Abstract:Detailed research on China's CO2 emission pathway of the 2030 peak and 2060 carbon neutrality goals is fundamental to promote China's climate change action. Previous studies on emission pathways have been based on long-term emission data or model analyses. However, few studies have achieved synergy and pathway optimization at both the micro and macro levels or focused on China's 2060 carbon neutrality goal, making it difficult to support the systematic management of national and regional emission pathways. In this study, we developed an integrated CO2 emission pathway model, the Chinese Academy of Environmental Planning Carbon Pathways 1.2 model, under China's climate change goals. Our pathway coupled the top–down and bottom–up approaches and conducted optimization analysis under social fairness and optimal cost conditions. The results provide a clear CO2 emission pathway and offer insights for implementing fine management of CO2 emissions at the national, regional, sectoral, and spatial gridded levels.

Abstract:China has pledged ambitious carbon peak and neutrality goals for mitigating global climate change. ● Major challenges to achieve carbon neutrality in China are summarized. ● The new opportunities along the pathway of China’s carbon neutrality are discussed from four aspects. ● Five policy suggestions for China are provided. China is the largest developing economy and carbon dioxide emitter in the world, the carbon neutrality goal of which will have a profound influence on the mitigation pathway of global climate change. The transition towards a carbon-neutral society is integrated into the construction of ecological civilization in China, and brings profound implications for China’s socioeconomic development. Here, we not only summarize the major challenges in achieving carbon neutrality in China, but also identify the four potential new opportunities: namely, the acceleration of technology innovations, narrowing regional disparity by reshaping the value of resources, transforming the industrial structure, and co-benefits of pollution and carbon mitigation. Finally, we provide five policy suggestions and highlight the importance of balancing economic growth and carbon mitigation, and the joint efforts among the government, the enterprises, and the residents.

Abstract:China is currently the world’s largest emitter of carbon dioxide (CO2). China therefore has a key role in global climate change mitigation. Policies and commitments are required to enable decarbonization. In this Perspective, we summarize the key features of China’s CO2 emissions, its reduction processes and successes in meeting climate targets. China’s CO2 emissions reductions have been substantial: by 2020, carbon intensity decreased by 48.4% compared to 2005 levels, achieving objectives outlined in the Nationally Appropriate Mitigation Actions and Nationally Determined Contributions. These reductions rely on the achievements of sectoral and sub-national targets outlined by China’s Five-Year Plans. However, China still faces the challenges of reaching its peak total CO2 emissions before 2030 and achieving carbon neutrality before 2060. Key steps towards China’s carbon neutrality include increasing its non-fossil energy share, deploying negative-emission technologies at large scale, promoting regional low-carbon development and establishing a nationwide ‘green market’. To achieve these steps, top-down socio-economic development plans must coincide with bottom-up economic incentives and technology development.

Abstract:As the world's biggest carbon dioxide (CO<sub>2</sub>) emitter and the largest developing country, China faces daunting challenges to peak its emissions before 2030 and achieve carbon neutrality within 40 years. This study fully considered the carbon-neutrality goal and the temperature rise constraints required by the Paris Agreement, by developing six long-term development scenarios, and conducting a quantitative evaluation on the carbon emissions pathways, energy transformation, technology, policy and investment demand for each scenario. This study combined both bottom-up and top-down methodologies, including simulations and analyses of energy consumption of end-use and power sectors (bottom-up), as well as scenario analysis, investment demand and technology evaluation at the macro level (top-down). This study demonstrates that achieving carbon neutrality before 2060 translates to significant efforts and overwhelming challenges for China. To comply with the target, a high rate of an average annual reduction of CO<sub>2</sub> emissions by 9.3% from 2030 to 2050 is a necessity, which requires a huge investment demand. For example, in the 1.5 °C scenario, an investment in energy infrastructure alone equivalent to 2.6% of that year's GDP will be necessary. The technological pathway towards carbon neutrality will rely highly on both conventional emission reduction technologies and breakthrough technologies. China needs to balance a long-term development strategy of lower greenhouse gas emissions that meets both the Paris Agreement and the long-term goals for domestic economic and social development, with a phased implementation for both its five-year and long-term plans.

Abstract:On 22 September 2020, within the backdrop of the COVID-19 global pandemic, China announced its climate goal for peak carbon emissions before 2030 and to reach carbon neutrality before 2060. This carbon-neutral goal is generally considered to cover all anthropogenic greenhouse gases. The planning effort is now in full swing in China, but the pathway to decarbonization is unclear. The needed transition towards non-fossil fuel energy and its impact on China and the world may be more profound than its reform and development over the past 40 years, but the challenges are enormous. Analysis of four representative scenarios shows significant differences in achieving the carbon-neutral goal, particularly the contribution of non-fossil fuel energy sources. The high target values for nuclear, wind, and bioenergy have approached their corresponding resource limitations, with solar energy being the exception, suggesting solar's critical role. We also found that the near-term policies that allow for a gradual transition, followed by more drastic changes after 2030, can eventually reach the carbon-neutral goal and lead to less of a reduction in cumulative emissions, thus inconsistent with the IPCC 1.5°C scenario. The challenges and prospects are discussed in the historical context of China's socio-economic reform, globalization, international collaboration, and development.

Abstract:Abstract The pledge of achieving carbon peak before 2030 and carbon neutrality before 2060 is a strategic decision that responds to the inherent needs of China’s sustainable and high-quality development, and is an important driving force for promoting China’s ecological civilization constructions. As the consumption of fossil fuel energy is responsible for more than 90% of China’s greenhouse gases emissions, policies focusing on energy transition are vital for China accomplishing the goal of carbon neutrality. Considering the fact that China’s energy structure is dominated by fossil fuels, especially coal, it is urgent to accelerate the low-carbon transition of the energy system in a relatively short time, and dramatically increase the proportion of clean energy in the future energy supply. Although China has made notable progress in the clean energy transition in the past, its path to carbon neutrality still faces many significant challenges. During the process of energy transformation, advanced technologies and greater investment will play essential parts in this extensive and profound systemic reform for China’s economy and society. In the meantime, these changes will create immense economic opportunities and geopolitical advantages.

Abstract:In response to climate change, the Chinese government has set a clear goal to reach its carbon peak by 2030 and achieve carbon neutrality by 2060, endeavoring to gradually realize net-zero carbon dioxide (CO2) emissions. This paper explores the concept of carbon neutrality and makes a comparative analysis of the gap between China, the European Union, and the United States vis-à-vis carbon neutrality based on international data. The main challenges China faces in its progress toward carbon neutrality are the following: first, China's energy consumption and CO2 emissions continue to increase, while its carbon peak has not yet been reached; second, carbon emission reduction in China is an arduous process, as the transition period allowed for the country to transition from its carbon peak to carbon neutrality is shorter than that of developed countries; third, China remains reliant on high-carbon fossil energy, with high energy consumption and low energy utilization efficiency; fourth, China's low level of economic development, compared with those of the EU, the US, or other developed countries, makes it relatively weak to withstand economic risks; and fifth, China's low-carbon and zero-carbon technologies are not mature. Therefore, this paper posits a three-stage/four-step strategy as well as seven specific suggestions that could benefit China's progress toward carbon neutrality.

China’s carbon neutrality could reduce global warming by approximately 0.2–0.3 °C and save around 1.8 million people from premature death due to air pollution. Along with domestic benefits, China’s pledge of carbon neutrality is a “game-changer” for global climate action and can inspire other large carbon emitters to contribute actively to mitigate carbon emissions, particularly countries along the Belt and Road Initiative (BRI) routes. In order to achieve carbon neutrality by 2060, it is necessary to decarbonise all sectors in China, including energy, industry, transportation, construction, and agriculture. However, this transition will be very challenging, because major technological breakthroughs and large-scale investments are required. Strong policies and implementation plans are essential, including sustainable demand, decarbonizing electricity, electrification, fuel switching, and negative emissions. In particular, if China can peak carbon emissions earlier, it can lower the costs of the carbon neutral transition and make it easier to do so over a longer time horizon. China’s pledge of carbon neutrality by 2060 and recent pledges at the 26th UN Climate Change Conference of the Parties (COP26) are significant contributions and critical steps for global climate action. Abstract:Climate change is a common problem in human society. The Chinese government promises to peak carbon dioxide emissions by 2030 and strives to achieve carbon neutralization by 2060. The proposal of the goal of carbon peak and carbon neutralization has led China into the era of climate economy and set off a green change with both opportunities and challenges. On the basis of expounding the objectives and specific connotation of China’s carbon peak and carbon neutralization, this paper systematically discusses the main implementation path and the prospect of China’s carbon peak and carbon neutralization. China’s path to realizing carbon neutralization includes four directions: (1) in terms of carbon dioxide emission control: energy transformation path, energy conservation, and emission reduction path; (2) for increasing carbon sink: carbon capture, utilization, and storage path, ecological governance, and land greening path; (3) in key technology development: zero-carbon utilization, coal new energy coupling, carbon capture utilization and storage (CCUS), energy storage technology and other key technology paths required to achieve carbon peak and carbon neutralization; (4) from the angle of policy development: Formulate legal guarantees for the government to promote the carbon trading market; Formulate carbon emission standards for enterprises and increase publicity and education for individuals and society. Based on practicing the goal and path of carbon peak and carbon neutralization, China will vigorously develop low carbon and circular economy and promote green and high-quality economic development; speed up to enter the era of fossil resources and promoting energy transformation; accelerate the integrated innovation of green and low-carbon technologies and promote carbon neutrality. ©2021 China Geology Editorial Office.

Abstract:First, a brief introduction is made to the four basic judgments and understandings of the goals of "carbon peaking and carbon neutrality." Then, an in-depth elaboration is provided on the eight major strategies for achieving the goals of "carbon peaking and carbon neutrality," including conservation and efficiency priority, energy security, non-fossil energy substitution, re-electrification, resource recycling, carbon sequestration, digitalization and cooperation between countries. Next, eight major implementation paths for achieving the goals of "carbon peaking and carbon neutrality" are discussed in detail, including industrial restructuring; building a clean, low-carbon, safe and efficient energy system, and renewing the understanding of China's energy resource endowment; accelerating the construction of a new-type power system with a gradually growing proportion of new energy, and realizing the "possible triangle" of high-quality energy system development; utilizing electrification and deep decarbonization technologies to promote the orderly peaking and gradual neutralization of carbon emissions in the industrial sector; promoting the low-carbon transition of transportation vehicles to achieve carbon peaking and carbon neutrality in the transportation sector; focusing on breaking through key green building technologies to achieve zero carbon emissions from building electricity and heat; providing a strong technical support for carbon removal to achieve carbon neutrality; accelerating the construction of the integrated planning and assessment mechanism for pollution and carbon reduction, establishing a sound strategy, planning, policy and action system, and optimizing the carbon trading system. Abstract:China's leadership has announced its aim to achieve carbon neutrality at the national level by 2060. Recent statements clarify that the country's pledge applies to all greenhouse gases. This review examines the extent to which current policies and institutions would need to evolve to support deep decarbonization in the world's largest emitting nation. First, we describe the landscape of policies related to climate change mitigation, focusing on planning targets, command-and-control policies, and market-based instruments. Second, we discuss the institutional landscape in the energy sector and identify changes that could improve the effectiveness of climate policies. Third and finally, we discuss how international action in the realms of climate negotiations, trade, and technological innovation could help clear the path to the 2060 goal. Our policy review illustrates how market-based elements are increasingly being incorporated into existing command-and-control policies or layered on top of them. This approach may be most successful if it can generate influential beneficiaries early on while reducing expected costs over time.

Abstract:Faced with the pressure of global warming,China has pledged to peak its CO2 emissions before 2030 and achieve carbon neutrality before 2060.Realizing the carbon-neutral transition of the energy system under the contradiction between economic growth and CO2 emission reduction is an urgent and realistic problem.This study proposes a methodology for constructing a carbon-neutral energy system that considers renewable energy,energy conservation,and electrification potential in the energy sector and emissions from industrial processes.Based on the proposed methodology,this study takes China's energy system as an example and formulates a business-as-usual pathway,three low-carbon transition pathways according to the 2℃ warming goal,1.5℃ warming goal,and the carbon-neutral goal to explore the feasibility of achieving carbon neutrality by 2060 and the corresponding technical support and cost requirements.In terms of energy supply and technological applications,China's energy system can realize all the emission-reduction goals by 2060 or even earlier with renewable energy sources and energy conservations pushed to the maximum constraints.The results show that the low-carbon transition can help improve the economy of the future energy system.Compared with the business-as-usual pathway,the 2℃ and 1.5℃ pathways can reduce the energy system costs by 19.2％and 21.1％,respectively,in 2060.Despite the large-scale introduction of renewable and carbon capture technologies in the carbon-neutral pathway,its cost is only 86.4％of the business-as-usual pathway.In addition,this study discusses several key issues,including biomass use,cross-sectoral technologies,and carbon capture technology deployment.To sum up,the carbon-neutral energy system construction methodology proposed in this paper can be applied in any region to build low-carbon transition pathways for the local energy system and provide reliable and effective support to achieve the emission-reduction targets.

Abstract:Carbon neutrality (or climate neutrality) has been a global consensus, and international experience exchange is essential. Given the differences in the degree of social development, resource endowment and technological level, each country should build a carbon-neutral plan based on its national conditions. Compared with other major developed countries (e.g., Germany, the United States and Japan), China's carbon neutrality has much bigger challenges, including a heavy and time-pressured carbon reduction task and the current energy structure that is over-dependent on fossil fuels. Here we provide a comprehensive review of the status and prospects of the key technologies for low-carbon, near-zero carbon, and negative carbon emissions. Technological innovations associated with coal, oil-gas and hydrogen industries and their future potential in reducing carbon emissions are particularly explained and assessed. Based on integrated analysis of international experience from the world's major developed countries, in-depth knowledge of the current and future technologies, and China's energy and ecological resources potential, five lessons for the implementation of China's carbon neutrality are proposed: (1) transformation of energy production pattern from a coal-dominated pattern to a diversified renewable energy pattern; (2) renewable power-to-X and large-scale underground energy storage; (3) integration of green hydrogen production, storage, transport and utilization; (4) construction of clean energy systems based on smart sector coupling (ENSYSCO); (5) improvement of ecosystem carbon sinks both in nationwide forest land and potential desert in Northwest China. This paper provides an international perspective for a better understanding of the challenges and opportunities of carbon neutrality in China, and can serve as a theoretical foundation for medium-long term carbon neutral policy formulation.

Abstract:The greenhouse gas emissions from China’s transport sector, which account for a large proportion of China’s total greenhouse gas emissions, are still increasing rapidly. Therefore, low-carbon transformation is urgently needed in China’s transport sector. This paper provides an overview of the situation and features of greenhouse gas emissions from China’s transport sector, and proposes carbon-neutral development paths for the transport sector based on current national policies, goals and previous research. China needs to work on many aspects, including transport restructuring, alternative fuel technologies and energy efficiency improvement, to achieve near-zero emission goals by 2060. Under the carbon neutrality goal, China’s transport sector should strive to reach the carbon peaking goal by 2030, and limit carbon emissions within 100 million tons by 2060.

Abstract:Facing irreversible and catastrophic changes on the earth, China has committed to peak the net carbon emission by 2030 and to achieve carbon neutrality by 2060. The pledge requires significant mitigation immediately and sustainably. Considering this background, some perspectives are given in this article based on the comprehensive use of natural resources. First, utilizing the STIRPAT (stochastic impacts by regression on population, affluence, and technology) model and statistical data, net carbon emissions of provinces in China are anticipated, which lays a foundation for the further “three-step” carbon neutralization route. Second, a strategy of water–temperature–radiation–land coupling use is proposed, considering 1) the carbon emission cut, which relies on comparing the energy intensity and energy structure in China with those in developed countries; 2) the carbon sink increase, which depends on the evaluation of constraints of hydrometeorological factors on ecological productivity. Finally, the necessity and possibility of carbon trading and redistribution of the natural resources are discussed to ensure that China's national net carbon emission would be reduced to zero by 2060.
