THE FLOATING POPULATION STRUCTURE AND ITS LAND USE CHARACTERISTICS IN PERIPHERY AREAS OF METROPOLITAN --A Case Study of Pinghu Town, Shenzhen Municipality

Abstract:Recently, floating population has become a prominent phenomenon in China, especially those moving from underdeveloped area to developed area and those from rural area to urban area. Taking Pinghu town, Shenzhen municipality as a case and based on field survey and typical investigation, this paper particularly analyzed the social structure of the floating population and the characteristic of floating population's occupancy on urban built land in periphery area of metropolitan. Most of the floating population in Pinghu was poor educated young people; about 70 percent aging from 18 to 28, and 80 to 90 percent had received no more than primary education. About 77 percent of them came from other provinces than Guangdong, especially from Sichuan and Hunan as well as Guizhou, Jiangxi and Guangxi, most of which are underdeveloped provinces in Southwest China. According to their occupation, the floating population could be divided as businessmen and workers. Businessmen, amount to about 13 57 million, were mainly distributed in commercial areas, while the workers, about 7 9 million, lived in industrial areas. The density of floating population was very high, hence the built land area per person was too small. The floating people lived too congested, without enough sanitary fittings. This paper took urban planning as an approach, by analyzing the floating population's needs on housing and social utilities, and converting such needs into urban built land demands during the planning process. Then, concerned advice was given on how to regulate current unreasonable structure of urban land to meet the total social demand, especially taking the floating population into account. Since the relationship between the population and land is hard in Pinghu, the proportion that the floating population occupied could not reach the Urban Planning Standards of Shenzhen yet. But the improved condition will meet the needs of floating population essentially.
