Abstract:A member of Chinas Population Advisory Committee interprets the implications of recent policy emerging from the Central Government. In 1984 the Central Committee of the Communist Party issued Document Number 7 reaffirming that population policy be carried out through voluntarism denouncing use of force in enforcing birth control regulations and permitting rural couples a 2nd child with appropriate spacing. The population target was adjusted from 1.2 billion in 2000 to around 1.25 billion. As a result of the relaxation of birth control rules decentralization and political reform and the new economic responsibility system which reinforces the value of children the total fertility rate rose from 1.84 in 1984 to 2.4 in 1986. Although some observers believed that the appointment of Mrs Peng Peiyun as Family Planning Minister meant shifting back to a harder line actually the family planning policy as enunciated in Central government meetings is intended to be acceptable to the majority of the peasants and the policy of allowing a second child to those with only a daughter has been extended to all provinces. Life table analysis by the author shows that according to 1986 data 6% of Chinese women would have 1 child 54.9% 2 children and 37.8% 3 or more in their lifetimes. There is considerable scope for making the provision of family planning more efficient. Urban fertility is already too low to be reduced further and in danger of serious problems of population ageing so that 2-child policies may be necessary in cities before the end of the century.
