Abstract:From 2013 to 2017, with the implementation of the toughest-ever clean air policy in China, significant declines in fine particle (PM2.5) concentrations occurred nationwide. Here we estimate the drivers of the improved PM2.5 air quality and the associated health benefits in China from 2013 to 2017 based on a measure-specific integrated evaluation approach, which combines a bottom-up emission inventory, a chemical transport model, and epidemiological exposure-response functions. The estimated national population-weighted annual mean PM2.5 concentrations decreased from 61.8 (95%CI: 53.3-70.0) to 42.0 µg/m3 (95% CI: 35.7-48.6) in 5 y, with dominant contributions from anthropogenic emission abatements. Although interannual meteorological variations could significantly alter PM2.5 concentrations, the corresponding effects on the 5-y trends were relatively small. The measure-by-measure evaluation indicated that strengthening industrial emission standards (power plants and emission-intensive industrial sectors), upgrades on industrial boilers, phasing out outdated industrial capacities, and promoting clean fuels in the residential sector were major effective measures in reducing PM2.5 pollution and health burdens. These measures were estimated to contribute to 6.6- (95% CI: 5.9-7.1), 4.4- (95% CI: 3.8-4.9), 2.8- (95% CI: 2.5-3.0), and 2.2- (95% CI: 2.0-2.5) µg/m3 declines in the national PM2.5 concentration in 2017, respectively, and further reduced PM2.5-attributable excess deaths by 0.37 million (95% CI: 0.35-0.39), or 92% of the total avoided deaths. Our study confirms the effectiveness of China's recent clean air actions, and the measure-by-measure evaluation provides insights into future clean air policy making in China and in other developing and polluting countries.

Abstract:Air pollution control has become one of the top priorities of China's "Ecological Civilization" development. As a quick response to the 2013 PM2.5 episodes, the Chinese Government issued the "Air Pollution Prevention and Control Action Plan" as the national strategy and roadmap for air quality improvements consisting of phased quantitative targets and concrete measures. Taking this into account, this study explores the spatiotemporal variations of the five conventional pollutants-PM2.5, PM10, SO2, NO2, and O3-as well as the Air Quality Index and primary pollutants in 338 Chinese cities from 2013 to 2017 in order to comprehensively understand China's current air pollution situation and evaluate the effectiveness of the Action Plan. The results indicate that: (1) the overall air quality has been significantly improved, with the concentrations of PM2.5, PM10, and SO2 decreasing noticeably, although the still high PM level, the dramatically increasing O3 concentration, and the stagnant amounts of NO2 present further challenges, along with the intensification of regional compound air pollution problems; (2) in contrast to the three key regions under the Action Plan exhibiting significant decreases in PM and SO2, the Fen-Wei Plain (FWP) is suffering from serious compound pollution, suggesting that there is an urgent need for the development of a regional joint prevention and control mechanism in the FWP and similar areas; (3) with the exception of the common pollution hot spots mainly concentrated in the FWP as well as Beijing-Tianjin-Hebei (BTH) and its surrounding regions, the distribution of each pollutant exhibited remarkable spatial heterogeneity due to their distinctive emission sources, a finding that strongly indicates the need for regionally differentiated management; and (4) the most frequent primary pollutant at the national level was O3, followed by PM2.5 and PM10. In the Wuhan Metropolitan Area (WHM), Changsha-Zhuzhou-Xiangtan Metropolitan Area (CZT), and Sichuan-Chongqing Region (CY), PM2.5 pollution is playing the dominant role, while in the FWP, BTH, Yangtze River Delta region (YRD), and Pearl River Delta region (PRD), the synergistic control of PM2.5 and O3 pollutants is urgently needed as soon as possible, which will require that more attention be paid to emission mitigation in the transportation sector, as well as the synergistic control of NOx and VOC emissions.

Abstract:Emissions of residential coal burning are an important contributor to air pollution in developing countries, but few studies have yet comprehensively characterized the physicochemical properties of individual primary particles from residential coal burning. Fine primary particles emitted from eight types of coal with low, medium, and high maturity were collected in the flaming and burn-out stages in a typical residential stove. Based on morphology and composition of individual particles, they were divided into six types: organic matter (OM), OM-S, soot-OM, S-rich, metal, and mineral particles. Low-maturity coals (e.g., lignite) dominantly emitted soot-OM particles in the flaming stage, the medium-maturity coals (e.g., medium-maturity bituminous coals) emitted abundant OM particles, and high-maturity coals (e.g., anthracite) emitted abundant OM-S particles. We found that carbonaceous particles from coal burning significantly decreased with an increase of coal maturity and that soot particles were mainly formed in the flaming stage of low-maturity coals under higher burning temperatures. We concluded that coal maturity and burning temperature both determine particulate properties in coal emissions. In addition, OM and soot particles from residential coal burning displayed extremely weak hygroscopicity, while inorganic salts within individual particles determined particle hygroscopic growth. Understanding the characteristics of particulate matter emitted from residential coal burning is helpful to trace sources of ambient particles and clarify their possible aging mechanism in air influenced by coal burning emissions. Our results suggest that air quality improvements can benefit substantially from the replacement of low-and medium-maturity coals with high-maturity coals, natural gas, or electricity in rural areas. Plain Language Summary Raw coals have been widely used for heating and cooking in developing countries such as China, India, Mongolia, and Nepal. Due to inefficient burning and no air pollutant control devices, large amounts of air pollutants are emitted from residential coal burning to indoors and ambient air, which have additional deleterious effects on human health and global climate. In addition, recent studies suggest that residential coal burning is a main source of severe haze pollution in North China. We found that the primary organic particles are dominant aerosols in direct emission of most coal burning. However, many fine black carbon and sulfates that are normally considered as vehicular emission and secondary formation in wintertime hazes, respectively, are also found. Our study provides one database to understand what nature properties of primary aerosol particles emitted from various residential coal burning. We call that air quality improvements can benefit substantially from the replacements of low-and medium-maturity coals with high-maturity coals, natural gas, or electricity in rural areas.

Abstract:China's past economic growth has substantially relied on fossil fuels, causing serious air pollution issues. Decoupling economic growth and pollution has become the focus in developing ecological civilization in China. We have analyzed the three-decade progress of air pollution controls in China, highlighting a strategic transformation from emission control toward air quality management. Emission control of sulfur dioxide (SO2) resolved the deteriorating acid rain issue in China in 2007. Since 2013, control actions on multiple precursors and sectors have targeted the reduction of the concentration of fine particulate matter (PM2.5), marking a transition to an air-quality-oriented strategy. Increasing ozone (O3) pollution further requires O3 and PM2.5 integrated control strategies with an emphasis on their complex photochemical interactions. Fundamental improvement of air quality in China, as a key indicator for the success of ecological civilization construction, demands the deep de-carbonization of China's energy system as well as more synergistic pathways to address air pollution and global climate change simultaneously.

Abstract:The 18 National Congress of the Communist Party of China has initiated the promotion of ecological civilization in China. Air pollution control is among the three critical battles of ecological and environmental managements. Since the release of the Air Pollution Prevention and Control Action Plan in 2013ꎬ a series of air pollution control measures have been implemented to tackle air pollution problemsꎬ notably the fine particulate matter (PM2􀆰 5) pollution. In the past yearsꎬ remarkable progress has been made in controlling coal burning pollution and mobile source pollution. The air quality across the country has been improved substantially. Notablyꎬ the annual average PM2􀆰 5 concentrations in the Beijing ̄Tianjin ̄Hebeiꎬ Yangtze River Deltaꎬ and Pearl River Delta regions in 2017 decrease by 40%ꎬ 34% and 28%ꎬ respectivelyꎬ compared with their levels as of 2013. Howeverꎬ there are still significant challenges for air quality management in China. Many regions and cities are still struggling to control PM2􀆰 5 pollutionꎬ while ozone (O3 ) pollution is becoming increasingly important. In the long ̄term process of promoting ecological civilization and building a ‘beautiful China’ꎬ enhanced control actions should be implemented under the guidance of the Three ̄year Plan on Defending the Blue Sky. In order to upgrade air quality continuouslyꎬ attentions should be paid to several key sectors such as non ̄electricity power sectors and diesel freight trucks. Emission controls of nitrogen oxides (NOx) and volatile organic compounds (VOCs) should be enhanced. Furthermoreꎬ the promotion of energy and structural transformation committed to the national climate change mitigation target will bring in new opportunities to expedite the process of clearing up the sky.

Abstract:The rapid growth of China’s economy has led to severe air pollution characterized by acid rain, severe pollution in cities, and regional air pollution. High concentrations are found for various pollutants such as sulfur dioxides (SO 2 ), nitrogen oxides (NO x ), and fine particulates. Great efforts have thus been undertaken for the control of air pollution in the country. This paper discusses the development and application of appropriate technologies for reducing the major pollutants produced by coal and vehicles, and investigates air quality modeling as an important support for policy-making.

Abstract:Recent Global Burden of Disease studies have provided quantitative evidence of the significant risk of ambient pollution to human health globally, but particularly in Asia. In the mega cities of emerging Asian economies, the rapidly growing fleet of vehicles - not necessarily low emitters - contribute to overall air pollution. On a continental scale, power generation, with billions of tonnes of coal burned annually, household emissions, trans-boundary pollution, and resuspended desert and exposed soil dust, all are the constituents of the ambient air pollution which is particularly acute in cities. By 2050, the world population is expected to grow to 9.3 billion, with 6.3 billion living in urban areas. China is at the forefront of this trend with 89 cities in 2010 exceeding one million of habitants, out of 442 such cities worldwide. The economic burden of the impact of air pollution on human life is evident around the world by the cost of health care. In addition to human health, it has been conclusively established that the release of the products of fossil fuel combustion into the air, which has accelerated exponentially over the past decades, has significant and long term consequences on the entire Earth system. The emissions originate from industrial, transport and energy generation sources, and have been studied and quantified in terms of carbon dioxide (CO2), as well as other greenhouse gases, including methane, nitrogen oxides and ozone. Based on this, predictions have been made about the future climate, particularly in terms of temperature increase, which in turn drives the evolution of the Earth as a whole. While the pressing need for lowering the emissions and significant improvement of air quality has been identified, the complexity of the problem requires input from a diverse mix of science, technology, innovation, health disciplines and policy. Further, to accelerate progress in cleaning the air, cross-disciplinary and applied research, and most importantly, international collaboration is of crucial significance. In this context, it is our pleasure to present the STOTEN Special Issue (SI) focused on: Air Quality in China: Current and Emerging Challenges.

Abstract:Air pollution is one of the most challenging environmental issues in the world. China has achieved remarkable success in improving air quality in last decade as a result of aggressive air pollution control policies. However, the average fine particulate matter (PM 2.5 ) concentration in China is still about six times of the World Health Organization (WHO) Global Air Quality Guidelines (AQG) and causing significant human health risks. Extreme emission reductions of multiple air pollutants are required for China to achieve the AQG. Here we identify the major challenges in future air quality improvement and propose corresponding control strategies. The main challenges include the persistently high health risk attributed to PM 2.5 pollution, the excessively loose air quality standards, and coordinated control of air pollution, greenhouse gases (GHGs) emissions and emerging pollutants. To further improve air quality and protect human health, a health-oriented air pollution control strategy shall be implemented by tightening the air quality standards as well as optimizing emission reduction pathways based on the health risks of various sources. In the meantime, an "one-atmosphere" concept shall be adopted to strengthen the synergistic control of air pollutants and GHGs and the control of non-combustion sources and emerging pollutants shall be enhanced.

Abstract:This article analyzed the control progress and current status of air quality, identified the major air pollution issues and challenges in future, proposed the long-term air pollution control targets, and suggested the options for better air quality in China. With the continuing growth of economy in the next 10-15 years, China will face a more severe situation of energy consumption, electricity generation and vehicle population leading to increase in multiple pollutant emissions. Controlling regional air pollution especially fine particles and ozone, as well as lowering carbon emissions from fossil fuel consumption will be a big challenge for the country. To protect public health and the eco-system, the ambient air quality in all Chinese cities shall attain the national ambient air quality standards (NAAQS) and ambient air quality guideline values set by the World Health Organization (WHO). To achieve the air quality targets, the emissions of SO2, NOx, PM10, and volatile organic compounds (VOC) should decrease by 60%, 40%, 50%, and 40%, respectively, on the basis of that in 2005. A comprehensive control policy focusing on multiple pollutants and emission sources at both the local and regional levels was proposed to mitigate the regional air pollution issue in China. The options include development of clean energy resources, promotion of clean and efficient coal use, enhancement of vehicle pollution control, implementation of synchronous control of multiple pollutants including SO2, NOx, VOC, and PM emissions, joint prevention and control of regional air pollution, and application of climate friendly air pollution control measures.

Critical Reviews in Environmental Science and Technology

Abstract:Air pollution resulting from the combustion of fossil fuel is an environmental topic receiving global attention. In China, rapid economic development followed the economic reforms of 1978, especially during the two decades between 1978 and 1997. Meanwhile, serious air pollution problems were left outstanding. In recent decades, due to the various air pollution control measures adopted by the Chinese government, Chinese air quality has been ameliorated gradually. However, some research concerning air pollution indicates that it is still a serious problem in some regions of China. For example, the regions of north, northeast, and northwest China exhibit inhalable particles surpassing the Grade II standards of the Ambient Air Quality Standard generally, while acid rain is an environmental problem that has existed for a long time in the middle and lower reaches of the Yangtze River and parts of southwest China. Therefore, this review is organized according to the topographical characteristics of China. Typical cities are chosen to represent different regions, and the aspects of air pollution in these regions are discussed. The current state of air pollution, control measures, and effects of these control measures in these areas are introduced in this review.
Understanding Sources of Fine Particulate Matter in China

Abstract:Fine particulate matter has been a major concern in China as it is closely linked to issues such as haze, health and climate impacts. Since China released its new national air quality standard for fine particulate matter (PM 2.5 ) in 2012, great efforts have been put into reducing its concentration and meeting the standard. Significant improvement has been seen in recent years, especially in Beijing, the capital city of China. This paper reviews how China understands its sources of fine particulate matter, the major contributor to haze, and the most recent findings by researchers. It covers the characteristics of PM 2.5 in China, the major methods to understand its sources such as emission inventory and measurement networks, the major research programmes in air quality research, and the major measures that lead to successful control of fine particulate matter pollution. A great example of linking scientific findings to policy is the control of coal combustion from the residential sector in northern China. This review not only provides an overview of the fine particulate matter pollution problem in China, but also its experience of air quality management, which may benefit other countries facing similar issues. This article is part of a discussion meeting issue ‘Air quality, past present and future’.
Examining Air Pollution in China Using Production- and Consumption-Based Emissions Accounting Approaches

Abstract:Two important reasons for China's air pollution are the high emission factors (emission per unit of product) of pollution sources and the high emission intensity (emissions per unit of GDP) of the industrial structure. Therefore, a wide variety of policy measures, including both emission abatement technologies and economic adjustment, must be implemented. To support such measures, this study used the production- and consumption-based emissions accounting approaches to simulate the SO2, NOx, PM2.5, and VOC emissions flows among producers and consumers. This study analyzed the emissions and GDP performance of 36 production sectors. The results showed that the equipment, machinery, and devices manufacturing and construction sectors contributed more than 50% of air pollutant emissions, and most of their products were used for capital formation and export. The service sector had the lowest emission intensities, and its output was mainly consumed by households and the government. In China, the emission intensities of production activities triggered by capital formation and export were approximately twice that of the service sector triggered by final consumption expenditure. This study suggests that China should control air pollution using the following strategies: applying end-of-pipe abatement technologies and using cleaner fuels to further decrease the emission factors associated with rural cooking, electricity generation, and the transportation sector; continuing to limit highly emission-intensive but low value-added exports; developing a plan to reduce construction activities; and increasing the proportion of service GDP in the national economy.

Abstract:To the Editor -Industrialization and rapid urbanization have led to high levels of air pollution in many of China's cities.This can significantly affect both physical and psychological health.Although emissions from industry, vehicles, cooking and heating are the main contributors to metropolitan pollution, the situation is compounded by poor city design 1 .Densely distributed, tall buildings can block and weaken winds and thus reduce the dispersion of pollutants.We argue for urban planning with careful consideration of building layout to improve pollutant dispersal 1,2 .Fine particles in the atmosphere, particularly those smaller than 2.5 micrometres in diameter (PM 2.5 ), can have potentially significant impacts on climate change at regional levels 3 .The importance of these fine particles (of which black and organic carbon are essential subcomponents) in generating ambient air pollution has led to the inclusion of PM 2.5 targets in China's National Ambient Air Quality Standard: maximum average concentrations of 35 μg m 3 annually and 75 μg m 3 daily are to be enforced from 2016 4 .However, current PM 2.5 concentrations are well above these limits in many Chinese cities 5 .To meet the 2016 targets, all avenues for pollution reduction must be explored.At the regional scale, industrial sources are the most significant contributor of PM 2.5 .Restriction of industrial aerosol emissions should help lower PM 2.5 concentrations in cities.However, traffic and fuel burning for heating homes and cooking as part of people's daily routines are increasing.Such sources of fine particles are harder to monitor and restrict (Supplementary Information S1).Xi'an, the capital city of Shaanxi Province in western China, for example, has undergone massive urban development in the past 20 years.The population density in central Xi'an in 2010 was more than 11,270 people
Optimization of a NOx and VOC Cooperative Control Strategy Based on Clean Air Benefits

Abstract:Serious ambient PM2.5 and O-3 pollution is one of the most important environmental challenges of China, necessitating an urgent cost-effective cocontrol strategy. Herein, we introduced a novel integrated assessment system to optimize a NOx and volatile organic compound (VOC) control strategy for the synergistic reduction of ambient PM2.5 and O-3 pollution. Focusing on the Beijing-Tianjin-Hebei cities and their surrounding regions, which are experiencing the most serious PM2.5 and O-3 pollution in China, we found that NOx emission reduction (64-81%) is essential to attain the air quality standard no matter how much VOC emission is reduced. However, the synergistic VOC control is strongly recommended considering its substantially human health and crop production benefits, which are estimated up to 163 (PM2.5-related) and 101 (O-3-related) billion CHY during the reduction of considerable emissions. Notably, such benefits will be greatly reduced if the synergistic VOC reduction is delayed. This study also highlights the necessity of simultaneous VOC and NOx emission control in winter while enhancing the NOx control in the summer, which is contrary to the current control strategy adopted in China. These findings point out the right pathways for future policy making on comitigating PM2.5 and O-3 pollution in China and other countries.

Abstract:Coal combustion will continue to be a major component of energy production in the foreseeable future, owing to its abundance in China. A primary challenge will be to seek ways to utilize the coal resources in an environmentally acceptable manner. This paper presents the coal combustion scenario and its related air pollution in China. Some commonly used technologies for removing the pollutants from coal combustion had been introduced after comparison of its utilization efficiency, engineering investment-, and operation expense. In order to cost-effectively reduce the pollutant emission, it is necessary to enhance the coal utilization efficiency by implementing large-scale advanced technologies and increasing the coal-washing rate. There is dire need for indigenously developed techniques for the pollution control to reduce the engineering cost. The development of low-cost, low water-consuming flue gas desulfurization technologies, low-cost technologies for reducing NOx emission, and low-cost advanced technologies for inhalable particle emission control, must be predominantly paid attention.

Abstract:The effectiveness of national policies for air pollution control has been demonstrated, but the relative effectiveness of short-term emission reduction measures in comparison with national policies has not. Here we show that short-term abatement measures during important international events substantially reduced PM2.5 concentrations, but air quality rebounded to pre-event levels after the measures ceased. Long-term adherence to strict emission reduction policies led to successful decreases of 54% in PM2.5 concentrations in Beijing, and 23% in atmospheric nitrogen deposition in China from 2012 to 2020. Incentivized by "blue skies" type campaigns, economic development and reactive nitrogen pollution are quickly decoupled, showing that a combination of inspiring but aggressive short-term measures and effective but durable long-term policies delivers sustainable air quality improvement. However, increased ammonia concentrations, transboundary pollutant flows, and the complexity to achieving reduction targets under climate change scenarios, underscore the need for the synergistic control of multiple pollutants and inter-regional action. In response to the rebound of air pollution during large events in China, the authors propose that a combination of ambitious short-term measures and enduring long-term pollution control policies is a sustainable solution for improving air quality.

Abstract:Abstract Emissions caused by the use of coal and by traffic have caused serious photochemical smog and aerosol pollution with unique characteristics in most Chinese cities. This report gives an overview of aerosol concentrations in China based on data obtained from both the literature and recent research by the authors. The results show that TSP (total suspended particulate) and PM-10 (particles with aerodynamic diameter 10 µm) concentrations frequently exceed the National Ambient Air Quality Standard and that ambient aerosol concentrations constitute a serious air pollution problem. PM-2.5 concentrations are also high and account for 60 % of the PM-10 mass. Organic carbon and sulfate are the most abundant components of PM-2.5, while crustal elements represent a minor portion.Nitrate concentrations are almost the same as sulfate in summertime, which implies that NOx control is very important in lowering fine particle concentrations and in improving air visibility. The chemical mass balance (CMB) method was applied in Beijing to identify the sources of PM-2.5. The main sources include fugitive dust, coal burning/industrial processes, traffic emissions, and secondary aerosol produced by atmospheric chemical conversion.
