Abstract:The paper analyzes village-level irrigation management in water scarce northern China in which farmers' livelihood is highly dependent on the appropriation of water due to limited livelihood alternatives and demographic structure with the elderly as the majority. Most scholarly works have focus on the organizational dimension of irrigation systems in China, while empirical researches relating to irrigation management so far have not paid enough attention to its institutional arrangements. We examine two cases studies - one with both surface and groundwater irrigation, and the other only with groundwater irrigation - to explore how sets of rules, physical attributes of irrigation systems, and social characteristics of communities jointly shape village-level irrigation management. Institutions of Sustainability framework is employed to facilitate the institutional analysis, through which we further discuss the emergency of self-organizing behaviors and origination of specific irrigation forms. We draw the conclusion that the organization of irrigation should fit not only the physical environment but also the institutional context and there is no one-for-all solution for governing irrigation in the field. In addition, we highlight the importance of the participation of locals in irrigation management as the research indicates the capability of locals to organize them for better use of natural resources on which their livelihoods are highly dependent. Finally, we suggest that irrigation management could be improved in future by introducing water users associations into surface irrigation management and devolving this management directly to water users along with participatory land planning. Abstract:The inclusive development of agricultural and food systems is crucial for realizing rural revitalization and Chinese path to modernization considering China’s basic national condition of being a large country with small farmers, and it is also an important aspect of common prosperity and global sustainable development. This study explores the implications and characteristics of inclusive development of the agricultural and food systems and identifies four prominent problems existing in promoting the effective connection between small farmers and agricultural modernization, improving the food demand and public service support systems for vulnerable groups, enhancing the resilience of agricultural industrial and supply chains, and establishing a fair, shared, and sustainable public-service system necessary for the agricultural and food systems. Moreover, four key systems are proposed aimed at overcoming scientific and technological challenges critical to the agricultural system, developing food science and technology while improving the food supply chain, promoting the inclusive development of agricultural and food systems, and establishing an inclusive agricultural and food system. Furthermore, the following suggestions are proposed: (1) ensuring food security to guarantee the inclusive development of vulnerable groups, (2) forming a large-scale grain security pattern while adhering to an all-encompassing approach to food, (3) optimizing the circulation and distribution systems using digital technologies, (4) establishing a shared and inclusive agricultural and food system through regional coordination, and (5) unblocking the entire chain channels of agricultural and food systems.

Abstract:During the last 10-15 years the question about food safety has increasingly been a topic of great concern nationally and internationally. Traditionally there has been a conflict of interest between the developed countries with higher food safety standards and the developing countries with lower food safety rules. As long as adequate international rules persist the view of standards as barriers should be replaced by the view of standards as catalysts for increased food quality. This article looks at the food safety issue in China, the largest developing country. The Chinese exports of food products have been confronted with trade restrictions because the products did not comply with the high food standards in the USA, the EU and Japan. These difficulties have contributed to a greater concern in China about the quality of the food products. In the last ten years a series of changes in the rules and in the administration have taken place. It is a complicated task because it touches the whole food chain. The article tries to cast light on these important questions. What have been the consequences of inadequate food safety regulations in China? What have been done until now to improve the food quality standards in China? What further initiatives should be taken to improve the situation in the future?
Institutional Innovation on the Rural Land Property Transfer in the Context of Rural-Urban Synergy in Chengdu City

Abstract:The purpose of this paper is to discuss the issues of rural land institutional reform through analyzing the current situation and effects of the new-round institutional innovation in Chengdu.Methods employed included documentation and causal analysis.The results showed that the innovative measures were very effective in enhancing the property transfer in Chengdu,such as the land title and certification program,the cultivated land protection fund,the transaction platform,the cooperative of house construction,and the company guaranteed by government.In order to further reform the rural land institutions the paper concluded that it was necessary to 1)enhance the cultivated land preservation and ensure the benefits of farmers;2) extend the scope of the platform to improve the service for transactions;3)develop the main bodies of agricultural production to accelerate the economic growth;4)organize new pattern of rural cooperatives for better management in terms of dual levels;5)ameliorate the current law and establish a unified land market system.

Abstract:In this paper we discuss if existing political and economic institutions can ensure sustainable futures. We do so by combining a global outlook with more specifically examining the situation in China. Present institutions foster growth, they are however weak at motivating actions that keep economies within an environmentally safe and socially just space. We especially note the challenges that strong focus on growth combined with ex post environmental regulations create for natural systems with tipping-points. In this situation, there is a need to change institutions to ensure strong emphasis on long-term sustainability as opposed to short term economic surplus. Regarding political decision-making, we discuss ways to break short-termism through strengthening public deliberation as well as formalizing political responsibility for the future. Regarding economic institutions, we emphasize the need to widen the goals of firms including responsibilities for environmental qualities. The latter may demand changes in ownership structures.

Abstract:Food security has emerged as one of the most pressing socio-economic and health issues of our time. While the formal processes of international and national governance are short-changing the need for action, an increasing number of professional science-based organisations are rallying to reduce the presence and risks of food insecurity. Examples are the Food in Health Security Network (FIHS) for the Asia Pacific region and the 'Healthy Agriculture, Healthy Nutrition, Healthy People’ initiative of the World Council on Genetics, Nutrition and Fitness for Health. The common denominator is the threat to ecosytems which are intrinsic to food and health systems. To increase their prospects for sustainability and health promotion, coordinated partnerships between agriculture and health as well as other sectors are imperative.

Abstract:While Asian food economy has been experiencing significant transitions, little transformation occurs in farm land operation. However, recent rapid emergence of middle and large farms in many regions of China is striking. Overall goal of this paper is to understand small-scale farm transformation in China based on a unique dataset surveyed in Northeast and North China. The results show that the institutional innovation through establishing land transfer service center to activate land rental market, supporting policies to incentivize and speed up land consolidation, and farm mechanization services are major driving forces in recent evolution of China’s farm operations. The paper concludes with policy implications on small-scale farming transformation in China and the rest of world and identifies remaining research issues for further study.

Abstract:The spectacular economic growth in China during the past four decades has inspired a great deal of research to understand China's unconventional growth path. This review focuses on recent developments in China's institutions, financial markets, innovations, and government–business relations in the context of their roles in supporting China's growth. The government's role in finance and the economy has advantages and disadvantages in comparison to developed markets in the West. Alternative financing channels and governance mechanisms, rather than markets and banks, continue to promote growth in the most dynamic sectors of the economy, despite the fact that China has passed the early-development stage. More research is needed to understand the Chinese experience and determine whether similar mechanisms are behind the growth of other economies.

Abstract:Although the international societies, as well as countries throughout the world, have stressed food security and its conditions have been improved considerably since the 1970s, the future state will still be very severe because of population increase and agricultural productive condition deterioration. As to China, the productivity has been rising since the Reform and Openness. Chinese have gone out of the epoch of food shortage and the general level of food security has also improved substantially. But, there are still many factors restricting Chinese food security, such as population increase, productive resource shortage and so on. Therefore, to sustain China's food security is vital to realize Chinese social, economic and natural sustainability. Food productive and supply level, food structure diversity, habitant earning level or obtaining ability to maintain survival and other factors jointly affect food security level. In this paper, the meaning of food security is firstly discussed. Basing on fundamental factors influencing food security, the authors then select a set of evaluating indicators, formulate an integrated index evaluation model on food security. Using the evaluation model, food security integrated indexes covering 1950～1998 are calculated thirdly. A single-factor and multi-factor integrated evaluation on Chinese food security sustainability is carried out finally. The calculated results show that China was in a generally secure state of food in the 1950s, in an insecure state of food in the 1960s and the 1970s, and had entered a steady secure state of food in the 1980s through to the 1990s. Since the 1960s food security level in China has been rising year after year and since the 1980s a sustainable development trend has been maintained.

Abstract:Food is a tireless referent in international relations studies about China and its ties with the rest of the world. This paper addresses two contemporary issues. First, why is China so sensitive about grain self-sufficiency? Second, why does there seem to be a lack of effective dialogue between epistemic communities in China and outside over China's overseas agricultural activities? The first part of the paper reviews the development of China's agricultural sector and underlines the importance of China's contribution in stabilizing the world food markets. Next, it explores the ideational sources of Chinese food insecurity, in spite of its success in attaining high levels of self-sufficiency in grain. The third part of the paper reviews the evolution of China's overseas agricultural activities and analyzes the factors that contribute to a mismatch of understanding about the political implications therein. The paper concludes by proposing a couple of conceptual road maps for securitizing food as a referent in debates about China's security environment and Chinese international relations.

Abstract:Local food self-sufficiency is a feasible path to make up for supply chain dependence caused by food system globalization. However, despite policies advocating food localization, China's current trends, such as the imbalance between food supply and nutritional demand and the mismatch between production space and consumption space, gradually restrict the sustainability of food security. This study analyzes China's local food security from 2000 to 2020 around the multi-dimensionality of supply, acquisition, and demand. Results show that regional differentiation of China's staple food self-sufficiency has become more significant. As a result, food supply capacity in rapidly urbanizing areas has weakened, and mountainous and underdeveloped areas are difficult to be self-sufficient. Fortunately, staple foods in China are highly accessible, and urban with a population of less than 50,000 have the best food transportation security. Overall, aging and scale management greatly affect China's food system, which currently can resist sudden natural disasters. In the future, decision-makers should focus on urban resources integration and rural land consolidation and realize sustainable food system transition by optimizing the local supply-demand structure through central planning based on popular science and healthy diet structure.

Abstract:This paper explores the impacts of the evolution of the dietary structure of the population on national food security using the food self-sufficiency rate under various statistical dimensions and simulate various food security scenarios for China in the medium- and long-term future. This study indicates that China’s rapid economic and social development and the continuous improvement in people’s living standards appears to be declining in the food self-sufficiency rate. The analysis regarding the factors influencing the food self-sufficiency rate revealed that the improved dietary structure, involving an increase in animal-based food product consumption, has led to a decrease in China’s food self-sufficiency rate. It concludes that the dietary structure is likely to continue to move toward increased consumption of animal-based food products in China for the future. The research results will assist decision-makers in formulating scientific food self-sufficiency rate targets and food security strategies

Abstract:Water is not only the foundation of agriculture production but also an important factor for China to realize the goal of transfer from subsistence agriculture to industrialization farming.Therefore,water institutions must be established and improved greatly.It is proved by long term practices that water institutional construction has gained remarkable effects via constructing water-saving projects,innovating property rights system of small water projects,experimenting pilot project of water-saving society,strengthening integrated water resources management and establishing water users associations.Such valuable endeavors have effectively upgraded international competitive capability of China's agricultural production and further facilitated industrialization of agriculture in China.

Abstract:Food system transformation has been a widely discussed topic in international society over time. For the last few decades, China has made remarkable achievements in food production and has contributed greatly to the reduction in global hunger and poverty. Examining experiences and lessons from China’s food security practices over the years is helpful to promote a national food system transformation for China, as well as other developing countries. This study systematically reviews the literature on Chinese food security studies, with the aim of assessing China’s food security achievements and examining the remaining and emerging issues in the pursuit of food system transformation. The results show that China has continuously promoted food system transformation in land consolidation, agri-food production technologies, management and organization modes, food reserves, trade governance, and food consumption. These transformations ensure not only food availability, timeliness, and nutrition, but also in terms of the ecological, social, and economic sustainability, feasibility, and justice of food security. However, China is also confronting new challenges in food security, for example, malnutrition, environmental unsustainability, and reductions in diversified agri-food. In the future, China is expected to be committed to promoting healthy diets, sustainable agricultural production, climate change mitigation, and the reduction of food waste and loss to enhance its agri-food system’s resilience.

Abstract:Food security and the utilization of natural resources in a sustainable manner are vital to the expansion of China's agricultural system. The relationship between environmental pressure and dietary structure has influenced the quantity and spatial distribution of China's food supply and demand, but it has not been evaluated. Our research centered on the security of China's food nutrition-resources-food (NRF) system, considering the inherent relationship between food security, nutritional health, and resource security. The following are the study's findings: (1) The Chinese population is rapidly changing from a diet focused on grains to a more diverse diet. Between 1990 and 2019, the dietary quality and nutritional status of Chinese individuals have vastly improved. In terms of nutrient levels, discrepancies between urban and rural resident persist, with urban residents consuming a diet that is closer to the ideal structure. However, the structure of rural residents' food consumption is diversifying, and the gap between urban and rural residents is gradually narrowing. (2) From 2000 to 2019, the pressure, status, and response indices of China's NRF system all show an upward trend, and the security of the NRF system has steadily grown. The magnitude of change in the response index exceeded that of the state index, which exceeded that of the pressure index. This indicates that the increase in the pressure and state indices of the NRF system was primarily attributable to the effectiveness of policy efforts.

Abstract:In recent years, the food safety issue became increasingly prominent. Establishing an objective, fair, independent and transparent risk assessment and communication mechanism with public participation has become an important solution to face food safety risk in our country in the future. The Economist Intelligence Unit (EIU) released “global food safety index(GFSI)” in July 2013 to evaluate food security situation, which attracted the high attention. To allow the public to have a comprehensive knowledge of relevant background, make them to understand our country's food safety problems rationally, a brief introduction of global food se-curity index (GFSI) according to the relevant information was reviewed. Using China, United States and India as samples, the affordability, availability and quality and safety of the three countries were compared and ana-lyzed, and the latest adjustment and reform measures of China's food safety regulatory system were addressed.
