Abstract:Promotion of the reform of construction land index is the fundamental requirement for the perfection of land planning and operational mechanism of the plans.By using the research pattern of institutional economics,this paper discusses the reasons for market-based circulation of construction land and practice in some provinces,along with an analysis of its effect,concluding that market-based circulation is the general orientation of institutional reform of construction land index.The paper also gives several practical proposals.

Abstract:By reviewing the history after establish the country, the paper considers that there are inherent inevitabilities in the process of market mechanism and government mechanism substituting each other in land resources allocation in China's city. And the basic cause, of which the low efficiency in land resources allocation and the excessive expanding of city land scale can't be, eliminated is that both of market mechanism and government mechanism is not perfect. Therefore, the of mechanisms should be the selection in which we(d decide the degree of the importance of the two choices. The paper considers that market mechanism is primary in city land resources allocation because of the characteristic of city land. Government mechanism should be used fully in the situation of market failure.

Land Policy and Chinese Economic Fluctuation:A Perspective from Land Supply

Abstract:The purpose of this study is to investigate the relationship between the Chinese land policy and economic fluctuation. There are two kinds of land policy of local government, i.e. land sales(in area) and land collateral mortgages. Methods employed are DSGE model and quantitative analysis. The results indicate that 1)the land sales(in area) are counter-cyclical, while the land collateral mortgages are pro-cyclical; 2)on the one hand, local government have ability to ensure the land sales income to offset land collateral mortgages fluctuation; on the other hand, it can relief the negative effect of cyclical fluctuation by land sales(in area); 3)Chinese economy can be recovered at least one year or at most two years if land policy is implemented. However, it can’t recover until five years without land policy. It is concluded that China is able to withstand financial crisis more efficiently by using land policy. Therefore, Land policy is a typical macro-control method for Chinese government.

A Critical Review On Land-Use Annual Planning Policy In China Based On Behavior Psychology

Abstract:With the development of socio-economy and growth of population, the contradiction between people and land becomes more and more prominent. In order to ease the tense man-land relationship and achieve the permanently sustainable use of land resources, the governments put forward the policy of general land-use planning. General land-use planning is a long-term strategic plan, through implementing the land-use annual planning to achieve an intended planning objective. However, in practice, it didn't achieve the objective as expected. This paper analyzes the reasons of policy failure, based on the perspective of behavior psychology. And the result shows that: in the process of quota allocation, GDP takes high weight, this results in the "Matthew Effect" in regional development; according to the quota management rules, that unused annual quota would be invalid after the time of expiration, this became a drive for the local governments to apply for new projects near the deadline all together, as a result, many projects were launched in hurry and even some of them were fake projects; in the process of the assessment of land supply rate, the high standard led to the land supply inefficient in common. It was discovered that under the current institution of land-use annual planning, it is rational and effective for the local governments to react in such a way described above. Finally, the paper will propose some suggestions to improve the management of land-use annual planning, including: abolish the land-use annual planning, and instead, establish project repositories by the Department of Land Resources at provincial level, and the locals' priorities for quotas are determined by projects' emergency and importance; as the land-use annual planning quotas is strictly reserved, quotas allocation can be issued for 5 years as a cycle which is equal to government official's tenure, in this system, quotas would be allowed to be carried back or used in advance during the cycle, and the quotas used in advance should be in a certain ratio range and quotas land within the urban growth boundary. Meanwhile, allow quota transaction market to take comparative advantage of different regions. Moreover, in cultivated land protection, the government should intensify the assessment on the quality of replenished cultivated land, and guide the local government to occupy cultivated land in low quality, instead of high quality.

Abstract:It's one of the hottest issues and the most controversial things in China about land policy in recent years. There are numerous studies analyzing land policy in China, while the practical effects of it were always dissatisfactory when facing more and more complex developmental environments and multiple conflicts of interests related to land. The paper firstly discusses the dilemmas and obstacles of land policy in China, and then explores breakthrough path to land policy dilemmas in China. It points out that evaluation and experimental supports have long been ignored on the process of land policy formulation so that the experimental method may be one of the realistic choices that can break through the dilemma of land policy in China. The paper also tries to discuss the connotation, basic characters and types of land policy experiment.

Abstract:Nowadays the relationship between planning land use and actual land use is not so clear in general. A lot of efforts have been put in the failures of regulation for the expansion of construction land. However, it still lacks an integrated approach to study the effectiveness of land use regulation in terms of different land use types. Furthermore, the existing evaluation of land use plan mainly focuses on a general level, a detailed research on the regulation effectiveness of each construction land use type is absent. Therefore, this research tries to evaluate regulation effectiveness of land use plan, which takes Cangwu country, Guangxi Province as an example. The finding by analysis is that the total area of construction land expansion was about 3494.73 ha, nearly 1.1 times of the plan quota. Moreover, the effectiveness differs greatly in various construction land use types. Town, industrial/mining sites can be well regulated through the quota of land use plan. While, the quota regulation system is not as effective for other type of construction land. Thus, we suggest to improve the regulation effectiveness of construction land through different plan instruments.

Abstract:The urban land tenure in China is known as ‘land use rights’. Thefirst auction sale of land use rights for private development in Shenzhen in 1987 led to the revival of the property market in China. The problem with assessing land value in China is the lack of market data. In the absence of market data, it is dificult to determine the prices of land use rights using conventional valuation methods. A lot of land use rights were granted to developers at a price determined arbitrarily by the relevant officials. A benchmark pricing system was subsequently implemented to control the problems and guarantee a reasonable return the government. This pricing system has been implemented in major cities. However, in less developed cities, the pricing system has not been established because of the lack of expertise and resources. This paper suggests an alternative method based on the urban land location theory to assess commercial land value in less developed cities. It is found that this method can give an accurate result comparable to that obtained by the capitalisation method.

Abstract:Although urban land leasing is supposedly a local government matter, local leaderships' proactive pursual of economic growth for their career advancements can sometimes be at odds with national policies. Yet, how land conveyance decisions are made in midst of the implementation of national policies and land financing has been a rather overlooked aspect in the studies of China's land market. Hence, this paper explores this issue through a study of land conveyance decisions in Beijing and Shanghai's residential and commercial land markets from 2007 to 2018, and their subsequent land price effects. Deploying endogenous treatment effect models, it is revealed that land conveyance decisions in Beijing were highly subject to national policies and the status of its City Party Secretary, but not in Shanghai. Also, the use of Guapai resulted in higher residential and commercial land prices in Shanghai, but lower prices for Beijing's commercial land parcels. The findings indicate that Beijing, due to its closer proximity to the Central Government, appears to have stringently followed the national policy directions, whereas land officials in Shanghai seem to have had a higher degree of autonomy in their decisions. Additionally, the contrasting price effect of Guapai on land prices for residential and commercial land parcels enabled Beijing's government to compensate for the latent losses in land revenue when leasing residential land parcels, due to Nation #10, by leasing commercial parcels at higher prices via tender.
On Optimization of Industrial Land Transfer Procedure: A Case Study of the Standard Land in Deqing of China

Abstract:At present, the long time for approval of the transfer of industrial land, low allocation efficiency and serious waste of land resources are still very serious, restricting the high-quality development of my country’s economy. This paper adopts a single-case research method, based on the analysis of the specific practices of the optimization and innovative application of industrial land procedures in the Deqing “standard land” reform, summarizes the optimization procedures for industrial land transfer, and finally draws the following conclusions: (1) Improving the market-based allocation of factors is an inevitable trend and effective choice for improving the efficiency of resource allocation; (2) Improving the construction of the system is an effective legal guarantee for the transfer of industrial land; (3) The coordinated work mechanism of various government departments and the formulation of standards and indicators before transfer are Land transfer provides standardized guidance; (4) Optimizing the approval process and shortening the approval time will increase corporate satisfaction and create a good business environment for the company; (5) The whole process supervision and joint reward and punishment mechanism ensure the effective implementation of relevant regulations, which is a reform Provide guarantee for the continuity of the process. It is hoped that the research in this article can provide some useful enlightenment for solving the dilemma of industrial land transfer.

Abstract:The Chinese State Council has issued a series of policy documents to cool the real estate market,but the effect was quite limited.The latest measures include using administration order to restrict home purchase.The primary reason for the failure of controlling the real estate market is the government' s dependence on land for public finance.Real estate industries consume large quantities of land,steel,aluminum,cement,ceramic products and many other resources. When housing has become speculative or luxurious goods rather than necessities, real estate is nothing but "three high industries"(high energy consumption, high waste discharge and high pollution).The key to achieve sustainable development goals is to reduce the local governments' dependence on land for finance. Switching to property tax is an important step.However,current pilot programs have many pitfalls and are blunt tools to correct existing problems.

Abstract:In China's land market, the government plays multiple roles in land transaction as the land owner, the regulator and a purchaser. Conflicts of interests among different roles lead to the failure of government intervention in the land market and many serious problems, such as substantial reduction in cultivated land, extensive use of construction land, and disorder of land market. It is crucial to identify the appropriate functions of the government in order to enhance its regulatory role in the land market and to keep prosperity of the land market. This paper discussed the governmental behaviors in land market, and analyzed the main causes of abnormal behaviors of the government. Based on these analyses, this study specified the appropriate functions of the central government and the, local government respectively, and proposed some approaches to promote the transformation of the government functions.
