Abstract:Taking innovation policy as an example, this paper explores how to measure policy. On the basis of the qualified policy, we have measured the coordination of policy, and used the classical C-D function to find the relationship between the coordination of policy and technological performance. The main contribution of this paper is to give out the manual for measuring policy and to draw some new findings by econometrical model: Firstly, the power of policy has positive effect on performance, while the effect of the coordination among departments on technological performance varies significantly. Secondly, the coordination between the introduction of foreign capital and innovation has significant and positive effect on the grant of patent, while it has no significant effect on the important invent and creation, but has negative effect on the ratio of new product output. At last, the coordination between administration and personnel measure has significant negative effect on the grant of patent, while has significant positive effect on important invent and creation and the ratio of new product output.
