Abstract:Based on the theory of collective action, this paper established a theoretical framework to explain the intrinsic mechanism of Villagers participate in supplying the village public goods. Then, using CGSS village-level survey data, we tested the hypotheses in the theoretical model. The results show that the Village scale significantly and negatively affected the Villagers participate in supplying the village public goods. On the contrary, the village density has a significant positive impact. The clan-based relationship of traditional society did not significantly affect the Villagers participate in supplying the village public goods.

Abstract:Based on China’s rural practice and using Median Voter Model ,this paper analyses the factors that influence villagers’ demand for public goods .On the basis of the empirical analysis of survey data of“ten counties and one hundred villages”,the results show that ,firstly personal income has positive influence on villagers’ de‐mand for agricultural production facilities ,roads and social security .The demand for public goods has a significant income effect;secondly the demand for agricultural production facilities and social security has a significant price effect;thirdly other personal characteristics and rural community characteristics also influence their demand for public goods .

A Study on the Functional Alienation of Village-level Organizations in the Post-agricultural Tax Era and Its Governance

Abstract:The village-level organization is one of the most important governing subjects in China's rural areas.It plays an important role in the implementation of public policy and the management of regional public affairs.In order to eliminate the contradictions caused by the levy of agricultural tax,the government abolished agricultural tax in 2006,which has won praises from all circles of the society.However,it has changed the logical basis of village-level organization's behavior,showing a phenomenon of departure from the goals of village-level organization in practice. Based on the review of relevant literature,we made a questionnaire survey on Zhejiang,Anhui,Jiangsu,Hubei,Henan,Shanxi and Chongqing provinces,combined with case studies,summarized the five forms of functional alienation of the village-level organization in the post-agricultural tax era.Village officials often left their posts and went to work or live in the city.They embezzle collective assets and win village elections by the money.Evil forces rule the village-level organization and the relationship between village officials and peasants has centrifugal tendencies.Serious consequences follow.First of all,there is a serious lack of rural public service supplied and transformed stagnation of service-oriented organization.Secondly,the role of village-level democracy has declined and the interests of the peasants maintenance mechanism have fractured.Thirdly,the foundation of the village-level organization suffers more weakness,slackness and loss of credibility.Lastly,the legitimacy of the village-level organization is in question.Based on the theory of resource dependence,the reasons for the functional alienation of village-level organization in the post-agricultural tax era are the change of external environment such as financial resources and institutional system,the internal governance resources shortage problems,the administrative assessment under the pressure system and the increasing of a utilitarian culture.According to the strategic task of the 18th National Congress of the Communist Party and the promotion to new rural construction,we give some advices to make the village-level organization return to its normal function: establishing the system of stable funds,enriching the governance resources of village-level organizations,promoting the public services,enforcing the responsibility of village officials,improving the ″Sunshine Village Project,″ establishing and perfecting the supervision system of village affairs,improving the structure of village-level organizations,establishing the village official exit mechanism,cultivating the rural public culture and modern civic awareness. Using questionnaire surveys and case studies,we grasp the current performance of the village-level organization,observed the functional alienation in the post-agricultural tax era,and put forward some feasible countermeasures.A limitation is that we were unable to follow different levels of economic development to classify the functional alienations of the village-organization in different areas.

Abstract:Being a matching countermeasure of the reform of taxes and administrative charges that is a rigorous and rapid approach with obvious effects,merging villages into towns for an enlarged scale brought a positive influence on the construction of village's Party branches as well as a new challenge.Therefore,the following works should be done: further clarifying the implication of the leadership of village's Party branches so as to promote them to change into service-oriented Party branches;focusing on improving the level that village's Party branches lead other village-level organizations;upholding fairness and justice and strengthening village's Party branches' guiding village affairs;fully developing inner-Party democracy and people's democracy in order to promote the sound development of rural democracy;and reinforcing team construction of village's Party branches

Abstract:The rural revitalization strategy is a major strategy put forward by the Party based on the realization of the "two centenary" realistic goals. In order for rural areas to develop, the economy will inevitably need to prosper, and the construction of high-quality grassroots party organizations plays an important role in rural economic construction. In the form of field research, we can further understand the self-construction and working methods of grassroots party organizations, and we can have a clearer understanding of the role of party organizations in rural economic development Efforts made. On this basis, the questionnaire was developed to further increase the understanding of the ways of high-quality party building to promote rural economic development, the optimization measures to lead rural revitalization, and the optimization path of grassroots party organizations to help rural economic development through descriptive statistical analysis of the questionnaire results. Based on the achievements of existing theories and adhering to the principle of theory guiding practice, this paper takes the eight market villages in Bengbu City, Anhui Province as an example, and discovers its development dilemma and reasons through the study of the development status of the village's economy, culture, ecology and other aspects under the leadership of the current party building, and discusses the way out for the party building to lead the development of rural economy.
Determinants Of Residential Solid Waste Management Services Provision: A Village-Level Analysis In Rural China

Abstract:Providing residential solid waste collection (RSWC) services is the first and most indispensable part of residential solid waste management and is crucial for rural environment protection. This paper seeks to analyze the determinants of RSWC services' provision at the village level, based on a latest survey data set of 150 villages in the Poyang Lake Eco-Economic Zone (PLEEZ) in Jiangxi Province. Using a Probit regression model and a Bivariate Probit regression model, our results indicated that: (1) The provision of RSWC services is not evenly distributed and richer villages have more RSWC services; (2) A showcasing phenomenon exists in the provision of RSWC services. Villages that are more populous, nearer to the township government, and located in the new countryside and old liberated areas saw an increase in the provision of RSWC facilities, services that will more easily showcase village leaders' political achievement, while the provision of RSWC workers and both RSWC facilities and workers, services that will less easily showcase village leaders' political achievement, do not increase in these villages; (3) Informal governance characteristics, such as the ratio of largest family clans, whether village leaders come from the village's largest family clans, and the number of people working in the upper-level government have strong predictive power over the provision of RSWC services, while formal governance characteristics, such as elections, do not matter in RSWC services' provision.

Abstract:With the rapid development of society and economy, grassroots organizations in rural pastoral areas are an important part of party building, shouldering the mission of implementing party policies, and playing an important role in leading herdsmen to fight poverty and realize basic modernization in rural areas. The mission and responsibilities of grassroots party organizations in rural and pastoral areas are undergoing profound changes. Strengthening the construction of grassroots party organizations in rural and pastoral areas will help promote the relationship between the party and the masses, cadres and the masses in rural and pastoral areas, and promote the establishment of party organizations in rural and pastoral areas. At present, grassroots party building in rural pastoral areas is facing new challenges, such as insufficient party organization building, and unclear power boundaries between party organizations and villagers’ autonomous organizations. Only by accelerating the construction of infrastructure and public services in rural pastoral areas and doing a good job in the construction of rural grassroots party organizations can improve the level of party building in rural pastoral areas and promote the basic modernization of rural areas.

Abstract:Recently, floating population has become a prominent phenomenon in China, especially those moving from underdeveloped area to developed area and those from rural area to urban area. Taking Pinghu town, Shenzhen municipality as a case and based on field survey and typical investigation, this paper particularly analyzed the social structure of the floating population and the characteristic of floating population's occupancy on urban built land in periphery area of metropolitan. Most of the floating population in Pinghu was poor educated young people; about 70 percent aging from 18 to 28, and 80 to 90 percent had received no more than primary education. About 77 percent of them came from other provinces than Guangdong, especially from Sichuan and Hunan as well as Guizhou, Jiangxi and Guangxi, most of which are underdeveloped provinces in Southwest China. According to their occupation, the floating population could be divided as businessmen and workers. Businessmen, amount to about 13 57 million, were mainly distributed in commercial areas, while the workers, about 7 9 million, lived in industrial areas. The density of floating population was very high, hence the built land area per person was too small. The floating people lived too congested, without enough sanitary fittings. This paper took urban planning as an approach, by analyzing the floating population's needs on housing and social utilities, and converting such needs into urban built land demands during the planning process. Then, concerned advice was given on how to regulate current unreasonable structure of urban land to meet the total social demand, especially taking the floating population into account. Since the relationship between the population and land is hard in Pinghu, the proportion that the floating population occupied could not reach the Urban Planning Standards of Shenzhen yet. But the improved condition will meet the needs of floating population essentially.

Abstract:External systems are embedded too densely in the village-level autonomy,which imposes administrative reliance on the CPC grass-root organizations and leads to difficulties in solving the problems of the CPC grass-root organizations such as weakened supervision,rigidity of services,and lack of talents.History has proven that,persisting the mass line,innovating the construction and activity types of the Party's grass-root organizations,effectively covering the village-level living space and productive space,and cultivating endogenous systems through organizational construction and talent cultivation are strategic measures for improving villager-level autonomy.

Abstract:It's helpful to study the flat buying intentions of the floating population for solve their housing problems,as large scale floating population living in big cities will be a common phenomenon for a long time.They play as important supplement to the labor market for these cities.But urban villages as their home are going to be renovated;meanwhile the local government doesn't make a perfect building plan for them.Where should they go and live? Do they intend to buy a flat in real estate market? In this paper,Shenzhen is taken as a case to explore the characteristics and modes about house buying of floating population in urban villages.Using the data of questionnaire,living conditions and intentions of buying house have been found out,and then factors that influence housing buying intentions have been uncovered by logistic regression.According to the survey,the conditions of floating population in urban villages are much poor than registered people,crowded,short of facilities and public services.On the other hand,convenient commuting and endurable rent catch their satisfaction.It showed that age,education,length of living,family income,the rent and satisfaction index of the house living,registration and intentions of staying in Shenzhen have significant impact on their house buying intentions.There are some differences comparing with registered residents: 1) young floating people tend to buy house more eagerly than older ones;2) income does not have such deep influence as it playing on these registered ones;3) more satisfaction with the house living condition now,more intentions to buy flats.At last,registration has a significant influence on house buying intention,and people with urban registration shows a higher house buying intention.
