Abstract:Ecological modernization theory discusses an ecological transition of society,both with respect to its political and economic systems and its cultural ideology.It also sheds new ideas on how governments,enterprises,NGOs and individuals are involved in the governance and management of environmental problems.This article first reviews the core ideas and basic elements of ecological modernization theory,and discusses the most important debates that emerged during its development.Considering current economic dynamics and an urgent need to develop a low carbon economy in China,the ecological modernization theory could provide some important references for this low carbon transition.Especially those discussions about production and consumption during the development of this theory,are vital references for discussing issues like core orientations of developing a low carbon economy.Based on the theoretical ideas and those major debates,we argue that China's low carbon transition requires a transformation from an emphasis on production-oriented strategy to considerations on both the upstream and the downstream,supplemented with a strategy that emphasizes the crucial role of consumers in the change-over to a sustainable society;an economic transformation also emphasizes the transformation of institution,which needs to stimulate the participation of multiple actors in the ecological transition instead of just relying on the present administrative pattern of command and control;as the micro economic agents,the enterprises should lay stress on a reform of institution and management with ecosystem protection as their own responsibilities,from a long term perspective consumers operating at the down-stream end of production and consumption chains have to be mobilized,with corporate strategies establishing a meaningful linkage between producers and consumers.All these transitions would be functional for promoting a successful low carbon modernization of China's economy.
