Abstract:In October, 2015, China's one-child policy was replaced by a universal two-child policy. The effects of the new policy are inevitably speculative, but predictions can be made based on recent trends. The population increase will be relatively small, peaking at 1·45 billion in 2029 (compared with a peak of 1·4 billion in 2023 if the one-child policy continued). The new policy will allow almost all Chinese people to have their preferred number of children. The benefits of the new policy include: a large reduction in abortions of unapproved pregnancies, virtual elimination of the problem of unregistered children, and a more normal sex ratio. All of these effects should improve health outcomes. Effects of the new policy on the shrinking workforce and rapid population ageing will not be evident for two decades. In the meantime, more sound policy actions are needed to meet the social, health, and care needs of the elderly population.

Abstract:In 1979, China introduced its unprecedented one-child policy, under which households exceeding the birth quota were penalized. However, estimating the effect of this policy on family outcomes turns out to be complicated. China had already enacted an aggressive family planning policy in the early 1970s, and its fertility rates had already dropped sharply before the enactment of the one-child policy. The one-child policy was also enacted at almost the same time as China's market-oriented economic reforms, which triggered several decades of rapid growth, which would also tend to reduce fertility rates. During the same period, a number of other developing countries in East Asia and around the world have also experienced sharp declines in fertility. Overall, finding defensible ways to identify the effect of China's one-child policy on family outcomes is a tremendous challenge. I expound the main empirical approaches to the identification of the effects of the one-child policy, with an emphasis on their underlying assumptions and limitations. I then turn to empirical results in the literature. I discuss the evidence concerning the effects of the one-child policy on fertility and how it might affect human capital investment in children. Finally I offer some new exploratory and preliminary estimates of the effects of the one-child policy on divorce, labor supply, and rural-to-urban migration.

Abstract:Dr Barrows takes issue with some of the positive aspects of the one-child policy that were outlined in our Viewpoint.First, we agree that fertility reduction is not ipso facto positive. However, for low- and middle-income countries, the inverse relationship between fertility rate and wealth is well established.1 In China, the reduction in average family size did contribute to poverty reduction. It is well recognized that the policy has contributed to demographic imbalance, and our Viewpoint addressed this problem. Concerns about the increase in the aging population are the reason that the policy has been progressively eased.

Abstract:China’s one-child policy was initiated in late 1979. Since its inception, nearly 150 million single children have been born in China. It is believed that this generation of only children has dramatically changed family structure, family relationships, and family lifestyle in China. It has also resulted in problems and issues not previously present in Chinese families, such as smaller families, a simplification of family structure, a shift from parented centered families to child centered families, the child becoming the focus of the family, changes in living patterns, and changes in family lifestyle. Also, there has been a decreased base of support for the elderly. We discuss these and related issues in this overview analysis of China’s changing family structure in the context of the one-child policy.

Abstract:Abstract This study considers the experience of china's one-child policy to examine how fertility restrictions affect economic and social outcomes over a lifetime. Using variations in these penalties across provinces and over time, we find that exposure to stricter fertility restrictions when young leads to higher education levels, more white-collar jobs, delayed marriage, and lower fertility rates. Further consequences include lower rates of residing with the elderly and higher household income, consumption, and savings. Finally, exposure to stricter fertility restrictions in early life increases female empowerment. Overall, fertility restrictions imposed when people are young have powerful effects throughout their life cycle.

Abstract:In 2016, China officially ended the 'one-child' policy permitting all couples to have two children for the first time since 1979. While the policy was relaxed due to demographic concerns, it simultaneously provided many women with a new reproductive opportunity. The goal of this study was to qualitatively understand the childbearing decision process in the new era of the two-child policy. We conducted in-depth, semi-structured interviews with 45 postpartum women at two hospitals in Zhejiang Province, China. The interviews explored women's views on the two-child policy and reproductive decisions and how they decided to have their first or second child. Most women approved of the lifting of the one-child policy; however, many were hesitant or uncertain about their own decisions to have second children. Many felt pressured to have two children for the good of, or as an obligation to, the family. However, they also felt that caring for two children was burdensome, and that they would have to sacrifice a lot in terms of freedom, energy and money. Their responses to the new reproductive opportunity highlight the complexity of childbearing decision-making in modern Chinese society, against a background of persisting traditional values.

Abstract:Low-fertility rate has been a common problem in many industrialized countries. To reverse the declining trend of new births, Chinese government gradually lifted its restrictions on the number of births per family, allowing for a household to have no more than two children. Little is known about the additional births or population increase contributed by the gradual relaxation of birth restrictions. To fill this gap, this quasi-experimental design study including data from 124 regions used the synthetic control method and controlled interrupted time series analysis to evaluate the differences in birth rates and rates of natural population increase between China and its synthetic control following implementation of the two-child policy from 2011 to 2020. A total of 123 regions were included in the control pool. Data collected during 1990-2010 were used to identify the synthetic China for each study outcome. The mean rate differences of birth rates and rates of natural increase between China and synthetic China after two-child policy implementation were 1.16 per 1000 population and 1.02 per 1000, respectively. These rate differences were distinguished from variation due to chance (one-sided pseudo-P-values: P for birth rates = 0.047, P for rates of natural increase = 0.020). However, there were statistically significant annual reductions in the pre-post trend of birth rates and rates of natural increase compared with those of controls of <0.340 per 1000 population per year [P = 0.007, 95% CI = (-0.584, -0.096)] and <0.274 per 1000 per year [P = 0.028, 95% CI = (-0.518, -0.031)]. The results suggested that lifting birth restrictions had a short-term effect on the increase in birth rates and rates of natural population increase. However, birth policy with lifting birth restrictions alone may not have sustained impact on population growth in the long run.

Abstract:China's controversial one-child policy continues to generate controversy and misinformation. This essay challenges several common myths: that Mao Zedong consistently opposed efforts to limit China's population growth; that as a result China's population continued to grow rapidly until after his death, necessitating the switch to mandatory and coercive birth limits; that the launching of the one-child policy in 1980 led to a dramatic decline in China's fertility rate; and that due to the one-child policy, China and the world benefited from 400 million births that were thereby prevented. Evidence is presented contradicting each of these claims: that Mao Zedong at times forcefully advocated strict limits on births and presided over a major switch from voluntary to coercive birth planning after 1970 (not 1980); that as much as 3/4 of the decline in fertility in China since 1970 occurred prior to the launching of the one-child policy; that fertility levels fluctuated and even rose in some years after the one-child policy was launched; and that most of the further decline in Chinese fertility since 1980 can be attributed to economic development, not to coercive enforcement of birth limits.

Abstract:This study examines the consequences of relaxing birth quotas by exploiting an exogenous two-child policy adopted by local Chinese governments on different dates. Using China’s 2015 population census combined with a difference-in-differences framework, we find that the adoption of a two-child policy substantially increases the number of second-child births. The impact of the policy is more pronounced among couples who have higher fertility preferences and who are less sensitive to child-rearing costs. At the same time, this policy substantially decreases the number of first-child births. Child-rearing costs are a likely underlying mechanism for this decrease. All of these findings are in line with an extended Barro-Becker model.

Abstract:China's policy of one child per family was put in place in 1979 to control population growth in the world's most populous nation. Who complies with the policy, and why? What guidance does economic theory provide? Using microdata available from the 1985 Chinese In-Depth Fertility Survey, a multinomial logit model of family choice with respect to policy compliance is estimated. The results indicate that even after area of residence is taken into account, woman's education, husband's occupation, marriage duration, presence of a son, family structure, and house size significantly influence compliance, while age, child mortality experience, husband's education and woman's occupation apparently do not. The effects of income and wealth remain open questions. Possible explanations are provided.

Abstract:Implemented in 1979, the One-Child Policy was a controversial measure aimed at controlling population growth but resulted in significant unintended consequences, including gender imbalances and economic strains. The policy's relaxation in 2016 to allow two children, and later up to three children, was a response to demographic and socio-economic challenges. This article examines the short-term impacts of these policy changes on educational investments for girls, noting increases in enrollment rates and evolving parental attitudes towards gender equality. It also considers the long-term effects, such as improved gender parity in education and its implications for workforce and economic growth. However, persistent cultural biases, regional disparities, and economic burdens continue to challenge progress. The findings suggest that while the policy shift has fostered greater educational investment in girls, comprehensive efforts are necessary to address enduring inequalities and ensure equitable educational opportunities across all regions.

China'S Excess Males, Sex Selective Abortion, and One Child Policy: Analysis of Data from 2005 National Intercensus Survey

Abstract:Objectives To elucidate current trends and geographical patterns in the sex ratio at birth and in the population aged under 20 in China and to determine the roles played by sex selective abortion and the one child policy.Design Analysis of household based cross sectional population survey done in November 2005.Setting All of China's 2861 counties.Population 1% of the total population, selected to be broadly representative of the total.Main outcome measure Sex ratio defined as males per 100 females.Results 4 764 512 people under the age of 20 were included. Overall sex ratios were high across all age groups and residency types, but they were highest in the 1-4 years age group, peaking at 126 (95% confidence interval 125 to 126) in rural areas. Six provinces had sex ratios of over 130 in the 1-4 age group. The sex ratio at birth was close to normal for first order births but rose steeply for second order births, especially in rural areas, where it reached 146 (143 to 149). Nine provinces had ratios of over 160 for second order births. The highest sex ratios were seen in provinces that allow rural inhabitants a second child if the first is a girl. Sex selective abortion accounts for almost all the excess males. One particular variant of the one child policy, which allows a second child if the first is a girl, leads to the highest sex ratios.Conclusions In 2005 males under the age of 20 exceeded females by more than 32 million in China, and more than 1.1 million excess births of boys occurred. China will see very high and steadily worsening sex ratios in the reproductive age group over the next two decades. Enforcing the existing ban on sex selective abortion could lead to normalisation of the ratios.
Too Early or Too Late: What Have We Learned from the 30-Year Two-Child Policy Experiment in Yicheng, China?

Abstract:BACKGROUND In January 2016, China ended its 35-year-old one-child policy and replaced it with a nationwide two-child policy. However, it remains unclear whether a two-child policy can effectively increase the fertility level in China. OBJECTIVE We reviewed the 30-year (1985-2015) two-child policy experiment carried out in Yicheng, a county in the Shanxi province of China, to assess the impact of this policy on the crude birth rate, as compared with the one-child policy implemented in most other places in Shanxi. METHODS We adopted a synthetic control approach. Using this method, we constructed a synthetic county using counties in Shanxi that were subject to the one-child policy. The synthetic county had similar observed characteristics to Yicheng before the launch of Yicheng's two-child policy experiment in 1985. Therefore, birth rate differences between Yicheng and the synthetic county after 1985 could be attributed only to the two-child policy. RESULTS We did not find any short-term impacts of the two-child policy on the Yicheng birth rate prior to the 1990s. We estimated that the two-child policy, in the long run, would lead to a maximum of two more births per 1,000 people every year in Yicheng, compared with similar areas that had a one-child policy. CONCLUSION The two-child policy was not found to boost the birth rate in Yicheng and similar places. CONTRIBUTION The study identified the causal effect of a two-child policy, and was more methodologically reliable than related studies that primarily explored statistical correlations.

Abstract:We study the consequences of later marriage on later-life outcomes. China's family planning policies in the early 1970s---before the One-Child Policy (OCP)---regulated not only childbirth but also marriage. The recommended minimum marriage age of 25 years for men and 23 years for women was effectively relaxed when the government formally introduced the OCP and put greater emphasis on directly controlling fertility rather than marriage. As a result, the marriage age, which had been increasing steadily since 1970, suddenly started to decline in the early 1980s. This policy shift provides us with an opportunity to apply a regression probability jump and kink (RPJK) design for the identification purpose. Using data from the 2000 census, we find that later-married men have fewer children and that later-married women are more likely to participate in the labor market. We find no consistent evidence that later marriage improves education, probably because most Chinese people marry after completing their education.
Effect of Fertility Policy Changes on the Population Structure and Economy of China: from the Perspective of the Shared Socioeconomic Pathways

Abstract:Abstract Beginning in 2016, all couples in China were allowed to have two children without any restrictions. This paper provides population and economic projections under five shared socioeconomic pathways (SSPs) and three fertility policies. By replacing the one‐child policy with a two‐child policy, the population is predicted to continue growing until 2025‐2035, with a peak of approximately 1.39‐1.42 billion, and then to decline under four SSPs, with the exception of the fragmented world SSP3. As a result, the two‐child policy will lead to mitigation of the pressure from labour shortages and ageing problems to a certain extent. In addition, an increase in working‐age people with higher education level relative to projections based on the one‐child policy will lead to an increase in gross domestic product by approximately 38.1%‐43.9% in the late 21 st century. However, labour shortages and ageing problems are inevitable, and the proportion of elderly in China will be greater than 14% and 21% by approximately 2025 and 2035, respectively. Full liberalization of fertility is expected to reduce the share of elderly people by 0.7%‐1.0% and to lead to an increase in gross domestic product by 5.3%‐6.7% relative to the two‐child policy in the late 21 st century. The full liberalization of fertility policies is recommended, supplemented by increases in pension and child‐rearing funds, improvement in the quality of health services for females and children, and extension of compulsory education to meet the needs of an aged society.

Abstract:Drawing on data from the China Family Panel Studies, this article assesses the state of gender equality among Chinese children under the one-child policy. We demonstrate the importance of conducting intra-gender and inter-gender comparisons taking into account the perspectives of parents and children and the intergenerational (in)congruence between these two perspectives. Our results show that parents invest more financial resource and time in educating singleton than non-singleton children, which partially supports the hypothesis of intra-gender equality. The findings for children’s subjective perceptions of their own life circumstances do not consistently support this hypothesis. Since gender differences in intergenerational investment and children’s subjective perceptions varied little by sibship structure, the hypothesis of inter-gender equality is not consistently supported. We found a stronger negative association between the presence of male and elder siblings and intergenerational investment in girls, and a larger male–female gap in intergenerational investment in urban than in rural areas. We also report a considerable intergenerational incongruence between parents’ and children’s perspectives. Our findings call into question the effectiveness of intervening solely in parental behaviour and intergenerational investment to enhance children’s outcomes. They underline the importance of considering both intra-gender and inter-gender inequalities in moving the gender revolution forward.

Abstract:A member of Chinas Population Advisory Committee interprets the implications of recent policy emerging from the Central Government. In 1984 the Central Committee of the Communist Party issued Document Number 7 reaffirming that population policy be carried out through voluntarism denouncing use of force in enforcing birth control regulations and permitting rural couples a 2nd child with appropriate spacing. The population target was adjusted from 1.2 billion in 2000 to around 1.25 billion. As a result of the relaxation of birth control rules decentralization and political reform and the new economic responsibility system which reinforces the value of children the total fertility rate rose from 1.84 in 1984 to 2.4 in 1986. Although some observers believed that the appointment of Mrs Peng Peiyun as Family Planning Minister meant shifting back to a harder line actually the family planning policy as enunciated in Central government meetings is intended to be acceptable to the majority of the peasants and the policy of allowing a second child to those with only a daughter has been extended to all provinces. Life table analysis by the author shows that according to 1986 data 6% of Chinese women would have 1 child 54.9% 2 children and 37.8% 3 or more in their lifetimes. There is considerable scope for making the provision of family planning more efficient. Urban fertility is already too low to be reduced further and in danger of serious problems of population ageing so that 2-child policies may be necessary in cities before the end of the century.
The Limits (and Human Costs) of Population Policy: Fertility Decline and Sex Selection in China under Mao

Abstract:The vast majority of China’s fertility decline predates the famous One Child Policy – and instead occurred under its predecessor, the Later, Longer, Fewer (LLF) fertility control policy. In this paper, we first study LLF’s contribution to marriage and fertility behavior, finding that the policy reduced China’s total fertility rate by about 0.9 births per woman, explaining only 28% of China’s modern fertility decline. Given son preference, we then consider the parallel issue of sex selection, which also emerged prior to the One Child Policy (when prenatal selection was not technologically feasible). We find that LLF increased the use of male-biased fertility stopping rules from 3.25% to 6.3% of couples – and that it contributed to the early emergence of postnatal neglect of girls in modern China, rising from none to 0.3% of births (implying 210,000 previously unrecognized missing girls). Considering Chinese population policy to be extreme in global experience, our results demonstrate the limits of population policy’s ability to reduce fertility – and its potential for unintended consequences.
