Arrival of Young Talent: The Send-Down Movement and Rural Education in China

Abstract:This paper estimates the effects on rural education of the send-down movement during the Cultural Revolution, when about 16 million urban youth were mandated to resettle in the countryside. Using a county-level dataset compiled from local gazetteers and population censuses, we show that greater exposure to the sent-down youths significantly increased rural children’s educational achievement. This positive effect diminished after the urban youth left the countryside in the late 1970s but never disappeared. Rural children who interacted with the sent-down youths were also more likely to pursue more-skilled occupations, marry later, and have smaller families than those who did not. Abstract:During the rapid urbanisation of China in recent decades, a vast proportion of the labour force left rural hometowns to find employment in cities. In the context of rural revitalisation and tourism development in China, rural tourism is booming, bringing many tourism‐related jobs to the countryside. As a result, some young urban adults have moved to work in rural areas. Based on in‐depth interviews in Su village in Nanjing, China, this study seeks to investigate the motivations of those who choose to work in the countryside and the connections between this and stages in the life course of urbanites in the 90s generation, a cohort that is quite distinct from older cohorts. This study finds that the motivations of these younger workers range from career development and cost reduction to a preference for a rural lifestyle. Engaging in tourism‐related work in rural areas is associated with two life courses (work career and individual/family pathway). This study also finds that the cohort working rural tourism in rural areas is differentiated: while some pursue career development, others aim to escape certain pressures and obligations by 'lying flat' in the more congenial rural setting where living costs are lower than in cities. Pro‐tourism rural areas, with an acceptable distance from cities, become valuable places for these youth to resist or balance their life in front of increasingly competitive urban life during their adult transitional period.

Abstract:Extensive research has shown that rural-to-urban migrant children in China face significant barriers to an urban public primary school education and often end up in poor-quality, migrant-run private schools. However, much less is known about what happens after children leave junior high school. This article therefore draws on two rounds of interviews with migrant children educated in Shenzhen, in 2008–9 and then in 2015–16, to examine in detail their experiences of schooling and labor-market entry. It identifies four distinct pathways of education—state vocational school, private migrant secondary school, state academic high school, and return to the countryside for further schooling—and suggests that these educational routes all ultimately lead to the same endpoint: regardless of pathway, aptitude, financial investment in education, and earlier career aspirations, migrant youths are channeled into low-skilled urban service work. Abstract:Suburbanization is a stage of urbanization provess. The author discesses the situation of Beijing from the data of three population censuses(1964, 1982, 1990) and considers that the suburbanization in Beijing has been in process since 1982. During 1982–1990, population of all districts of the inner city lost 82 000 persons and in fact the permanent residents holding the household registration lost 144 000, which is about 6.12% of permanent residents in the inner city. Like the West, suburbanization in China also happened against the macro backgrounds of improvements of transportation and loving conditions, growth of urban population moving from rural areas. But in the case of the forces that make decentralization possible, China is different from the western countries. In China, the levels of economy and urbanization are rather low, the real middle class is not rich; only very few Chinese families own provate cars, and the inner cities still have great attraction to Chinese people. The author considers three causes of decentralization: (1) reform of urban land use system brings about migration from the core area; (2) construction of a large number of city roads reinforces this process; (3) reforms of housing system and renovation of dilapidated houses encourage outward movement. However, the process wasn’t of spontaneity of any individual but of the leadership of government and “Dan Wei” (Work Unit).

Abstract:Modern China, Ahead of Print. During the Cultural Revolution, millions of youths, workers, intellectuals, and cadres were separated from their families and mobilized to work in distant places according to the needs of the state. For these families, the transition to the post-Mao era was experienced not as an epochal change but as a family reunion often delayed by specific institutional constraints. The constant friction between families' strategies to reunite and the bureaucratic logic specific to local contexts led to a sense of victimhood and a turn to domestic life and hope in children as the new sacred in life. By examining the processes of family reunion told in three sets of family letters, this article explores "transitional frictions," defined as the conflicts and tensions arising from different speeds of institutional change during a rapid transition, as a ubiquitous phenomenon in the post-Mao transition.

Abstract:This two-year study explores the sociocultural factors for the mobility decisions and trajectories of 7 rural teachers in southwest China. It finds that those who teach outside their home regions tend to make efforts to return to their hometown in order to gain a sense of belonging, in addition to pursuing better working and living conditions. Several factors, such as lack of a sense of belonging, linking personal success to their family, and filial piety to their parents, motivate these teachers to make decisions to return to their hometown. In their hometown areas, their selection of final destination is also linked with their concern to bring glory and benefits to their family and community. Their tendency to take family and community into consideration is intrinsically linked to the Chinese cultural sense of self or personhood. These findings imply that emotional attachment and identity construction of individual teachers should be taken into consideration to recruit and retain teachers in schools in impoverished rural regions.

Abstract:In the context of enduring urban–rural inequality in China, attention has been drawn to rural students’ encounters in the urban university. In this research, I elicit rural students’ narratives about their (classed) perceptions of clothing and style, as well as the bodily practices embedded in their subjective social mobility experiences in the unique social milieu of China’s context. I argue that participants’ transforming practices entail a nexus of challenge to and also compliance with the urban field. Through the theoretical lens of habitus, I illustrate how rural students strategically transform their ‘style’, as dispositions of habitus, in the urban field to obtain valued forms of embodied capital. At the same time, I emphasise the importance of viewing rural students’ embodied transformations critically, as it entails both their effective generation of valued capital to actively adapt to the urban field and their (involuntary) compliance to the oppressive social relations.

Abstract:Rural-to-urban migration within China is one of the important drivers of transformation in economic and social conditions in the twetny-first century. This study uses data from a new nationally based sample, the China Family Panel Studies (CFPS), to capture the multidimensionality of migration, household registration, and current residence and examines school pacing and verbal and math achievement among adolescents ages ten to fifteen. The study finds little evidence of significant migration effects after controlling for family structure, socioeconomic status, and county characteristics, except for one select group— urban “left-behind”—who are the most advantaged in both math and language achievement. Girls who are coresident with siblings demonstrate an advantage compared to boys who are coresident with siblings on language skill while it is singleton girls who demonstrate a disadvantage compared to singleton boys on math skills. Abstract:This study reports an investigation of the ways in which local youth understand tourism in a rural heritage community in Tibet, China. The sustainable livelihoods framework was adopted to organise the areas of interest. Focus groups were initially conducted, and the resulting information was used in a subsequent questionnaire-based survey. It was found that the young Tibetan hosts understood tourists as ‘passers-by' in different vehicles. The tourists were seen as visiting the community because of two major tourism resources: the traditional Tibetan incense-making techniques, and the residence and culture of a Tibetan historical figure. The youth were positive towards tourism development in their community and identified some activities and strategies for their involvement in tourism. In assessing future outcomes and directions for tourism, the rural Tibetan youth would like to see both community and personal well-being improved through tourism.
