Institutional Innovation on the Rural Land Property Transfer in the Context of Rural-Urban Synergy in Chengdu City

Abstract:The purpose of this paper is to discuss the issues of rural land institutional reform through analyzing the current situation and effects of the new-round institutional innovation in Chengdu.Methods employed included documentation and causal analysis.The results showed that the innovative measures were very effective in enhancing the property transfer in Chengdu,such as the land title and certification program,the cultivated land protection fund,the transaction platform,the cooperative of house construction,and the company guaranteed by government.In order to further reform the rural land institutions the paper concluded that it was necessary to 1)enhance the cultivated land preservation and ensure the benefits of farmers;2) extend the scope of the platform to improve the service for transactions;3)develop the main bodies of agricultural production to accelerate the economic growth;4)organize new pattern of rural cooperatives for better management in terms of dual levels;5)ameliorate the current law and establish a unified land market system.
