Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:Urban-rural integration is the interactive development of the ″city″and the″village″. Rural planning should take into consideration the general social background of urban-rural integration. With an analysis of current planning predicament,new directions for rural planning are proposed. These new directions have the following three characteristic features: villagers playing a leading rather than a receptive role,planning improved with a systematic point of view,and the ″top-down ″blueprint replaced by an ″interactive″ planning process.

Abstract:Urban general planning has the typical public management characteristic,and its major function differs in different development phases in history.Currently,against a background of social & economic transformation,the restriction of urban general planning has been an issue of benefit conflict between regions and departments.Generally,the issue includes three aspects:first,the vertical competition engendered by localism and opportunism under power gambling;second,the adverse reaction to excessive horizontal competition;third,the spatial benefits contention between multi-interests bodies in the interior competition.As to the problem of benefit conflict,recently urban general planning should take rural & urban planning as a whole and regional harmonizing as the fundamentality.Our major suggestions are as follows:Firstly,taking the public benefit as the core concept and reforming the planning value system;secondly,reforming the planning system and harmonizing the vertical benefits;thirdly,integrating regional strategic resources and harmonizing the horizontal benefits;fourthly,building up the whole space zoning and establishing regulation mechanism;and finally,optimizing the public goods supply and promoting the equalization of urban and rural public services.

Abstract:Urban system is the spatial reflection of the inner-deep social economic movement. New economic circumstances not only make the evolution of urban system present one brand-new landscape, but also put forward a new subject for planning of urban system. This article analyzes the properties of the traditional economic process and its essential effect on urban system; it makes a complete survey on the properties of new economic circumstances and its effect on re-forming of urban system; the complicated influential process and result are concluded into the aspects, such as new growth motive force, new economic organization, new location factor and new spatial phenomenon, and its inner effect mechanism in shown as well. In this article, the change process of urban system space is explained in four aspects: (1) dissimulation in the process of spatial agglomeration and diffusion; (2) change of “center-periphery” effect; (3) acceleration growth of axial regions; (4) re-forming of the world and regional urban system. Based on the above theoretical analysis and the properties & requests of new economic circumstances, this article finally puts forward four philosophies emphasized by urban system planning, and forms the new frame for drawing-up of urban system planning.

Abstract:The purpose of the paper is to probe into the UGB mode in the USA and other Western countries and further to draw out useful experience for China.Methods employed included documentation and comparative analysis.Results show there are differences existing between China and western countries in many aspects such as the urbanization process,the urbanization speed,the foundation of land ownership system,the base of city administration,the marketization level and the driving forces of urban expansion.It is concluded that it is improper to copy the UGB mode in China without any innovation and the innovation should be conducted from four aspects: correct location,delimitation,integrative management and and flexible control.

Abstract:The strategy of development priority zoning proposed in the "11th Five-Year Plan" shall provide a new impetus paradigm to the development of urbanization in China.In the field of land use planning or urban planning,whether it gives priority to development or protection,different divisions lead to different land spatial structure and different urban development pattern.On the basis of the review of China's urban policy,the paper examined the existing problems evolving from the development and construction as well as the protection in our country.On one hand,due to the rapid development of urbanization and industrialization in China,the characteristic of the period is reflected as the continuous expansion of land scale.On the other hand,land resources,as well as ecological environment protection are the policy needed to be implemented owing to the relative lack of land resource per capita from the perspective of sustainable development.Thus the contradictions between land development and protection arise in theory;and the disharmony between the general county(city) planning and land use planning appears in the real world.The proposal of development priority zoning not only provides strategic guidance to regional land use patterns as well as urban policy choices in theory but also outlines the integration platform for the general county(city) planning and land use planning in reality.

Abstract:With the urban transformation fromexpansive development to smart growth,urban quality has become a new focus of urban planning in recent years.By analyzing urban quality planning in China's cities,this paper divides urban quality plans into three types:improving people's livelihood,improving livable environment,and highlight of urban character.Furthermore,the paper summarizes the main exploration on urban quality planning:integrating quality improvement with different plans,big event based planning compilation,detailed public space improvement.At last,the paper puts forward some suggestion and new ideas to improving urban vitality and livable environment,advance urban transformation and development.

Abstract:Urban planning is an important public policy relating to a city's development and construction.At different historical stages and under various social economic backgrounds,the control performances of urban planning indicate different characteristics and mechanisms.This paper establishes a framework for analyzing the spatial planning performance by integrating remote sensing decipherment,landscape matrix,planning control index,and planning decision logic.Via this framework,the paper analyzes the spatial-temporal evolution characteristics of Beijing's urban spatial form during 1978-2006,the control performances of planning during 1958-2004,and the evolution process of planning logics.The paper also discusses the internal mechanisms forming the differences in planning performance at different historical stages based on the analysis of urban designated function,urban spatial structure,urban size decisionmaking,developing model,and the change of multi-stakeholders.The purpose of this paper is to provide reference for improving decision-making mechanism in future urban planning.

Abstract:This paper focuses on the issues associated with supporting an urban growth control plan and its application in China using a planning support system.The background is that the urban growth control plan has been enacted as a new component of the urban plan under the Urban-Rural Planning Act of the People's Republic of China.In China,the accommodating or restrictive features are integrated as control factors(CFs),which include control indicators for land use type,urban activity,building height,as well as underground development.This paper proposes an urban growth control planning support system(UGC-PSS) for automatically compiling the Beijing urban growth control plan considering 60 control factors with various control indicators.

Abstract:Nowadays,low carbon economy has become a hot issue of the whole world.However,the current urban planning has not met the needs of low carbon development in some respects.In light of this,starting from the origins of low carbon economy and urban planning,this article proposes that both low carbon economy and modern urban planning are derived from the industrialization process.The same origin determines their closely linked relationships in social development.Using the methods of comparative study,we analyze the essences of low carbon economy and city,which are obtained through the comparison of the developing requirements of developed and developing countries,a variety of urban planning concepts related.On our opinion,the low carbon city in China should be an integration of low carbon production living and promotion of the new forms of economic.Accordingly,suitable size,compact shape,efficiently-integrated transport system and the promotion of low carbon technologies and policies are proposed as the characteristics of low carbon city closely related to urban planning.On this basis,inconsistencies of current urban planning system and low carbon development are discussed.They are the extension-weighted guiding and methods,the inadequateness of scientificity of planning and management,the guidance-lack of relevant standards and poor coordination of infrastructure construction.According to these,three proposals are given.The first is establishing the system of low carbon urban planning by changing the ideas.The second is innovating methods and contents of urban planning by exploring the ways of low carbon developing.The third is paying attention to the implementation and management of urban planning by studying on the strategy of low carbon development.

Abstract:Ever since China reformed and opened up to the world in 1978, there were immense changes taken place in structure and system framework of society, economy and space. The service industry has entered the fast development track and the economic structure is speedily adjusting. Millions of farmers left their land to look for new development. In this period, industrialization and urbanization kept pushing forward. Thus, the conflicts between rural and urban development deteriorated and social migration is increasing. The largest dualistic economy entity in the world is changing. During this period, resource consumption increases rapidly in volume and environmental pressure continues to increase. In fact, China’s urban planning system play an important role for its development and growth as well as resource and environmental problems. This paper will discuss the great changes of the China’s urban planning system and have a Beijing case study during that time. In general, Urban planning in China first 30 years used the former Soviet Union urban planning model according to the planned economy system. Urban planning is implementation in space of the state economic development plans. The second 30 years exploring national conditions of the socialist market economic system in urban planning. Traditional urban planning system is broken and the new planning system also can not copy urban planning system from the European market economy countries. In the 1990s, China's urban planners found that it is difficult for the traditional master planning to adapt to rapid economic system restructuring and urban development, learn from the U.S. Action Planning, UK Structure Planning, Australia's Strategy Planning), and Germany's Land-use Planning and Singapore's Concept Plan, the China’s urban planning system start to rebuilt. 2.
