Advances in Climate Change Research

Abstract:This paper aims to provide an overall image in terms of low carbon society (LCS) and its development in China. It mainly introduced and analyzed low carbon development which was addressed as crucial initiative for implementation of LCS in China. A comparative analysis was carried out on concepts and experiences of LCS between China and developed countries. The trends and characteristics of CO2 emissions in China have also been analyzed. Because of large amount of CO2 emissions generated in the production process and relatively small amount of CO2 emissions in the consumption process, China is facing a severe challenge of imbalance in economic growth and CO2 emissions. If the consumption and production pattern of developed countries are duplicated, China is very likely to experience a development pattern of boosting economic growth and improving living standards significantly but meanwhile risking and suffering by large amount of resources consumption and CO2 emissions. Thus, a comprehensive, systematic and scientific scheme for implementing a low carbon society is urgently needed in China. Through literature research, mainstream perspectives of scholars with respect to development of LCS are concluded. In the meantime, CO2 emissions reduction target, carbon taxation and different debated issues are also presented. The achievements, China has made, consist of concrete actions taken by local governments, some new policies and regulations for carbon reduction at national level, in particular energy-saving and renewable energy policies proposed in the 11th Five-Year Plan (2005-2010). Carbon trading markets and carbon capture and starage technology have also made progress in China. There are still many limitations and barriers remaining and in need to be solved in the next steps.

Abstract:Detailed research on China's CO2 emission pathway of the 2030 peak and 2060 carbon neutrality goals is fundamental to promote China's climate change action. Previous studies on emission pathways have been based on long-term emission data or model analyses. However, few studies have achieved synergy and pathway optimization at both the micro and macro levels or focused on China's 2060 carbon neutrality goal, making it difficult to support the systematic management of national and regional emission pathways. In this study, we developed an integrated CO2 emission pathway model, the Chinese Academy of Environmental Planning Carbon Pathways 1.2 model, under China's climate change goals. Our pathway coupled the top–down and bottom–up approaches and conducted optimization analysis under social fairness and optimal cost conditions. The results provide a clear CO2 emission pathway and offer insights for implementing fine management of CO2 emissions at the national, regional, sectoral, and spatial gridded levels.
Low-carbon transformation planning of China's power energy system under the goal of carbon neutrality

Abstract:China has become the largest energy producer and consumer in the world. Its carbon emissions account for 80% of its total carbon emissions, while the carbon emissions caused by energy consumption in the power industry account for more than 50%. To ensure that the 2030 carbon-peak and 2060 carbon-neutral targets are achieved, it is imperative to carry out low-carbon energy transformation in the power industry. The paper compares and analyzes the technical level of six high-energy-consuming industries: power, steel, cement, aluminum smelting, petrochemical industry, and coal chemical industry in terms of low carbon. The results show that the structural adjustment of China's high-energy-consuming industries has reached the upper limit, and the low-carbon transformation of power and energy has become inevitable. The carbon emissions of China's six regional power grids are statistically analyzed. The background of the power generation proportion of China's thermal power, hydropower, nuclear power, wind power, solar power and other different energy systems from 2018 to 2020 is analyzed, and the development trend is predicted. The low-carbon emission path of power energy is proposed. Based on the EnergyPLAN model, the power energy structure of carbon peaking in different scenarios from 2020 to 2030 is constructed, and the power energy system's carbon dioxide emission reduction paths under different scenarios are obtained. The sustainability impact of different power generation combination scenarios is comprehensively evaluated using the multi-index evaluation method, and the optimal path of the power system to energy scenario is selected. The research conclusion provides a basis for the power sector's renewable energy power generation path selection.

Abstract:Purpose The purpose of this paper is to explore China's current policy and policy options regarding the shift to a low‐carbon (LC) development. Design/methodology/approach The paper uses both a literature review and empirical systems analysis of the trends of socio‐economic conditions, carbon emissions and development of innovation capacities in China. Findings The analysis shows that a holistic solution and co‐benefit approach are needed for China's transition to a green and LC economy, and that, especially for developing countries, it is not enough to have only goals regarding mitigation and adaptation. Instead, a concrete roadmap towards a LC future is needed that addresses key issues of technology transfer, institutional arrangements and sharing the costs in the context of a global climate regime. In this light, it is argued that China should adopt an approach for low‐carbon development centred on carbon intensity reduction over the next ten years. Originality/value The paper thus provides a unique summary, in English, of the arguments supporting China's current low‐carbon innovation policies from one of the authors of this policy.

Abstract:Abstract Climate change has emerged as one of the most important environmental issues worldwide. As the world’s biggest developing country, China is participating in combating climate change by promoting a low carbon economy within the context of global warming. This paper summarizes the pathways of China’s low carbon economy including the aspects of energy, industry, low carbon cities, circular economy and low carbon technology, afforestation and carbon sink, the carbon emission trading market and carbon emission reduction targets. There are many achievements in the implementation of low carbon policies. For example, carbon emission intensity has been reduced drastically along with the optimizing of energy and industry structure and a nationwide carbon trading market for electricity industry has been established. However, some problems remain, such as the weakness of public participation, the ineffectiveness of unified policies for certain regions and the absence of long-term planning for low carbon cities development. Therefore, we propose some policy recommendations for the future low carbon economy development in China. Firstly, comprehensive and long-term planning should be involved in all the low carbon economy pathways. Secondly, to coordinate the relationship between central and local governments and narrow the gap between poor and rich regions, different strategies of carbon emission performance assessment should be applied for different regions. Thirdly, enterprises should cooperate with scientific research institutions to explored low carbon technologies. Finally, relevant institutions should be regulated to realize comprehensive low carbon transition through reasonable and feasible low carbon pathways in China. These policy recommendations will provide new perspectives for China’s future low carbon economy development and guide practices for combating climate change.

Abstract:This paper aims to explore the importance of developing a low-carbon economy in China and presents a series of key recommendations. Firstly, it emphasizes the adverse impact of economic development on the natural environment and highlights the unsustainable nature of China’s previous pursuit of economic growth at the expense of its ecological surroundings. Subsequently, the paper provides specific recommendations in response to the pressing resource and environmental challenges in current economic and social development, along with the urgent need to accelerate the transition towards a greener, low-carbon economy to achieve carbon peak and carbon neutrality goals. The key recommendations include continually enhancing the legal framework for a low-carbon economy, optimizing the energy structure, improving energy efficiency, and optimizing the industrial structure. These proposals aim to offer concrete actions to support the development of a low-carbon economy in China, encompassing legal support, energy transformation, and industrial upgrading. Ultimately, this paper underscores China’s potential in developing a low-carbon economy and calls for resolute actions to strengthen legal frameworks, foster technological innovation, and promote industrial restructuring. These actions will guide China towards a more sustainable and environmentally conscious economic future, aligning its growth trajectory with the global imperative to reduce carbon footprints.

Abstract:China’s automotive industry has been dedicated to a series of carbon-reduction efforts and has strived for comprehensive green and low-carbon transformation in order to achieve carbon peaking and carbon neutrality goals. On the basis of automobiles’ whole life-cycle (WLC) carbon emission accounting, this paper calculates life-cycle carbon emissions per vehicle, proposes green and low-carbon development path for China’s automotive industry, quantifies and analyzes implicated carbon-reduction potential, and puts forth suggestions for high-quality green and low-carbon development of China’s automotive industry. The first is to establish a sound standard and data management system; the second is to promote research, development and application of low-carbon materials and low-carbon technologies; the third is to accelerate the pace of fostering a new consumption model in the automotive industry. The research results can further support national policy-making regarding carbon emissions, promote corporations’ research, development and application of low-carbon technologies, encourage green and low-carbon consumption, and lead the automotive industry to achieve WLC neutrality.

Abstract:Climate change poses huge challenges to the sustainable development of human society. As a major CO2 emission source, decarbonization of power sector is fundamental for CO2 emission abatement. Therefore, considering the “carbon lock-in” effects, it’s critical to formulate an appropriate roadmap for low-carbon generation technologies. In this paper, key low-carbon technology solutions are firstly identified according to their developing prospects and the fundamental realities of China’s power sector. Then, costs, reduction effects and potentials for the key technology options are evaluated. On this basis, typical scenarios are selected and a scenario set is established which identifies and incorporates the key low carbon factors, and a multi-scenario analysis is implemented to China’s power sector based on a comprehensive power mix planning model. Then, contributions of CO2 reduction among the key technology solutions are revealed. Prospect for CO2 emission reduction is discussed, which informs the possible emission trajectories towards 2030. Finally, low-carbon technology roadmaps under specific scenarios are elaborated, which implies corresponding optimal evolution of power generation mix.

Abstract:The change of global climate is closely linked to all the countries in the world. A low-carbon development model based on high energy efficiency, low power consumption and low emissions is the best choice for China to address climate change and to achieve a virtuous cycle of economic and environmental development. Under the guidance of a series of policies, some achievements in low-carbon development has been made in China. In this article, a brief introduction is given about the background, concept and necessity of low-carbon development, and then seven approaches used to achieve the goal of low-carbon development are proposed in detail, including low-carbon energy, low carbon layout, low-carbon industries, low carbon buildings, low carbon transport, low-carbon agriculture and low-carbon consumption. The positive roles of technological development and institutional innovation in low-carbon development are also described with examples.

Abstract:In the context of the increasingly severe global greenhouse effect, the “14th Five-Year Plan” proposes to “promote green development and promote harmonious coexistence between man and nature”, which provides a new platform for the faster and better development of low-carbon countries. The low-carbon economy has entered a high-quality stage of China’s economic development in the new era, which is of great significance to the overall green transformation of China’s economic and social development. In order to assess the development level of China’s low-carbon economy, this paper estimates the carbon emissions and carbon emission intensity of energy consumption from 2008 to 2017 and applies the LMDI model to decompose the influencing factors of carbon emissions, analyzes the contribution rate of driving factors, and proposes energy saving, emission reduction and low carbon. Developmental countermeasures. The results show that economic growth and energy intensity are the biggest driving factors for promoting and suppressing carbon emissions, respectively. Measures are taken to improve energy structure, increase utilization efficiency, develop low-carbon industries, and promote low-carbon life.

Abstract:China is going through a rapid development stage of industrialization and urbanization. Although tremendous achievements have been made in the aspects of energy conservation, improvement of energy effectiveness and development of new and renewable energies, because of the rapid development of economy, it is difficult to change the huge total amount and fast increase of CO2 emission in the near future. China has to confront the tough challenge to address global climate change. China plans to reduce carbon intensity, that is, CO2 emissions per unit GDP, by 40 to 45% by 2020 compared with the 2005 level. It is a strategic option to coordinate domestic sustainable development with coping with global climate change on the basis of China's national circumstances, representing the core content and key measures for transforming development pattern and realizing low-carbon development. To achieve the target, more capital and technology inputs are required for energy conservation and low-carbon development during the twelfth and Thirteenth Five Year Plan period than in the Eleventh Five Year Plan period. In addition, energy conservation achieved by structural adjustment, industrial upgrading and product value-added improvement is also expected to play a greater role. Therefore, China should strengthen technological innovation, make greater efforts to transform the development pattern, take advantage of the synergistic effect of policies and measures while coping with global climate change and building a domestic tow-oriented society. China should also establish an industrial system characterized by low-carbon emission. Then China will ultimately achieve a win-win situation in both domestic sustainable development and coping with global climate change.
