Abstract:No policies can exist in isolation and play an important role independently. In fact, it is the policy system which is consisted of many interacted and related policies that regulates the behavior of the actors, and evolves gradually along with environments; the coordination of policy plays a crucial role. This paper creates a method of quantitative analysis of policy coordination, and builds an econometric model, which analyzes the effect of the technology policy coordination on the technology and economic performance in China. It finds out that Chinese technology policy coordination shows a significant characteristic of phases, the level of policy coordination is promoted rapidly, the critical reason is that during the process of economic and political reform, the institutional path-dependence and the competition of benefits among departments has aggravated an unbalanced distribution of words right on the technology policies'. The impact of coordination among departments on economic growth and technology progress has significant differences; the coordination among policy goals can have a positive impact on technology or economic performance, but unfortunately, as the most important parts in promoting technological capability, the coordination of absorption with other policy goals does not get enough attention. The coordination of policy means shows good performance. It is necessary to strengthen the coordination among departments and policy goals, especially the coordination of innovation, absorption with other goals.
