A Study on the Government Purchase of the Basic Public Service of Health and Family Planning

Abstract:Due to the large population, demand diversity and rigid fiscal constraints, government purchase of basic public service of health and family planning is the inexorable trend. According to 7 criterions such as whether or not the core service, difficulty of assessment, difficulty of description, difficulty of supervision, degree of competition, public needs and financial burden, the paper discussed the possibility of government purchase of each basic public service of health and family planning through expert group discussion. Furthermore, it discussed some related issues such as how to select service providers, which purchase pattern to choose, the task division between central and local government, the task should be accomplished in the thirteenth five year period, etc. In addition, it touched problems arose in recent years related to the qualification requirements, performance evaluation, public distrust, useless service and put forward some corresponding countermeasures.
