Abstract:There is knowledge spillover phenomenon in the process of collaborative innovation. Intellectual property disputes would inevitably occurred among different innovation subjects. The public authorities play a strong guiding role in protecting intellectual property rights in collaborative innovation by legislation and government policy measures, but it prone to excessive guidance, which is not suited for the evolution of knowledge, technology and market requirements. Therefore, the construction of collaborative innovation organization and coordination system has become the active demand of achieving the update of China's industry innovation and sustainable develo-pment. Each collaborative innovation organization should build internal distribution and protection mechanism to achieve intensive management of intellectual property. Meanwhile, in order to balance the rigid controlment and disordered autonomy, governments can strengthen public service platform for collaborative innovation. Such a dual dimensions and diversified balance mechanism would be ideal for the intellectual property management in collaborative innovation.

Abstract:The common patent management software with simple function, few internet resources and high cost cannot satisfy the domestic enterprise requirement. To fulfill Haier Group's demand, anew method using a platform by integrating patents and knowledge resource on network was proposed to perfect the patent management based on three different models of enterprise patent management: centralized, distributed, matrix. For making the decisions of technology protection strategies, experts should evaluate patents growth economic income of the technological achievement based on the content of the integrated web resources, so enterprise can choose strategies from patent application, technology publicity and technology protection according to different evaluations. Web crawling technology, algorithm of owning patent management and patent applying strategies recommending were analyzed as the key techniques, and a software platform was developed. This platform is being put into practice, which improves the strategy of technology ownership and promotes; the patent management in domestic enterprises.

Abstract:The development of IT application has provided the public with the conditions of sharing information resources,on the other hand,it has also triggered a series of social problems.One of the most significant problems is how to correctly handle the relationship between intellectual property protection and sharing of information resources.Intellectual property represents the personal interests,while sharing information resources represents the public interests.The conflict between information owners and users has become increasingly obvious during the process of IT application.This article demonstrates the reasons for intellectual property protection and the sharing of information resources,discusses the relationship between the intellectual property and the sharing of information resources;and proposes some suggestions about the construction of balancing mechanism between them.

Abstract:Starting with the strategic aim of promoting China's capability of indigenous innovation, this paper proposes that the analysis on the relationship between indigenous innovation and intellectual property right management constitutes to constructing effective intellectual property right management system and related policies. Based on literature review, this paper sets up a mode of intellectual property right management system combing four elements of levels of indigenous innovation, industry categories, organization categories of indigenous innovation and intellectual property right portfolio, whose aim is to promote the competence of indigenous innovation. The conclusion brings great significance to the research on indigenous innovation and intellectual property right, and provides a framework for directing the implementation of national intellectual property right strategy.

Abstract:This paper probes into the welfare effect of intellectual property rights and compares the efficiency of various concrete institutions,and also discusses the application in certain special industries by developing an auction model in the cumulative innovation. We study firms' innovation race in cumulative innovation with leader firm, and then obtain the social welfare function of three strategies and optimal intellectual property rights protection. Ultimately we draw the conclusion that industries such as biology technology, electronic and pharmacy are suitable for the strict institution,e.g.the patent; industries such as computer software, music, book and journal are suitable for the broad institution,e.g.the copyright.

Abstract:Nowadays,in the process of the informatization in China's 3G Era,we are facing the economic globalization,the impact of global financial crisis,the construction of innovation country's big background.Information resource sharing may help to promote the public to obtain the information resource rights and the good working efficiency,but simultaneously it has brought the intellectual property rights infringement contradiction.Between the information resource sharing and intellectual property rights,they have the uniformity and the conflicting two aspects,so the paper will research their intrinsic relations emphatically,then analyzes the deep level reasons,and will point out that it is a gambling between the personal interest and the social benefit.In the end,we will make some suggestions,including that carrying out the country's intellectual property rights strategy,establishing innovation mechanism and the benefit balance mechanism,etc.

Abstract:This paper takes three typical internet academic journals (IAJ), which are China National Knowledge Infrastructure (CNKI), Chongqing VIP Information Co., Ltd. (VIP) and Beijing Wanfang Data Co., Ltd. (WFD), as subjects to discuss the problem of mechanism innovation based on digital publishing in China's science information communication system. After introducing main Internet environment, comparing and explaining the basic characteristics and typical publishing and operation mode of the above IAJs, this paper analyzes problems in repeated contents, paper selling and buying and illegal journals, standard. construction, copyright and benefits distribution. By learning from the achievements of research and practices on open access, a new benefit distribution and copyright management mode based on the third-party agency (TPA) is proposed, and the future operation mode of IAJs is discussed from the view of innovative scientific research service and innovative issue platform construction.

Abstract:This study investigates 23 China's universities which set up the first batch of national intellectual property service centers from three dimensions of service contents, service methods and service basis. It is found that there exist such problems as improper setting of service columns, lack of systematic service contents, insufficient service initiative, lack of tool and resource recommendation ability and lack of institutional norms. Users have different demands for intellectual property services in the four main research stages of topic selection, project implementation, project conclusion and achievement management. On the basis of the current situation and user needs, this study constructs an intellectual property service framework around the research lifecycle. The follow-up development suggestions are put forward, so as to provide reference for the orderly development of intellectual property services in China's universities.

According to Porter's Value Chain theory, intellectual property rights have economic and technological independence. It call be divided into nine particular activities which are independent but also relative. Those particular activities can form a unique Value Chain. Therefore a model of intellectual property rights system value chain is made based oil other scholars' theories and is applied to real intellectual property rights cases that Chinese authorities are facing. Finally, the paper concludes theoretical and practical problems that Chinese authorities need to solve urgently in the running process of intellectual property rights system value chain model.

Abstract:With providing a practical view of the current position of intellectual property (IP) the article notes the differing problems that need addressing in research and development (R&D) and technology transfer in China. For analyzing how to bridge public and private, science and business this study present several cases that incorporates the main mechanisms and processes necessary for stimulating innovation and creation of technology. Specifically the paper points to the increasing value of R&D crowdsourcing based on innovation contest through accessible innovation platform service. For how these services achieve the performance this study present such a tool in the form of a function model that helps to understanding what types of innovations can potentially choose and which innovative activities and collaboration are most clearly associated with improved performance systematically and strategically. Then we close by suggesting applications to technology transfer and IP services for future innovation in developing countries.
