Abstract:In this paper I will examine the effects of the implementation of the Gestion des Terroirs approach in several villages in the cotton-growing region of southwestern Burkina Faso, an area of both extensive immigration and fast-paced socioeconomic change. Efforts to restructure land-tenure relations have failed, despite the rhetoric of participatory development, because projects misunderstand the nature of changing land rights, agricultural practices, and village social relations. Failures of efforts to zone land have been exacerbated because land has become a major site of conflict. Population growth and agricultural growth have led to land shortages, intensified competition, and overt conflict. Efforts to restructure landholding by using participatory development methods have had unintended consequences as individuals and groups manipulate meanings and representations about rights to land and land-management strategies in order to lay claim to land. On the one hand some local farmers are attempting to expel migrant farmers from land by invoking notions of who is and who is not using environmentally sound management practices. Migrant farmers, on the other hand, are fearful of leaving land fallow because they fear that the project or their local hosts will take it away from them. Both of these outcomes have increased tension among ethnic and generational groups and fostered mistrust of the motivations of environmental projects. Instead of homogeneous cooperative entities, villages are often based on conflict and competition. Projects, therefore, should focus on conflict resolution and reconciliation when attempting to restructure how natural resources are allocated.
Agronomic or contentious land change? A longitudinal analysis from the Eastern Brazilian Amazon

Abstract:Since 1984, nearly 1,000 people have been killed in the Brazilian Amazon due to land conflicts stemming from unequal distribution of land, land tenure insecurity, and lawlessness. During this same period, the region experienced almost complete deforestation (< 8% forest cover by 2010). Land conflict exacts a human toll, but it also affects agents' decisions about land use, the subject of this article. Using a property-level panel dataset covering the period of redemocratization in Brazil (1984) until the privatization of long-term leases in the Eastern Amazon (2010), we show that deforestation is affected by land conflict, particularly in cases of expropriation of property for agrarian reform settlement formation and when that conflict involves fatalities. Deforestation on agrarian reform settlements is much greater when soils are poor for agriculture and when the land has been the object of past conflict. Deforestation and conflict are episodic, and both agronomic drivers and contentious drivers of land change are active in the region. Ultimately, the outcome of these processes of contentious and agronomic land change is substantial deforestation, regardless of who was in possession and control of the land.

Abstract:Agroecological transitions aim to redesign the structure of contemporary global food systems to improve food security, ecosystem health, community development, worker livelihoods, and social and ecological justice. A fundamental principle of agroecology is the responsible governance of land. Yet land—as a concept, resource, and territory—is heavily contested through processes of colonization, enclosure, commodification, and financialization. The governance of land and natural resources is also intimately tied to questions of power and privilege—Who governs land? Who benefits, and who is excluded? These questions presuppose an ontological understanding of land that can also be contested: What is land, what purpose(s) does it serve, and for whom? In this article, we review key concepts at the intersection of land governance and agroecology. We take a case study approach to highlight how tensions around ontologies of land mediate agroecological futures in 2 settler-colonial contexts: Brazil and Canada. We then explore how land governance for agroecology might be experienced and understood across different land governance institutions—including relational and community commons, private property regimes, and new forms of hybrid land relations that challenge land privatization. We discuss how these land regimes influence people, landscapes, and agroecological outcomes and conclude with a consideration of the access, equity, and justice implications of different land governance approaches for sustainable food systems.

Economic Globalization and Social Movements in Latin America

Abstract:Economic globalization in Latin America over the past four decades has resulted in some of the largest mass mobilizations in the region and has influenced electoral outcomes. This chapter traces the evolution of economic liberalization over time from the early years of the debt crisis to the institutionalization of neoliberalism as the dominant development strategy. Different forms of collective resistance to market-driven globalization are examined at the local, national, and transnational levels of social and political life. The authors also explore the current stage of globalization, characterized by intensifying environmental threats of resource extraction and climate change that are generating new rounds of popular mobilization. This overview concludes with a theoretical discussion of the key conditions driving the emergence of defensive mobilization in response to neoliberalism, including resource infrastructures, oppositional political parties, strategic experience, and the construction of meaning, grievances, and economic threats.

Abstract:This article surveys the scholarship on the countermovement against the diffusion of capitalism and market economy in the Global South. We identify two streams of analysis in the literature. On the one hand, scholars observe contentious politics instances where the spread of capitalist production relations enables the associational capacity and bargaining power of social classes. On the other hand, there are voluminous studies on contentious politics in the Global South where groups such as peasants, shopkeepers, and urban poor resist the intensification of the market economy. We use Beverly Silver's distinction between Marx-type and Polanyi-type protests, which focuses on how globalization makes and unmakes social groups, to unpack the heterogeneity of the impacts and experiences of globalization. We argue that although Silver's distinction is of great analytical value, there are strong warrants for separating the effects of the market economy from capitalism in studying contentious politics against globalization. Such an analytical strategy (i) expands the scope of the distinction between Marxian and Polanyian contention to social groups other than the working class and (ii) emphasizes that the roots of these struggles lie in the interconnected diffusion of capitalism and market economy.

Abstract:The ownership and control of private land is a core social value in the United States. Public planning can be seen as conflicting with this value. The long-standing tension between private property rights and public planning was heightened in the 1990s with the emergence of the so-called private property rights movement. This movement seeks to limit governmental authority over privately owned land through a multi-level strategy of legal, policy, political, and public relations actions. This paper explores the historical basis for this conflict, the legal framework within which it functions, and contemporary policy battles. The paper concludes that there may be no final outcome to this debate. Property rights activists are impassioned and believe their view of history and law is correct. I argue that it may be best to see debate about land use and property rights as one of the central vehicles for a continual reframing of core values in the American experience.

The Climate change, high levels of air pollution, the threat of resource depletion, etc. - these are the problems that led the world to reconsider its classic development plan and focus on tomorrow, the health and well-being of future generations. The Sustainable development is a system of community development that ensures human well-being, quality of life and the right of future generations to enjoy the most protected natural resources and environment from reversible quantitative and qualitative changes in the interests of community economic development and environmental protection. It is a form of economic growth that ensures the well-being of society and is based on the principle that the needs of the present must be met in a way that does not endanger future generations. Moreover, it implies creating conditions for the long-term economic development with maximum consideration of environmental issues. Abstract:Journal of Politics in Latin America, Ahead of Print. This paper explores the violence stemming from food riots in Latin American countries that have been triggered by recurring food crises in the twenty-first century, particularly impacting impoverished rural populations. The marginalized sectors of emerging countries, whose demands for basic rights such as the right to food go unaddressed by the State, may resort to protests that can escalate into confrontations. The recurrent food crises exacerbate the struggle to meet the basic needs of those who are unable to subsist regularly. This research focuses on a region that has received less scholarly attention compared to Africa and Asia, and examines indicators such as land grabbing, climate change, demographic pressures, political polarization, as independent variables to elucidate the association with food riot occurrences. The collected data and statistical analysis confirm the hypotheses, although further studies are required to enhance the performance of certain indicators.

New landscapes of conflict: land-use competition at the urban–rural fringe

Abstract:Land-use conflict research generally focuses on conflicts where pre-existing opponents respond to the introduction of a new unwanted land-use. We select a 2008 land-use conflict to explore an understudied scenario: urban–rural fringe (URF) expansion can introduce new opposing stakeholders into areas with pre-existing unwanted land-uses. We use spatial analysis methods to measure the rate and direction of URF expansion in relation to a vacated cement facility that had been approved for revitalisation in 2008, motivating a land-use conflict between competing stakeholders. Findings indicate that the cement facility and surrounding land-uses had been continuously used for similar noxious activities since 1964, but URF expansion changed the area’s surrounding landscape from rural-majority to urban-majority prior to the 2008 land-use conflict. The association between URF expansion and space-related drivers of land-use conflict is a necessary consideration when studying increasingly urbanised landscapes.

Abstract:A convergence of factors creates a worrisome contemporary pattern of resource dispossession of local populations in developing countries. Growing market demand for commodities, states' interest in expanding their fiscally fertile territories, and environmental conservation pressures have promoted resource frontiers, where locals all too frequently lose access to land, water and livelihoods. To add momentum and legitimize outsiders' agendas, such locations are sometimes framed as "last frontiers" – the final places of possibility. While various forms of resource "grabbing" have gained increased attention, we argue that a crucial dimension of frontier dynamics – neglect and its role in facilitating dispossession – warrants further study as it tends to be overlooked. Drawing on the frontiers and political ecology literature, this article analyzes how neglect by state authorities, markets, and environmental organizations paves the way for dispossession in those landscapes. We compare two cases: the Matopiba soy frontier in the savannas of Brazil's Cerrado and the Chin Hills of western Myanmar. Our results show how neglect is critical to imaginatively frame regions as "empty" places of possibility, excluding local actors economically from development and politically from governance initiatives. We argue that neglect not only precedes but is an enduring feature of resource frontiers, and identify four consecutive phases: (I) pre-frontier abandonment, (II) selective support to outsiders, (III) overlooked harms to communities, and (IV) socially exclusive sustainability agendas. As environmental concerns gain increasing global salience, Phase I sometimes leaps to Phase IV as international actors pounce to control what they regard as "last frontiers" for conservation. We conclude that external actors' inaction enables local communities' dispossession as much as their actions. This raises critical policy and scholarly questions about actors' responsibility and accountability, not only for harms done but also for systematically failing to heed local actors' aspirations and needs.

Abstract:A central challenge for sustainability is how to preserve forest ecosystems and the services that they provide us while enhancing food production. This challenge for developing countries confronts the force of economic globalization, which seeks cropland that is shrinking in availability and triggers deforestation. Four mechanisms—the displacement, rebound, cascade, and remittance effects—that are amplified by economic globalization accelerate land conversion. A few developing countries have managed a land use transition over the recent decades that simultaneously increased their forest cover and agricultural production. These countries have relied on various mixes of agricultural intensification, land use zoning, forest protection, increased reliance on imported food and wood products, the creation of off-farm jobs, foreign capital investments, and remittances. Sound policies and innovations can therefore reconcile forest preservation with food production. Globalization can be harnessed to increase land use efficiency rather than leading to uncontrolled land use expansion. To do so, land systems should be understood and modeled as open systems with large flows of goods, people, and capital that connect local land use with global-scale factors.

Abstract:Land cover transformations in the tropics are not limited to deforestation; they include other complex transitions such as agricultural and urban expansion, pasture development, and secondary vegetation regrowth. Understanding the causes and extent of these highly variable and complex transitions requires close collaboration between biological, physical, and social scientists. Here we address three critical issues in the study of land transitions: (1) What methodological and socioecological criteria should be used for characterizing land cover categories and transformations? Results from case studies presented here call for the creation of continuous land cover classes that allow for detection of disturbance and human use dynamics and consideration of socioeconomic and biophysical criteria in characterizing and monitoring land transitions. (2) What are the most promising theoretical frameworks? Successful theoretical frameworks must bridge disciplinary boundaries, and encompass multiple spatial, temporal, and political scales. (3) Are regime shifts, constraints, and resilience of land transformations in the tropics predictable? Resilience of land use systems requires a feedback loop between ecological constraints and management decisions. This loop may be broken by policies, migration, and flow of capital from global commodity markets. In addition, land transformations may lead to novel interactions between land‐use and natural disturbance leading to unpredictable regime shifts in ecosystems. Planning for sustainable patterns of land use requires some understanding of these regime transformations.

Abstract:The great concern with the economic and social development in Latin America has made the issue of land reform a very fashionable subject of discussion. The importance of land reform has been officially acknowledged in South America as well as in North America by the signing of the Charter of Punta del Este, which established as one of the objectives of the Alliance for Progress the ; change in land tenure patterns wherever necessary in Latin America. The widespread acknowledgment of the importance of land reform has not led, though, to general agreement on the consequences of land reform for the process of economic development in Latin America. It would thus seem appropriate to re-examine the effects of large landholdings on economic development.

Abstract:This article analyzes the global impacts of extractivism on human–nature bonds. To do so, we rely on socio-ecological conflict data from the Global Atlas of Environmental Justice. Over 1800 cases involving resistance to the destruction of nature, cultures, cosmologies, worldviews, ancestral origins, and sacred places are analyzed using log-linear regression compared to 1600 cases that do not report such loss. The impact is especially visible when mineral ores, plantation products, and crude oil are extracted. The results indicate that affected groups are Indigenous peoples, farmers, peasants, pastoralists, and religious groups. In conflict outcomes, 79% of cases with refusal of compensation indicate impacts on human–nature bonds. Furthermore, in those cases where assassinations of activists occurred, 68% have observed impacts on human–nature bonds. Protecting human–nature bonds is a critical component for achieving social, economic, and environmental sustainability and justice against extractivism embedded in colonial relations playing against such bonds and environmental protectors.

Abstract:The logic of the market economy increasingly informs the design and the outcomes of conservation in the developing world. This paper uses case studies from Thailand and the Philippines to investigate this changing conservation landscape and argues first that such conservation governance does not abandon but rather rearticulates forms of coercive conservation and second that the particular manifestations of neoliberal conservation are shaped by the national policies, local histories, and livelihoods of recipient communities. The conclusion asserts that market-based conservation governance may constrain as well as support farmer freedom to pursue particular livelihoods, resulting in contradictory outcomes for neoliberal conservation governance.
