An Evaluation on Industrial Land Prices Based on Land Marketization:A Case Study of Jiangsu Province

Abstract:Land is not only an important resource but a vital asset.It has been taken as an important means of macroeconomic control in China.According to the demands for land management policies,rights of industrial land must be remised through public bidding,auctions,or open selling which are major ways to achieve allocation of land resources through the market.Nevertheless,in practice there are still some districts where the local government attaches the prices of the industrial land at the lowest protective price in order to create a tolerant investment environment and make an attempt to attract more investments.The phenomenon that many plots of industrial lands with varying characteristics are sold at the same price is common.As a result,the industrial land market is prone to be physical market and the transaction prices would probably be not helpful for market economy development.In the present work,we investigated the phenomenon in Jiangsu Province.The land marketization lever was conceptually classified from the perspective of market mechanisms and then a multivariate regression model was established.In this model,the average prices in the open remise market were set as a dependent variable;the independent variables were determined by principal component analysis.Through comparing and analyzing the results,the lowest protective prices,as well as the average trade prices,the following conclusions could be drawn:1) three types of prices exhibit the similar overall pattern.From the south to the north,the prices show a "high-low-high" trend.There is a first peak around Taihu Lake,a second peak around Pizhou City,and a basin around Suqian City;2) the average trade prices are closely related to the lowest protective prices,but less related to the estimated results,i.e.,the prices of industrial land are controlled primarily by the policies and deviate from reality of land use;3) the ratio of the average trade prices to the estimated prices at the first level,the second level,and the third level are calculated to be 107%,108% to 85%,i.e.,the industrial land at the third level is underpriced by about 15% due to the non-efficient market,and 4) the ratio of the lowest protective prices to the estimated prices at the first level,the second level,and the third level are 97%,95%,and 85%,respectively.The prices of the third level should at least be raised by 10% according to the second level.
