INSTITUTION INNOVATION: NEW DEVELOPMENT OF SOUTHERN JIANGSU’S URBANIZATION

Abstract:From the perspective of the transition of Sunan (Southern Jiangsu) model and urbanization,this study argues that urbanization in Southern Jiangsu has stepped into a new stage ——institution-led urbanization.After three decades’ astonishing development,small towns in Southern Jiangsu have become middle-sized and small cities,and the new relationship between urban and rural areas called urban-rural integration is emerging.In the new round of development,there are many institutional barriers for towns’ further development and urbanization,including administrative system,revenue and financial arrangement,hukou system and land use regulation,etc.To break through these institutional barriers and stimulate the process of urbanization,some suggestions on institution reforms is provided.
