thousands of years. Combined with the slow response of the climate system, this results in the global temperature increase resulting from CO2 being nearly proportional to the total emitted amount of CO2 since preindustrial times. This has a number of simple but far-reaching consequences that raise important questions for climate change mitigation, policy and ethics. Even if anthropogenic emissions of CO2 were stopped, most of the realized climate change would persist for centuries and thus be irreversible on human timescales, yet standard economic thinking largely discounts these long-term intergenerational effects. Countries and generations to first order contribute to both past and future climate change in proportion to their total emissions. A global temperature target implies a CO2 “budget” or “quota”, a finite amount of CO2 that society is allowed to emit to stay below the target. Distributing that budget over time and between countries is an ethical challenge that our world has so far failed to address. Despite the simple relationship between CO2 emissions and temperature, the consequences for climate policy and for sharing the responsibility of reducing global CO2 emissions can only be drawn in combination with judgments about equity, fairness, the value of future generations and our attitude towards risk.

Abstract:Ambient air pollution is a major public health concern and comprehensive new legislation is currently being considered to improve air quality in Europe. The European Respiratory Society (ERS), Health Effects Institute (HEI), and International Society for Environmental Epidemiology (ISEE) organised a joint meeting on May 24, 2023 in Brussels, Belgium, to review and critically evaluate the latest evidence on the health effects of air pollution and discuss ongoing revisions of the European Ambient Air Quality Directives (AAQDs). A multi-disciplinary expert group of air pollution and health researchers, patient and medical societies, and policy representatives participated. This report summarises key discussions at the meeting.

Abstract:Abstract. It is important to understand how future environmental policies will impact both climate change and air pollution. Although targeting near-term climate forcers (NTCFs), defined here as aerosols, tropospheric ozone, and precursor gases, should improve air quality, NTCF reductions will also impact climate. Prior assessments of the impact of NTCF mitigation on air quality and climate have been limited. This is related to the idealized nature of some prior studies, simplified treatment of aerosols and chemically reactive gases, as well as a lack of a sufficiently large number of models to quantify model diversity and robust responses. Here, we quantify the 2015–2055 climate and air quality effects of non-methane NTCFs using nine state-of-the-art chemistry–climate model simulations conducted for the Aerosol and Chemistry Model Intercomparison Project (AerChemMIP). Simulations are driven by two future scenarios featuring similar increases in greenhouse gases (GHGs) but with “weak” (SSP3-7.0) versus “strong” (SSP3-7.0-lowNTCF) levels of air quality control measures. As SSP3-7.0 lacks climate policy and has the highest levels of NTCFs, our results (e.g., surface warming) represent an upper bound. Unsurprisingly, we find significant improvements in air quality under NTCF mitigation (strong versus weak air quality controls). Surface fine particulate matter (PM2.5) and ozone (O3) decrease by -2.2±0.32 μg m−3 and -4.6±0.88 ppb, respectively (changes quoted here are for the entire 2015–2055 time period; uncertainty represents the 95 % confidence interval), over global land surfaces, with larger reductions in some regions including south and southeast Asia. Non-methane NTCF mitigation, however, leads to additional climate change due to the removal of aerosol which causes a net warming effect, including global mean surface temperature and precipitation increases of 0.25±0.12 K and 0.03±0.012 mm d−1, respectively. Similarly, increases in extreme weather indices, including the hottest and wettest days, also occur. Regionally, the largest warming and wetting occurs over Asia, including central and north Asia (0.66±0.20 K and 0.03±0.02 mm d−1), south Asia (0.47±0.16 K and 0.17±0.09 mm d−1), and east Asia (0.46±0.20 K and 0.15±0.06 mm d−1). Relatively large warming and wetting of the Arctic also occur at 0.59±0.36 K and 0.04±0.02 mm d−1, respectively. Similar surface warming occurs in model simulations with aerosol-only mitigation, implying weak cooling due to ozone reductions. Our findings suggest that future policies that aggressively target non-methane NTCF reductions will improve air quality but will lead to additional surface warming, particularly in Asia and the Arctic. Policies that address other NTCFs including methane, as well as carbon dioxide emissions, must also be adopted to meet climate mitigation goals.

Abstract:Background: Climate change is a global threat to health and wellbeing. Here we provide findings of an international research project investigating the health and wellbeing impacts of policies to reduce greenhouse gas emissions in urban environments. Methods: Five European and two Chinese city authorities and partner academic organisations formed the project consortium. The methodology involved modelling the impact of adopted urban climate-change mitigation transport, buildings and energy policy scenarios, usually for the year 2020 and comparing them with business as usual (BAU) scenarios (where policies had not been adopted). Carbon dioxide emissions, health impacting exposures (air pollution, noise and physical activity), health (cardiovascular, respiratory, cancer and leukaemia) and wellbeing (including noise related wellbeing, overall wellbeing, economic wellbeing and inequalities) were modelled. The scenarios were developed from corresponding known levels in 2010 and pre-existing exposure response functions. Additionally there were literature reviews, three longitudinal observational studies and two cross sectional surveys. Results: There are four key findings. Firstly introduction of electric cars may confer some small health benefits but it would be unwise for a city to invest in electric vehicles unless their power generation fuel mix generates fewer emissions than petrol and diesel. Second, adopting policies to reduce private car use may have benefits for carbon dioxide reduction and positive health impacts through reduced noise and increased physical activity. Third, the benefits of carbon dioxide reduction from increasing housing efficiency are likely to be minor and co-benefits for health and wellbeing are dependent on good air exchange. Fourthly, although heating dwellings by in-home biomass burning may reduce carbon dioxide emissions, consequences for health and wellbeing were negative with the technology in use in the cities studied. Conclusions: The climate-change reduction policies reduced CO2 emissions (the most common greenhouse gas) from cities but impact on global emissions of CO2 would be more limited due to some displacement of emissions. The health and wellbeing impacts varied and were often limited reflecting existing relatively high quality of life and environmental standards in most of the participating cities; the greatest potential for future health benefit occurs in less developed or developing countries.

Abstract:Air quality transcends all scales with in the atmosphere from the local to the global with handovers and feedbacks at each scale interaction. Air quality has manifold effects on health, ecosystems, heritage and climate. In this review the state of scientific understanding in relation to global and regional air quality is outlined. The review discusses air quality, in terms of emissions, processing and transport of trace gases and aerosols. New insights into the characterization of both natural and anthropogenic emissions are reviewed looking at both natural (e.g. dust and lightning) as well as plant emissions. Trends in anthropogenic emissions both by region and globally are discussed as well as biomass burning emissions. In terms of chemical processing the major air quality elements of ozone, non-methane hydrocarbons, nitrogen oxides and aerosols are covered. A number of topics are presented as a way of integrating the process view into the atmospheric context; these include the atmospheric oxidation efficiency, halogen and HOx chemistry, nighttime chemistry, tropical chemistry, heat waves, megacities, biomass burning and the regional hot spot of the Mediterranean. New findings with respect to the transport of pollutants across the scales are discussed, in particular the move to quantify the impact of long-range transport on regional air quality. Gaps and research questions that remain intractable are identified. The review concludes with a focus of research and policy questions for the coming decade. In particular, the policy challenges for concerted air quality and climate change policy (co-benefit) are discussed.

Abstract:Elevated surface concentrations of ozone and fine particulate matter (PM2.5) can lead to poor air quality and detrimental impacts on human health. These pollutants are also termed Near‐Term Climate Forcers (NTCFs) as they can also influence the Earth's radiative balance on timescales shorter than long‐lived greenhouse gases. Here we use the Earth system model, UKESM1, to simulate the change in surface ozone and PM2.5 concentrations from different NTCF mitigation scenarios, conducted as part of the Aerosol and Chemistry Model Intercomparison Project (AerChemMIP). These are then combined with relative risk estimates and projected changes in population demographics, to estimate the mortality burden attributable to long‐term exposure to ambient air pollution. Scenarios that involve the strong mitigation of air pollutant emissions yield large future benefits to human health (25%), particularly across Asia for black carbon (7%), when compared to the future reference pathway. However, if anthropogenic emissions follow the reference pathway, then impacts to human health worsen over South Asia in the short term (11%) and across Africa (20%) in the longer term. Future climate change impacts on air pollutants can offset some of the health benefits achieved by emission mitigation measures over Europe for PM2.5 and East Asia for ozone. In addition, differences in the future chemical environment over regions are important considerations for mitigation measures to achieve the largest benefit to human health. Future policy measures to mitigate climate warming need to also consider the impact on air quality and human health across different regions to achieve the maximum co‐benefits.

Abstract:Both carbon dioxide uptake and albedo of the land surface affect global climate. However, climate change mitigation by increasing carbon uptake can cause a warming trade-off by decreasing albedo, with most research focusing on afforestation and its interaction with snow. Here, we present carbon uptake and albedo observations from 176 globally distributed flux stations. We demonstrate a gradual decline in maximum achievable annual albedo as carbon uptake increases, even within subgroups of non-forest and snow-free ecosystems. Based on a paired-site permutation approach, we quantify the likely impact of land use on carbon uptake and albedo. Shifting to the maximum attainable carbon uptake at each site would likely cause moderate net global warming for the first approximately 20 years, followed by a strong cooling effect. A balanced policy co-optimizing carbon uptake and albedo is possible that avoids warming on any timescale, but results in a weaker long-term cooling effect.

Abstract:Some efforts to create international institutions to solve large-scale environmental problems are more successful than others. Although methodological problems plague efforts to arrive at precise measurements in this realm, it is not difficult to produce rough-and-ready assessments of relative success. By 1997, twelve years after the signing of the Vienna Convention for the Protection of the Ozone Layer and less ten years after the signing of the Montreal Protocol on Substances that Deplete the Ozone Layer, worldwide production of chlorofluorocarbons (CFCs) had dropped from a high of about 1.2 million t yr-1 to less than 160 000 t; it is probable that production of these chemicals will continue to decline during the foreseeable future (see Fig. 14.1).1 During the six years following the signing of the UN Framework Convention on Climate Change (UNFCCC) in 1992, on the other hand, worldwide emissions of carbon dioxide, the principal greenhouse gas, rose between 7 and 8% (see Fig. 14.2). Nor has the signing of the 1997 Kyoto Protocol, the first measure committing participants to reducing greenhouse gas (GHG) emissions within well-defined timeframes, reversed this trend.

Abstract:In 2050 the global fraction of urban population will increase to over 69 %, which means that around 6.3 billion people are expected to live in urban areas (UN, Urban population, development and environment. http://www.un.org/esa/population/publications/2011UrbanPopDevEnv_Chart/urban_wallchart_2011-web-smaller.pdf, 9 May 2013, 2011). Cities are the predominant places for human beings to settle down, thus becoming more vulnerable to extreme weather events aggravating phenomena like heat stress and decreasing air quality aroused by inner city pollution. Affecting human health and having the tendency to occur more likely in the future (Solomon et al. Contribution of working group I to the fourth assessment report of the intergovernmental panel on climate change, 2007. Cambridge University Press, Cambridge/New York, 2007), finding mitigation strategies to counteract future air quality related problems and ways to sustain development is of great importance. In this study, the mesoscale numerical model WRF/WRF-Chem is used on regional scale to simulate the effect of urban planning scenarios on dynamical processes impressing urban climate and air quality.
