Abstract:Towards Eco-Island - Sustainable Urban Planning of Zhangzi Island is a pioneer project on study of synergetic operation of urban multi-system towards sustainability. Objectives based on local situation are given after thorough investigation and studies. The concept of Recycling Low-Carbon Development Model (RLCDM) is established to find out comprehensive technical routine, which is planned to be consistent and practical. Abstract:To build a maritime power, the implementation of the strategy of sustainable marine development and revitalization of islands is one of the major issues in China. Now, the advancement of China’s "The Belt and Road initiative" construction and the strategic deployment of the Guangdong-Hong Kong-Macao Greater Bay Area and Hainan Free Trade Port have brought great opportunities for the development of large-scale island regions. Zhoushan archipelago is the largest archipelago in China, located in the Yangtze River Estuary. It is the intersection of the national strategy for the integrated development of the Yangtze River Delta and the international archipelago new area, which has great space for development and significance of exploration to construct a global marine center city. This paper was aiming at the national strategic positioning, discussing its existing problems, and putting forward countermeasures and suggestions to promote the comprehensive development of Zhoushan Islands in combination with the successful development experience of foreign islands, based on the analysis of Zhoushan Islands' geographical location, resources and environment, ecosystem, cultural and historical status. And suggestions on the research direction of priority attention to marine ecological civilization, integrated development of watersheds with sea and land, and smart green port construction from the perspective of interdisciplinary were also put forward, so as to enrich the scientific and technical connotation of important windows and to provide reference for the implementation of the plan during the fourteenth five-year plan for Zhoushan Islands.

Abstract:Cities carry out various human production and living activities, consume a lot of carbon energy, become the main source of greenhouse gas emissions, and have an increasing impact on the climate. Therefore, as the main battlefield of carbon emission management, cities have become the focus of low-carbon research. The concept of a "low-carbon city" appears in dealing with global climate change. In order to further study the application of low carbon cities, this research discusses how to achieve the goal of low carbon cities from low carbon communities by introducing the concept of low carbon cities and the planning views of experts and scholars on low carbon cities, and based on the theoretical research and practical experience of low carbon cities. In the course of the study, Qianhai Cooperation Zone and Bao'an Central District in Shenzhen are introduced as case studies to analyze the practical application of low-carbon city construction. Through this study, we found that the purpose of low-carbon cities is to provide physical space for resource savings, low waste emissions, high operating efficiency, green and sustainable urban activities. For the completely dispersed urban structure in some regions of China, the polycentric network structure is a favorable urban structure for these regions to achieve low carbon and efficient development. The polycentric network cities have high urban density and activity intensity, so corresponding low-carbon strategies can be effectively implemented according to different functional positioning, density and activity density. On the other hand, in order to achieve efficient and low-carbon urban development, the community should be the basic unit. Only when low carbon is realized in the community can the basic low carbon of urban life be guaranteed and the low carbon of the whole city be realized.

Abstract:For low-carbon transportation is important to the construction in a city, as a new city, New District of Lanzhou has more advantages to construct low-carbon transportation system, compared with the completed cities. Combining with planning features of it, the article proposes some targeted measures to low-carbon transportation system construction in New District of Lanzhou, from the transverse dimensions, like software, hardware, and vertical dimensions, like inner of the district, the connection between main and new district. Result of carbon emission calculation demonstrates the importance of low-carbon transportation in New District of Lanzhou.

Abstract:With the proposal of carbon reduction goals of countries around the world, "green and low-carbon" has become a new key to urban development and construction. However, in the existing urban planning system, the energy planning mapped by carbon emissions has received less attention, and the main goal is often to ensure safe supply. There is less research on carbon emissions. Therefore, it is necessary to take the energy planning in urban planning as the breakthrough point to carry out research on green and low-carbon development and construction at the urban level in the " Carbon Reduction " era. First, a city in China was taken as the research object to evaluate the resource endowment and development potential of the target city. Then, the carbon reduction paths of target cities in the three fields of construction, transportation and industry were studied, and the carbon reduction potential in different scenarios was quantified. After that, the influence of electric power carbon emission coefficient on different carbon saving scenarios was studied through sensitivity analysis. Finally, the government's low-carbon urban planning and decision-making suggestions were given. The results show that the relatively effective way is to carry out large-scale promotion of ultra-low energy consumption buildings and electric vehicles on the demand side, and to build distributed photovoltaic and heat pump systems on the supply side. On this basis, with the introduction of additional 30% of foreign green power, the per capita carbon emissions of cities would be reduced to 1.5tCO2 in 2035. In this way, the target city can achieve the goal of carbon neutrality in advance. Therefore, the results of this study have certain theoretical reference value for the study of low-carbon urban planning.

Abstract:The patterns of territorial spatial development determine the dynamic carbon balance in regional terrestrial ecosystems. In the context of global "carbon neutrality" and China's new urbanization transformation, it is urgent to establish development patterns that enhance terrestrial ecosystems' carbon sink capacity. To this end, the study establishes a systematic cognitive framework for the carbon balance effects of land use under urbanization. It proposes a "direct-indirect-potential" typology for the impact of urbanization-induced land use changes on terrestrial ecosystems' carbon cycling. To achieve the goal of carbon sequestration and increase in terrestrial ecosystems, the study explores the inherent logic of low-carbon optimization in territorial spatial layout. It also deconstructs the governance dimensions of low-carbon optimization in territorial spatial layout concerning "quantity, spatial layout, and spatial utilization". Finally, the study proposes policy instruments and improvement suggestions for supporting low-carbon adjustments in territorial spatial layout. In conclusion, the study's first contribution is the enhancement of low-carbon thinking in territorial spatial development and utilization. Secondly, it broadens the research path for low-carbon optimization in territorial space. The study highlights the positive role of territorial spatial layout optimization and governance in achieving regional "carbon neutrality" goals.

Abstract:In essence, the problem of global climate change is a problem with regard to development. Sustainable development is the only way to achieve sound and solve the problem resulted t~om climate change. Chinese low carbon city development is now at the stage between partial demonstration and regional popularizing. During the past 3 years, leading by the three main pilot projects conducted by World Wide Foundation, National Development and Reform Commission and National Sustainable Community, the low carbon city development in China has achieved the first fruits, the local government has shown high initiative, and developmental pattern is accord with the actual local situation, however, there are also some problems need to be improved by employing new methods, such as promoting the criterion, compiling the low-carbon oriented planning, and change the public life style.

Could Urban Spatial Planning Really Help to Reduce Urban Carbon Emissions? A Case of Hangzhou

Abstract:Since land use patterns could affect travel behaviors through urban forms, it has been argued whether transport-related carbon emissions could be reduced by spatial planning and land use policy. The big data mining combined with GIS technology enables the in-depth analysis of this topic. In this study, we applied GPS data of taxies and resident travel questionnaire of Hangzhou to map the spatial and temporal features of the transportation-related carbon emissions. Then, we explored the relationship between transportation-related carbon emissions and urban form based on the basic geographic unit of subdistrict (Jiedao). We described the urban form from three aspects of density, diversity, and road characteristics. And urban density was described from residential density and employment density. Moreover, we used the land use diversity and the occupational dwelling balance level diversity to present diversity. And road network connection and road area rate were applied to represent road characteristics. The regression analysis demonstrated that compared with density measurement indicators of compact development, indicators such as land use diversity and occupational dwelling balance level were more significant for reducing the carbon emissions from resident travels. In addition, considering the influences of spatial location, we conducted a GWR model to observe how urban form affected carbon emissions from resident travels. The results showed that there was an obvious spatial difference in the effects of land use diversity coefficient and road area ratio on the carbon emission intensity of travels. For the land use diversity, the most subdistricts presented the negative effects, and that of the positive coefficient was mainly distributed outside the urban core area. As to the road area ratio, subdistricts of the positive effects were mainly concentrated in the southeast and northwest of the urban core area, and others presented the negative effects. The findings of this study are further developed to provide policy implications to resolve China’s low-carbon urban development.

Abstract:Low-carbon urbanization is the integration of urbanization and low carbonization. It is the low-carbon transformation of current urban areas, the new trend of developing model of urban and rural areas, which includes the low-carbon transition in production, living style, and ecological spaces, the low-carbon reform in economy, society, structure, and the developing model, as well as changing urban areas from high-carbon style to low-carbon style. The urbanization rate of China is almost the same with global average level, and is expected to reach 80% in 2050. Currently, urbanization replaces industrialization, becoming an important force influencing socio-economic development, climate and ecological environment changes, international relations, and political patterns. With a 2[Formula: see text]C rise in temperature, human beings have to face a series of risks brought by climate change. China’s large-scale urbanization is of great influence on others. In this context, it is necessary to take a scientific cognition of China’s urbanization process, clarifying urbanization developing pathway, turning carbon constraints into carbon bonus, avoiding high-carbon lock, and then to take opportunities in promoting economic structure under “new normal” conditions, accelerating the upgrade from urban civilization to ecological civilization, and to reach both 100-year goal and low-carbon developing goal, leading sustainable development globally.

Abstract:In the face of global climate change characterized by climate warming, in order to protect the natural environment and restore its vitality in the past, human beings began to seek low-carbon development methods. As the center of human social and economic activities and the main source of greenhouse gas emissions, cities play a core role in the development of global low-carbon economy. This paper takes Shenzhen as the research object, explains the existing problems and suggestions of low-carbon cities, and puts forward the low-carbon development approach of Shenzhen under the premise of ensuring steady economic growth. Its green and low-carbon industrial system is accelerating, the clean and efficient energy system is becoming increasingly perfect, the green and low-carbon transportation level is leading the world, the development of green buildings is making solid progress, the ecological livable Shenzhen model is taking the lead, green and low-carbon living consumption highlights, green science and technology innovation plateau is taking shape, and green and low-carbon regional opening and cooperation is rich and colorful. All these indicate that Shenzhen has made remarkable progress in low-carbon construction.
Island Urbanization and Its Ecological Consequences: A Case Study in the Zhoushan Island, East China

Abstract:Islands, which provide multiple ecosystem services, are subject to increasing urbanization pressure due to the ongoing marine development, especially in developing countries. Insights into the island urbanization mechanism and its ecological consequences are essential to sustainable development. In the present paper, the satellite images, nighttime lights, and topographic data were integrated to characterize the spatially explicit urbanization process and mechanism during 1995-2011 in the Zhoushan Island, East China. Furthermore, the corresponding spatially explicit changes in ecosystem services, including net primary productivity (NPP), carbon sequestration and oxygen production (CSOP), nutrient cycling, crop production, and habitat quality, were quantified based on the Carnegie-Ames-Stanford Approach (CASA) and Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) models. The results showed that the Zhoushan Island had experienced a rapid urbanization over the years, with significant urban encroachment on the farmland and tidal flat. Moreover, the urban land expansion was positively correlated with that of the nighttime lights and negatively correlated with the elevation, slope, and the distance to shoreline. These indicated that the urban expansion was resulted from the enhancement of socioeconomic activities, and concentrated in the near-shore areas with low altitude and gentle slope. The urban encroachment on other land use types resulted in a decrease of 3.4 Gg C a(-1) NPP, 8.7 Gg a(-1) CSOP, 13.2 Gg a(-1) nutrient cycling, and 12.3 t a(-1) crop production, respectively. In addition, the habitat quality in 11% area of this island degraded substantially. Therefore, to achieve sustainable development of islands, it is urgent to implement more stringent policies, such as island spatial regulation, environmental impact assessment, intensive land use, and urban greening, etc. (C) 2017 Elsevier Ltd. Planning for sustainability in China's urban development: status and challenges for Dongtan eco-city project

Abstract:With the rapid urbanization in China, the country faces significant challenges in sustainable urban development and actively explores novel ways to expand urban areas while conserving natural resources. Radical changes in city planning are being made to switch to sustainable development, with new cities being designed to be ecologically friendly guided by principles like carbon neutrality and self-sufficiency. This paper introduces the development of the Dongtan eco-city project on Chongming Island, Shanghai and describes how it addresses issues including energy, water, waste, transportation, ecosystem, and social and economic development in its design. The lessons and challenges of eco-city development based on the Dongtan experience are also discussed. If the vision of a zero-carbon emissions sustainable city is successfully realized, Dongtan will serve as a model for developing similar cities across China and the rest of the developing world. Currently, the development of this project is behind schedule and whether the eco-city plan will materialize or not is in question. Even though the project remains mostly on the drawing boards, the planning and preliminary development of Dongtan eco-city have generated significant enthusiasm for green buildings and influenced plans for other sustainable urban development projects in China.
