Restricting Power by Morals：Reality and Possibility

Abstract:Restricting power by morals is one of the most important ways to realize power restriction. It is able to improve the moral level of the power subject, ensure the power using for the public, and curb the corruption from the source. It can supplement and transcend the other ways of power restriction. However, there are three levels of obstructions hindering its realization in the political practice. First, the moral belief, at the level of the power subject, is degenerating, resulted from the expansion of the self-interest under the market exchange principle. Second, the moral heteronomy, at the level of moral itself, is lack, because of the unsoundness of moral legalization and the imperfection of social supervision. Third, the moral climate, at the organizational level, is declining, due to the distortion of moral institution of the public organization. The realization of the power restriction by morals depends on the mutual coordination of four approaches： establishing the political moral belief through innovating moral education, clearly defining the moral boundary of the power through perfecting moral legislation, strengthening the moral supervision of public opinion through improving moral accountability, and enhancing the moral climate of the public organization through remedying the moral institution.
