Abstract:Air pollution control has generated co-benefits in carbon reduction. However coal-based synthetic natural gas( SNG)projects,which have emerged as a particularly popular technological path of PM2. 5control measures and are growing fast in scale,cannot achieve the low-carbon effect. Research focuses on coal-based SNG industry policy evolution and life-cycle resource consumption,air pollutant and greenhouse gas emissions of coal and coal-based SNG. For each k Wh of electricity generated,SO2 emissions and NOxemissions will be reduced by 9. 73 g and 0. 45 g respectively,however,with coal consumption increasing by 142 gce,and CO2 emissions increasing by 406. 2 g. Results demonstrate that even though coal-based SNG use have clear air pollution abatement and low-carbon effect to the consumers,they run huge risks of negative resource and environmental externality,and high carbon emissions to the producers. Obviously,the production and consumption of coal-based SNG are the transfer of resource consumption and environmental pollution,resulting in overall increase of coal consumption and CO2 emissions. The overall assessment approved that the increment of total coal consumption caused by replacing coal with coal-based SNG will achieve 810 million tons,and increased CO2 emissions accounting for 3%- 6% of national CO2 emissions in 2010. Replacing coal with coal-based SNG as a haze control approach will overlook its long-term and severe loss of resources and environment efficiency and fairness. Environmental protection and low carbon development in China will eventually fall into a vicious cycle. The fundamental way to improve environmental quality of China is to promote energy revolution,and total energy consumption control becomes the priority measure. Coal-based SNG should take the place of distributed coal use to achieve the goal of higher efficient and cleaner utilization of coal consumption. In power generation industry,technical reform will generate better environmental benefits than coal-based SNG use. Coal-based SNG projects,therefore,deserves attention and caution from policymakers.
