Abstract:With the rapid economic growth in China, the ways to strike a balance between regional economic and social development has attracted more and more attention. Given the important role of local officials in regional development, this paper empirically analyzes how the personal characteristics of local officials affect the balance of regional economic and social development. The results show that senior officials, officials who have worked in superior departments or more departments, are able to balance the regional economic growth and social development better. This is because the personal characteristics of local officials can influence their career prospects and thus influence their behavioral choices. Further analysis showed that the importance provincial governments place on GDP growth can reduce the impact of officials’ personal characteristics on the balanced development of regional economy and society. After the change in the government’s view of performance assessment, the personal characteristics of officials still have a significant positive impact on balanced regional development, but to a lesser extent. The contribution of this paper lies in the systematic construction of a theoretical framework and the empirical analysis of the impact of officials’ personal characteristics on regional balanced and coordinated development. It is helpful for policy makers to prudently formulate more reasonable, comprehensive and differentiated incentives according to the characteristics of officials, so as to improve the quality and level of public services and promote balanced regional development.
