Abstract:This book reviews the first-hand experiences of men and women who provide a human perspective on issues that have shaped US engagement with China: politics and diplomacy, business and education, art and culture, journalism, law and human rights. It describes how, for them, China was more than just another place, it was an idea, a cause, a revolution, a civilization; some were born in China, others were motivated by curiosity and adventure; and some saw China as an existential threat, some as a socialist utopia, and others worked to improve US-China relations for non-ideological reasons. The book also chronicles Chinese Americans who wanted to help China overcome the poverty and humiliation of its past. Looming over the narratives presented in the book is the question of whether starkly different Chinese and Western worldviews could find common ground. Was it best to abide by Chinese norms, taking into account China’s unique history and culture? Or should individual civil and human rights be defended as universal? Would the PRC move in the direction of Western-style liberal democracy? Or was the Communist Party destined to continue on an authoritarian path? The figures in this book had distinctive answers to these questions. Their stories hold up a mirror to our two societies, helping to explain how we have arrived at the present moment.

Abstract:China’s economic reforms already have a 25-year history. Looking back, two significant phenomena have been completely different from people’s expectations at the beginning of reform (or even a relatively long period of time after the start of reform). First, the process of reform has been much longer than anticipated. At the beginning, reformers imagined reform would be complete in about five years. Even in the middle of the 1980s, many reformers still optimistically predicted the end of reform by 1990 or 1995 at the latest. Nonetheless, 25 years have passed and China is still in the process of reform. We still do not know when reform will finally end.

A litany of social policies enacted in recent years show that the Chinese government has both the political will and fiscal prowess to serve as a midwife for the birth of the social market. Nevertheless,China has yet to strengthen its will and prowess. Today there still exists a multitude of grave problems in Chinese society but it is a historical turning point to see the eventual emergence of social policy whose importance cannot be overestimated.

Abstract:Growing Out of the Plan is a comprehensive study of China's economic reforms, from their beginnings at the end of 1978 through the completion of many of the initial reform measures during 1993. The book focuses on industry and macroeconomic policy, using these to describe reform strategy in its entirety. In addition to being a thorough and reliable guide to the specifics of Chinese economic reform, the book highlights the distinctive features of Chinese reforms that differentiate them from those in Eastern Europe and the former Soviet Union. The author argues that the success of the reforms is not the result of carefully plotted strategy, although in hindsight the reforms seem to have added up to a coherent package. Perhaps most important in its connotations for other changing economies, the Chinese experience shows that gradual change of a command economy is feasible.

Abstract:China's economic reform constitutes one of the most remarkable events of the second half of the twentieth century. It not only significantly improved the living conditions of the Chinese population but also provides a useful model of economic transition from central planning to a market economy. The gradual approach to reform adopted by the Chinese was widely regarded as suboptimal and likely to fail when compared to the shock therapy method applied in the former Soviet Union and the Eastern European economies. But China has out-performed other transitional economies. To many observers the Chinese experience is either a myth or a miracle. Abstract:As the rise of China is increasingly accepted as an indisputable fact, its implications for the world have become a focus of international attention. How has the rise of China changed Asia? How should we evaluate its impact? What do we expect its evolution in the future? These are some of the questions the authors of Power Shift: China and Asia's New Dynamics seek to address and just as Ambassador J. Stapleton Roy puts it, have done so ‘admirably’. Most of the contributors agree that the impact of the rise of China on Asia is already quite visible. To begin with, the rise of China has already led to significant changes in regional economic interactions. According to Hideo Ohashi, with rapid and sustained economic growth and increasing interdependence between China and the rest of the region, China is ‘seen as the driving force in regional economic growth in the foreseeable future’ (p. 90). And as Robert Ash demonstrates, Chinese transnational economic linkages within the region have taken shape (p. 112).

Abstract:To make economic reforms acceptable, people in power need to be bought out. However, compensation is limited by the lack of commitment and liquidity. Under these constraints, development may begin with modest reforms in some areas or sectors where investment opportunities are large and expected benefits from the pre-reform system are small. Reform then may extend to other regions or sectors. If the propagation process generates enough savings and proper coordination of economic actors takes place, a drastic reform of institutions may then occur.
