Abstract:ABSTRACTBiophysical changes underway in the Arctic have stirred a remarkable surge of interest and concern in many quarters, including non-Arctic states and non-state actors. This article explores the implications of these developments for the pursuit of governance in the region. Many reactions to this situation are more alarmist than alarming. But recent developments do provide an excellent opportunity to reassess the effectiveness of existing arrangements and to enquire about the need for new forms of governance. The article does not support the claims of those who argue that a comprehensive, legally binding Arctic treaty (or even an Arctic Charter) is required at this time. Rather, it argues the case for a somewhat messier but more effective tripartite governance complex featuring an agreement to set aside without extinguishing claims to extended continental shelf jurisdiction on the part of the littoral states, an effort to adjust the character of the Arctic Council to meet emerging needs in the Arctic, and a push to devise issue-specific regulative regimes to address concerns involving shipping, fishing, and off-shore oil and gas development.

As the possibilities for military, economic, and environmental benefits and losses rise, so, too, do the stakes of all the Arctic nations in devising ways of work together. The author argues that all Arctic states can gain from cooperating to devise ways of exploiting Northern resources while protecting the region's ecosystems and cultures.

Abstract:The landscape of Arctic politics is shifting. Transregional issues have taken on increased prominence, and numerous non-Arctic states are developing a growing interest in Arctic affairs. Increasing tensions between Russia and the West have cast a shadow on the cooperative practices characterizing the work of the Arctic council. There is no shortage of efforts to address needs for governance in the Arctic relating to matters of shipping, fishing, energy development, scientific research and the protection of sensitive ecosystems. But a major challenge is to manage interplay among these discrete developments, avoiding friction and promoting synergy. What we can expect is the growth of an Arctic regime complex encompassing a number of distinct elements that all deal with matters relating to the Arctic but that are not hierarchically related to one another. An important priority in this regard will be to improve the integration of this evolving complex of institutional arrangements. Addressing this challenge is likely to emerge as a central role for the Arctic Council during the next phase of its development.

Abstract:Long recognized by naturalists and adventurers as a dramatically unique region, the Arctic has recently emerged as an area of increasing political, strategic, and economic importance. The Arctic is both one of the world s largest and smallest regions, encompassing 15% of the earth s land mass, yet inhabited by fewer than 1% of the world s population. Its physical vastness is coupled with a wealth of natural resources; in oil alone, the Far North contributes that majority of Russia s production and 25% of US output. At the same time, the Circumpolar North is home to diverse indigenous peoples and cultures, thus setting the stage for conflicts of international scope. In this collection of essays, Oran Young provides a foundation for studying the politics of the Arctic as a distinctive international region. Expanding the traditional approach to area studies, he examines the Far North not only for its unique features, but also as an arena within which to develop new approaches to various issues of worldwide interest. Young challenges persistent stereotypes that marginalize the region, moving beyond the romanticism of many observers to arrive at an understanding of the complex social and ecological systems of the Far North. In doing so, Young thoughtfully establishes the Arctic as an area of international importance both in its own right and in relation to other geopolitical regions."

Abstract:The Arctic has become a highly dynamic socio-ecological system due largely to the interacting forces of climate change and a suite of factors that we commonly group together under the rubric of globalization. The result is a cascade of developments that are accentuating the links between Arctic processes and global systems and generating new needs for governance to maintain sustainable human-environment relationships in the circumpolar north. This article addresses the resultant challenge of Arctic governance with particular reference to five themes: (i) the underlying drivers of change in the Arctic, (ii) the identity of legitimate stakeholders in responding to emerging issues of governance, (iii) the framing of Arctic issues for purposes of policymaking, (iv) calls for an international agreement for the Arctic Ocean, and (v) proposals for a comprehensive and legally binding treaty for the Arctic as a whole. The analysis yields negative conclusions regarding some popular proposals (e.g. calls for an Arctic Treaty). But this does not mean there is no need or no scope for innova- tive initiatives relating to Arctic governance. The conclusion sets forth a series of more modest but also more realistic recommendations aimed at enhancing good governance in this dynamic setting. Abstract:The forces of climate change and globalization are transforming the Arctic, tightening the links between this seemingly remote region and the world at large with regard to matters of environmental protection, sustainable development, and the pursuit of peace. This has triggered an explosion of both popular and scholarly interest in the far north. Much of the resultant literature is marked by persistent expectations that the Arctic will become the scene of escalating jurisdictional conflicts, resource wars, a new great game and even armed clashes during the coming years. Yet as the books considered in this review article make clear, these expectations are greatly exaggerated; there is much to be said for the proposition that armed conflict is less likely to occur in the Arctic than in most other parts of the world anytime soon. What is needed is an alternative paradigm to provide a basis for understanding the significance of the profound changes now eroding the old order in the Arctic and establishing a basis for framing innovative governance arrangements capable of ensuring the future of the Arctic as a zone of peace.

Abstract:The current wave of interest in Arctic affairs has struck with startling speed and remarkable force. Fueled by the writings of pundits asking provocative questions (e.g., “who owns the Arctic?”), this wave has now captured the attention of policymakers and begun to trigger policy responses (e.g., the May 2008 Ilulissat Declaration from the five Arctic coastal states). This article examines these developments from the perspective of governance, raising questions about underlying drivers, the identity of relevant stakeholders, the framing of issues for consideration in policy settings, and the extent to which a new regime for the Arctic Ocean or an even more ambitious legally binding convention or treaty for the whole Arctic region is needed. The general conclusion is that many proposals on offer in this realm are simplistic but that there is a strong case for taking a number of pragmatic steps to address specific problems of governance in the far North during an era of rapid change.

Abstract:Is the Arctic sufficiently distinctive and uniform to justify adopting a holistic perspective in thinking about the future of the region? Or do we need to acknowledge that the Arctic encompasses a number of different subregions whose futures may diverge more or less profoundly? In the aftermath of the Cold War, a view of the Arctic as a distinctive region with a policy agenda of its own arose in many quarters and played a prominent role in shaping initiatives such as the launching of the Arctic Environmental Protection Strategy in 1991 and the creation of the Arctic Council in 1996. Yet not everyone found this perspective persuasive at the time, and more recent developments have raised new questions about the usefulness of this perspective as a basis for thinking about the future of the Arctic. As a result, some observers take the view that we need to think more about future Arctics than about Arctic futures. Yet, today, climate change provides a central thread tying together multiple perspectives on the Arctic. The dramatic onset of climate change has turned the Arctic into the frontline with regard to the challenges of adapting to a changing biophysical setting. Ironically, the impacts of climate change also have increased the accessibility of massive reserves of hydrocarbons located in the Arctic, contributing to a feedback loop accelerating climate change. This means that the future of the Arctic will reflect the interplay between efforts to address the biophysical and socioeconomic consequences of climate change on the one hand and the influence of the driving forces underlying the political economy of energy development on the other.

Abstract:That the Arctic is experiencing transformative change is no longer news. But what are the implications of this development with regard to matters of governance and policy? This article makes the case that the answer to this question depends on the paradigm or discourse we employ as a conceptual framework for interpreting the meaning and significance of changes in the circumpolar Arctic. It contrasts interpretations produced by observers whose thinking is rooted in the neo-realist/geopolitical paradigm with those offered by others whose thinking rests on a socio-ecological systems paradigm. Although journalists and popular writers tend to gravitate toward the neo-realist/geopolitical paradigm, those who possess a more intimate knowledge of recent developments in the Arctic are inclined to base their thinking on the socio-ecological systems paradigm. Because the assumptions and precepts of paradigms or discourses are not falsifiable, it is fruitless to try to demonstrate that one of the two paradigms is somehow superior to the other. Nevertheless, for those dedicated to preserving the Arctic as a zone of peace, the socio-ecological systems paradigm has strong attractions.

Abstract:Interacting forces of climate change and globalization are transforming the Arctic. Triggered by a non-linear shift in sea ice, this transformation has unleashed mounting interest in opportunities to exploit the region's natural resources as well as growing concern about environmental, economic, and political issues associated with such efforts. This article addresses the implications of this transformation for governance, identifies limitations of existing arrangements, and explores changes needed to meet new demands. It advocates the development of an Arctic regime complex featuring flexibility across issues and adaptability over time along with an enhanced role for the Arctic Council both in conducting policy-relevant assessments and in promoting synergy in interactions among the elements of the emerging Arctic regime complex. The emphasis throughout is on maximizing the fit between the socioecological features of the Arctic and the character of the governance arrangements needed to steer the Arctic toward a sustainable future.

Abstract:Conditions in the Arctic today differ from those prevailing during the 1990s in ways that have far-reaching implications for the architecture of Arctic governance. What was once a peripheral region regarded as a zone of peace has turned into ground zero for climate change on a global scale and a scene of geopolitical maneuvering in which Russia is flexing its muscles as a resurgent great power, China is launching economic initiatives, and the United States is reacting defensively as an embattled but still potent hegemon. This article explores the consequences of these developments for Arctic governance and specifically for the role of the Arctic Council. The article canvasses options for adjusting the council’s membership and its substantive remit. It pays particular attention to opportunities for the council to play a role in managing the increasingly complex Arctic regime complex.

Abstract:Until World War II, the far North was a remote and isolated area of interest only to a handful of explorers, fur traders, missionaries, scientists and to a sparse population of indigenous peoples who had managed to adapt to the harsh natural environments of the region over several millenia. The War changed all this, initiating a series of far-reaching developments that have accelerated rapidly during the last generation. Major battles were fought in the Aleutian Islands and around the North Cape of Europe during the War. Both Alaska and the Kola Peninsula emerged as key links in the shipping route for American Lend Lease materials bound for the Soviet Union. Following the War, the far North attained prominence as the most direct route for bombers and missiles to fly between the United States and the Soviet Union. Consequently, the region became an important site for military installations, such as Distant Early Warning (DEW) Line stations and strategic airbases.

Abstract:That the Arctic is undergoing transformative changes driven in large part by external forces is no longer news. The high latitudes of the Northern Hemisphere, which are not themselves significant sources of anthropogenic emissions of greenhouse gases (GHGs) or short-lived climate pollutants (such as black carbon soot), are experiencing effects attributable to climate change that are equal to or greater than those occurring in any of the planet's other large regions. Prominent among these effects are rising surface temperatures, a deepening of the active layer of the permafrost, the collapse of sea ice, increases in the intensity of coastal storm surges made possible by the retreat of sea ice, the accelerated melting of the Greenland ice sheet, and the acidification of marine systems. The deposition of black carbon in the high north alone—almost 60 percent of which is thought to originate in Europe—appears to account for half or more of the increase in temperature occurring in the Arctic. Positive feedback processes, such as lowered albedo (that is, the capacity of Earth's surface to reflect incoming solar radiation back into space) following the melting of ice at sea and snow on land, have the effect of magnifying the impact of these external forces. Nowhere is the challenge of adapting to the impacts of climate change more urgent than in Arctic coastal communities confronted with the need to relocate to avoid physical destruction. And nowhere are the threats to individual species (for example, the polar bear) and whole ecosystems more severe than they are in the Arctic, where biophysical changes are outstripping the capacity of plants and animals to adapt to altered conditions.

Abstract:Many analysts argue that responding effectively to the transformative changes occurring in the Arctic will require the creation of an Arctic Ocean treaty or even a more comprehensive treaty covering the whole Arctic. This article explores this line of thinking critically. In doing so, it addresses three distinct but related questions: 1) Is there a need for an Arctic Ocean framework agreement? 2) Where should we focus our attention along the integration-fragmentation spectrum? 3) Would it help to make arrangements for Arctic governance legally binding? The conclusion is that the case for spending political capital on an effort to negotiate the terms of an Arctic Ocean treaty is weak. But this need not be regarded as a cause for pessimism. A more multidimensional Arctic governance complex is emerging and is likely to continue to develop during the coming years.

Abstract:Target. To identify the main trends and “gaps” in the scientific literature on the topic “Socioeconomic development of the Arctic” for the implementation of empirical research in the future. Methods . The methodological basis of the study was a systematic approach, methods of logical, comparative, statistical, general scientific and economic analysis. At the beginning of the study, we analyzed the thematic distribution of scientific publications in areas of socioeconomic activity in the Arctic zone. The selection of material on the Arctic topics was carried out by morphemes from the names and keywords from scientific articles published over the past five years. This sample does not claim to be absolute, but includes the main areas of the Arctic and scientific publications on the socio-economic development of the Arctic, in highly rated publications WoS and Scopus, with the first and second quartiles — Q1 and Q2. The results of the analysis of scientific publications showed that the ecology of the Arctic zone is of greatest interest to scientists: greenhouse gases, melting Arctic ice, microplastics and the concentration of phytoplankton in the Arctic Ocean. These topics are certainly very important, but they are not our field of interest. We were interested in the Arctic from the point of view of management, economics and sociology. These articles are fewer in number, but they are, we have identified the main areas in which our research will be conducted. Results . Based on the study of scientific publications of foreign and Russian authors, we have identified the main trends for the study: • The need to ensure the sustainable development and security of the indigenous peoples of the Arctic, the preservation of their traditions, culture, identity as a people, values, customs, beliefs, language. • The need to develop Arctic tourism as a potential factor in the economic, social and environmental development of the Arctic regions. • For the effective development of the Arctic territories, it is necessary to develop new technologies, including technologies for the transportation of mineral raw materials, as well as the development of infrastructure in the Arctic zone. • When managing the Arctic, a flexible approach is needed that takes into account the interests of both the Arctic and non-Arctic states. Conclusions . The authors express confidence that the results of the study will give impetus to the development of this scientific direction and create the foundation for the formation of a scientific school at the North-West Institute of Management of the Russian Presidential Academy of National Economy and Public Administration on managing the development of the Arctic zone of the Russian Federation, will allow us to form a competency map for the manager of the development of the Arctic zone of the Russian Federation. Note that in 2018, on the basis of the North-West Institute of Management of the Russian Presidential Academy of National Economy and Public Administration, the Center for Arctic Research and Projects was created, the purpose of which is to accumulate the efforts of the Presidential Academy and its divisions in scientific and methodological support for the implementation of socio-economic development projects Arctic zone of the Russian Federation. Vladimir Shamakhov, Director of the Institute, Doctor of Economics, Professor, Acting State Councilor of the Russian Federation, 1st class, President of the Association of Polar Explorers of St. Petersburg, headed the Center for Arctic Research. We also note that the North-West Institute of Management has developed and is successfully implementing an additional professional program “Training of management personnel for the Arctic zone of the Russian Federation.” In this regard, conducting fundamental and applied scientific research in the field of socio-economic development of the Arctic is an important strategic task for the Academy.

Abstract:Since the waning of the cold war during the late 1980s, the Arctic has emerged as a lively arena for initiatives designed to promote international cooperation. These initiatives take a variety of forms. Some, like the Arctic Environmental Protection Strategy (AEPS) and its successor the Arctic Council (AC), involve intergovernmental agreements. Others, such as the Northern Forum (NF), are collaborative efforts on the part of subnational units of government (e.g. counties, provinces, states). Still others, like the International Arctic Science Committee (IASC), the University of the Arctic (UArctic), and the Inuit Circumpolar Conference (ICC), feature efforts on the part of nongovernmental bodies to infl uence the course of transnational relations.

Abstract:This article examines recent legal developments in the management of human activities in Arctic marine areas and considers the extent to which these developments acknowledge or recognize the rights, roles and interests of Arctic Indigenous peoples. These developments include the negotiation of three treaties under the auspices of the Arctic Council: the Agreement on Cooperation on Aeronautical and Maritime Search and Rescue in the Arctic, (Arctic SAR Agreement), the Agreement on Cooperation on Marine Oil Spill Preparedness and Response in the Arctic (Arctic MOSPA), and the Agreement on Enhancing International Arctic Scientific Cooperation (Arctic Science Agreement), the adoption of the Polar Code by the International Maritime Organization (IMO), and, most recently, the signature of the Agreement to Prevent Unregulated High Seas Fisheries in the Central Arctic Ocean (the CAOF Agreement). It also examines more recent practice under the Agreement on the Conservation of Polar Bears (ACPB).
Governing the Antipodes: International Cooperation in Antarctica and the Arctic

Abstract:ABSTRACTThe Arctic and the Antarctic appear to be polar opposites with regard to many matters, including the systems of governance that have evolved in the two regions. Antarctica is demilitarised, closed to economic development, open to a wide range of scientific activities, and subject to strict environmental regulations under the terms of the legally binding Antarctic Treaty of 1959 along with several supplementary measures that together form the Antarctic Treaty System (ATS). The Arctic, by contrast, is a theatre of military operations, a site of largescale industrial activities, a homeland for sizable groups of indigenous peoples, and a focus of growing concern regarding the environmental impacts of human activities. The Arctic Council, the principal international body concerned with governance at the regional level, operates under the terms of a ministerial declaration that is not legally binding; it lacks the authority to make formal decisions about matters of current interest. Digging a little deeper, however, one turns up some illuminating similarities between the governance systems operating in the antipodes. In this article, I pursue this line of thinking, setting forth a range of observations relating to (i) the history of governance in the antipodes, (ii) institutional innovations occurring in these regions, (iii) issues of membership, (iv) jurisdictional concerns, (v) the role of science, (vi) relations with the UN system, (vii) institutional interplay, and (viii) the adaptiveness of governance systems in the face of changing circumstances. The governance systems for the polar regions are not likely to converge anytime soon. Nevertheless, this analysis should be of interest not only to those concerned with the fate of Antarctica and the Arctic but also to those seeking to find effective means of addressing needs for governance in other settings calling for governance without government.
