Abstract:Currently, due to the institutional constraints and the impacts of“corruption sub-culture”, the corruption forms in colleges and universities not only has the general forms as in other fields, such as the personnel corruption, the infrastructure corruption and the equipment purchase corruption, but also has its special forms, such as the research funding corruption, the enrollment corruption and the school industry corruption, which show the characteristics of a wide range of corruption, large amount of corruption, prominent“top leaders”corruption, and deep harm to society. Thus, according to the new situation and tasks of the current anti-corruption, we should change the traditional concept of anti-corruption timely, and accurately grasp the focus points of anti-corruption in universities. Only when we grasp early and small on the basis of establishing and perfecting the mechanism of clean government and anti-corruption in colleges and universities, we can effectively prevent those people who take advantage of the system loopholes causing huge harm to our society at the same time of fastening the system, compressing the space of power rent-seeking and corruption.

Abstract:It is of great significance to observe the phenomenon of collective bribery from the perspective of human relations.Chinese traditional human relations have unique localized features which,while still playing a role in present political life,have become an important fact that stimulates collective corruption.Officialdom's high frequency of and the corruption iron-triangle are two theories adopted by scholars to explain the occurrence of collective bribery.However,viewing from the perspective of human relations,one can readily find two points: 1) supervision can hardly be exercised over the crime,and 2) the dark figure of the crime high.Accordingly,two measures should be taken to prevent collective corruption: to encourage people to charge with the crime through network and to make the penalty severer so as to increase the cost of the commission.

Abstract:This article analyzes the tendency of corruption and anti-corruption in contemporary China,which includes the following six aspects.Namely corruption has transformed from embezzlement to bribery,then to the conflict of interests;from the public sector to the private sector and social organizations;from personal corruption and unit corruption to collective corruption;from influencing policy implementation to policy-making;from combating black corruption to grey corruption;from the punishment to demanding side to supplying side of corruption.The findings of this article will inspire people to better understand the development tendency of corruption and formulate the efficient targeted anti-corruption countermeasures.

Abstract:The subject of the study is the concept of CORRUPTION from the point of view of its implementation in the tests of political discourse. The purpose of the study is to conceptualize the concept of CORRUPTION in the semantic space of the modern Russian language (based on the material of texts containing the concept of "corruption" in the electronic version of the journal "RBC"). The article concretizes the term "corruption", postulates its legal formality. The concept of discourse is detailed and the affiliation of the concept of CORRUPTION to institutional political and economic discourses is formulated. The specific examples published in an authoritative Russian business magazine and reflecting the current attitude of society to the phenomenon under consideration are analyzed. The methodological base includes conceptual analysis, semantic analysis, content analysis, description and systematization. The scientific novelty lies in the fact that the subject of the study is the implementation of public discourse in the form of media tests published for a wide audience, in which social, and linguistic transformations become noticeable before other written sources. This makes it possible to actualize an important social phenomenon. The results obtained complement the system of scientific knowledge on the problems of conceptualization and transformation of the concept, and can also be used in teaching. The results of the study showed that each text with the help of certain expressions creates a special lexical and conceptual core, which includes, among others, the words and expressions "clean", "crime", "damage", "loss of trust" and others. This core depends on the subject of the discussion.

Abstract:To promote the anti-corruption construction in contemporary China,we should both inherit the excellent thoughts of anti-corruption in ancient times and improve the practical work of anti-corruption at present so as to create a way of anti-corruption with Chinese characteristics.Wang Chuan-shan,a famous Confucian during the transitional period between Ming Dynasty and Qing Dynasty,formed a set of systematic and complete thought of anti-corruption by combining his own experiences as an official and his profound idea of the end of Ming Dynasty.Wang Chuan-shan's clean government thoughts mainly consist of three parts.The first is paying attention to official morality to ensure the lasting of political stability;the second is emphasizing supervision,especially "strictly supervising senior officials";the third is constructing power supervision system,which is composed of "emperor,chancellor and remonstrator".His thoughts have a referential significance for the present work of anti-corruption.We should enhance the training of official morality by eight regulations,stiffen the penalty of corruption no matter it is serious or not,and perfect the present power supervision system from the top level by regulating the implementation of powers.

Abstract:Currently, there are more and more academic corruptions in the university, i.e., plagiarism, academic trade, academic domination phenomenon, sale of academic resources, academic degree fraud, academic foam and low-level repeat etc. The main reasons for academic corruption are indifferent academic moral consciousness for researchers,incomplete laws to punish academic corruption, the lack of monitoring mechanisms, and unscientific assessment mechanism in colleges and universities. Therefore, this paper proposes many anti-corruption methods of strengthening academic moral, improving relevant laws, establishing reasonable mechanism for monitoring and punishing,and reforming university academic evaluation mechanism.

Abstract:The specific manifestations of the corrupt officials’dual characters have different forms, but they have two basic forms. One is in different stages, another is opposite performance in the process of corruption. As in contrast to clean govern-ment culture but popular at the same time, corruption subculture is not only the political ecological factors that caused corrup-tion in some areas, but also the cultural roots leading to Four Problems of the Mood, which seems to be improving on the sur-face, but it’s root is still alive, even providing important cultural soil for corrupt officials’ dual characters. Therefore, when building the road of clean government culture under the background of corruption subculture, we should adhere to the road of systematic governance and implementation of comprehensive policies, paying special attention to strengthening the education and cultivation of spirits and values of clean government culture, and to highlighting the elimination to corruption subculture. As long as the cultural soil of corruption exists, corruption is inevitable.

Abstract:Based on an evaluation of three methods adopted by current empirical analysis of corruption, this article argues for a statistical analysis method of studying corruption cases. It adopts three new indicators: the latency period of corruption, the number of newly occurring corruption cases and the cumulative number of cases. By applying these indicators to an analysis of 594 majorcorruption cases, the article develops a new method to describe the position of corruption in transitional China, and presents new evidence on characteristics and trends of corruption and its relation with China's economic transition.

Abstract:The article observes the problems of the anti-corruption strategy in the People's Republic of China that have taken place over the years, with a focus on the efforts made to control and prevent corruption. First of all, it tells about the efforts to fight corruption, which were implemented in the form of periodic intensive anticorruption campaigns. The study also touches on the modernization of Chinese anti-corruption strategy, its transition from the style of campaigns to the construction of rules that combine both pre-regulation and post-factum punishment. Finally, the model of the united centralized anti-corruption agency is considered with the establishment of the National Supervisory Commission as an overarching body to oversee all anti-corruption work. It also examines the practice of adjusting the structure of the dual leadership of local commissions for discipline inspection, where the powers of higher commissions for discipline inspection prevail over the powers of local party committees in investigating cases of corruption. This practice is interesting, including from the point of view of its scope. It is concluded that the creation of a dominant anti-corruption body can be an effective example of how a system is formed to counter and prevent corruption.

Abstract:Constructivism is the most dynamically evolving concept in the sociology of social problems. The research projects based on this paradigm, especially those dedicated to corruption, provide valuable insights and opportunities to formulate conclusions on the nature of this phenomenon, which would be difficult to derive from other theoretical traditions. The main purpose of this paper is to show how a constructivist approachmight be used to better understand the nature of modern corruption, and why one of the most popular solutions nowadays, anti-corruption agencies (ACAs), so often fail. The author’s main argument is that one of the most important reasons why the ACAs fail is strongly related to how a social problem of corruption is constructed.

Abstract:Objective: Corruption, seen as the abuse or misuse of power or trust for one's benefit instead of the purpose for which that power or trust was granted, has caused problems for many countries and the principles of Social Responsibility through the models of Carroll and Schwartz and Corporate Governance (have been pointed out in the literature as a mitigating agent of this problem. On the other hand, other research indicates the need to be cautious when guided by the mentality of the Agency Theory, which defends it as a neutral and sufficient instrument to mitigate corruption problems. Method: This study consists of a theoretical essay based on a bibliographical survey that exposes the themes of Corruption, Social Responsibility, Corporate Governance, and Agency Theory. It surveys the different definitions, lines of research, lines of thought, supporting theories, dualities, and conflicts around the mainstream. Results: The study's justification is centered on the perception that while studies have empirically tested the relationship between corruption and countries' accounting environments, only some have dedicated themselves to critically reflecting on the knowledge produced about this relationship. Originality/Relevance: In the context presented, a good governance structure is recommended for effective administration and management in anti-corruption bodies. The principles of Corporate Governance and Social Responsibility, which are Transparency (disclosure), Accountability, and Fairness, align with the principles of Agency Theory, which are mainly related to ethics and morality in interpersonal relationships in organizations. Theoretical/methodological contributions: This contribution is intended to reflect on the need for organizations to contribute to the fight against corruption in their relations and to the realization of a socially responsible administration through Corporate Governance and Agency Theory, with consonance between the objectives of shareholders and agents in an intermittent fight against corruption.
