The Development of Regulatory Theories on Western Natural Monopoly Industry and Comment to Them

Abstract:In accordance with the development of economic practice,the regulatory theories on western natural monopoly industry witness a gradual process.For the traditional public interests regulatory theory,it is thought that because of the existence of externality,there is market failure,so the regulation is needed;However,for the capture theory,it is thought that regulators are easily captured by the interest groups,the welfares raised are in the industries themselves rather than the overall social welfare,which even form entry barrier to new entrants;Subsequent economists found that the real regulations have contradiction to the public interest theory and capture theory,so they establish the economic regulation theory,which mainly focus on who are beneficiaries and who are not,and the effect to resource allocation by regulation;For the sake of technical progress and the wave of privatization,it poses challenge to the previous theories,then the deregulation theories emerge,such as incentive regulation,contestable market theory,natural monopoly elasticity regulation theory,and so on.These theories can provide useful experience for the forthcoming institutional changes in the natural monopoly industries of China.
