Abstract:The article surveys changes in American policy towards the "non-aligned" Asian countries under the Eisenhower and Kennedy Administrations.The author argues that in the first term of the Eisenhower administration Washington failed to recognize the importance of the Non-Aligned Movement.With the successful convening of the Bandung Conference and the changes in the international situation,the American government began to reassess the Non-Aligned Movement followed by an adjustment of policy.After John F.Kennedy came into power,the American government viewed the non-aligned countries under the prism of the development of the Third World,and then provided these Asian countries with large-scale economic aid.

Abstract:The Enlarged Geneva Conference on Laos from 1961 to 1962 was a notable case in which China and the United States sought a certain degree of compromise in the Cold War adversaries.Why did the relative detente at the Geneva Conference not pave the way to further rapprochement between Beijing and Washington? Using newly declassified archives from both China and the United States,this article finds the reason lies in the factor of power politics.Beijing and Washington would like to reach a modus vivendi rather than to run the risk of being dragged into a confrontation over Laos,which both regarded as strategically unimportant.Yet,beyond Laos,both Beijing and Washington refused to compromise over their most fundamental strategic goals.For the United States,the Kennedy administration continued to refuse to accept China as a great power in the international system.Perceiving Communist China to be irrational,aggressive and intransigent,Kennedy found China's rise in power posed more threat to U.S.strategic and security interests in East Asia and Southeast Asia than the Soviet Union did.Kennedy and his top advisers worried that granting China diplomatic recognition while Beijing was determined to weaken U.S.power position in Southeast Asia would be tantamount to backing down in the face of China's pressure and to rewarding aggression,which would only invite more aggression from Beijing.For China,Chinese leaders also saw the strategic utility of maintaining an anti-U.S.strategic posture.They believed China's route to great power did not come from a rapprochement with the United States.Rather,China could only realize its great-power-ambition by consolidating its leadership in the socialist camp and championing nationalism in the Third World.

Abstract:Making use of the latest declassified American governmental files this paper is purported to provide useful references for studies on the American decision-making on questions about China during the Cold War through an analysis of various factors influencing the Johnson administration's policy on China's representation in the United Nations.In view of the prevailing international situation at that time the Johnson administration sensed soon after Johnson moved into the White House that it was difficult for the old American policy on China's representation in the UN to last long and therefore did its utmost to look for a new bottle to hold the old wine.Driven by multiple factors,the Johnson administration finally decided,after sustained decision-making debates and continuous vacillation in its stand,to support the resolution of the “Study Committee” with an implication of “two Chinas” as the main trick to forestall the failure of its policy on China's representation in this world organization.

Abstract:Soon after the founding of New China, the U.S. adopted a policy of travel restrictions towards China. Due to changes in the international situation in the mid 1960s, the Johnson administration took the relaxation of travel restrictions towards China as a breach and gradually readjusted the rigid American policy towards China. After Nixon assumed office, these travel restrictions were completely abolished. The evolution of the American policy of travel restrictions towards China in various American administrations reflected, to a certain degree, the trend of American China policy in that period of time. This paper investigated the American policy of travel restrictions towards China from its beginning to the end.

Abstract:Based on the newly declassified U.S. documents, this study tries to analyze the cooperation and conflict between the U.S. government and Guomindang on the issue of Chinese Representation in the UN during the mid-1960s. After much deliberation and argument, the Johnson administration decided to support the resolution of setting up the “Study Committee” in the UN to deal with the Chinese Representation problem. This was a great retreat from the Guomindang's claim that it was the only legal Chinese government in the world, but under pressure, leaders of Taiwan had to make compromise in the end.

Abstract:The proposed article is devoted to the figure of Secretary of State Dean Rusk during the presidency of John F. Kennedy in 1961–1963, with special attention to the interpersonal relationship between him and the president. The purpose of the work is to emphasize the importance of studying the interaction between the president and the secretary of state, which often plays a key role in the formulation and implementation of the foreign policy of the United States of America. The ability of the president and his secretary of state to listen to each other and communicate effectively can determine success or failure in implementing foreign policy initiatives and managing crisis situations. The research methodology is based on a critical analysis of scientific literature, as well as on the application of problem-chronological and systemic approaches. The basic principles of the article are the principle of historicism, objectivity and scientificity. Comparative, historical-systemic, historical-genetic methods are used for scientific understanding of the proposed problem. The scientific novelty of the article consists in drawing the attention of researchers to the figure of Dean Rusk, as well as in offering a different point of view on Dean Rusk’s place in the relationship with President J. Kennedy. Contrary to the prevailing view of Dean Rusk’s insecurity, mysteriousness, and modesty as the key to his failure as the president’s foreign policy advisor, we argue that these aspects became «victorious» in interaction with the president, acting as a certain «balancing factor» of J. Kennedy’s activism. Conclusions. The relationship between John F. Kennedy and Dean Rusk was complicated and occasionally strained. J. Kennedy and D. Rusk had different views on foreign policy issues. J. Kennedy often avoided the opinions of D. Rusk, did not always fully trust him, or did not consider his opinion reliable. Wanting to be the main initiator of the foreign policy of the United States of America. The crises that the US faced in the early 1960s were partly the result of the politics of interpersonal attitudes: both Dean Rusk and J. Kennedy were individuals who did not correspond to the essence of America in the late 1950s and early 1960s (in the context of a globalized understanding of foreign policy), however, it is unlikely that Kennedy would have been able to find a better candidate for the position of Secretary of State than Dean Rusk (in the context of interpersonal relations).

Abstract:At the end of 1949, aiming at checking the global strategy of the Soviet Union, the Truman Administration decided to adjust its policies to China, that is to say, it changed its policy of getting involved after the Second World War into the policy on getting away, which demonstrated itself on the change of the policy from letting go to giving up interfering Taiwan issue. But with Sino-Soviet forming an alliance and reoccurrence of intrinsic anti-communism doctrine, there surged fierce wave of McCarthy's doctrine in USA, which not only made American political environment worsen seriously but also induced the Truman Administration to change its foreign strategic guiding theory basically. After the eruption of the Korean War, the Truman Administration danced to another tune. At the same time, it ordered the Navy' s Seventh Fleet to blockade the Taiwan straits under the pretence of protecting Taiwan and attempted to obstruct the territory unification of China. From then on, the Taiwan issue became a submerged reef on the channel of Sino-US relations, which makes it possible that the Titanic of the Sino-US relations could sink any time.

Abstract:The most intriguing thing about the China policy of the Bush Administration during its first term is not that it did not follow up with its campaign promises. Rather it is the continued contradiction and inconsistency in conceptualization and implementation. Throughout the past 4 years, one heard two different voices from the Administration: one advocates a candid, constructive and cooperative relationship with China; the other insists on the need to restrain and contain China. Since 9/11, against the backdrop of the war against terror, the first voice prevailed over the latter. However, while the latter voice was largely subdued, it did reassert itself at times and on certain issues, and threatens to come back when circumstances change. Four years after the Bush Administration came into office, the question whether China is a competitor or a partner still remained unanswered. This paper will first review the evolution of Bush Administration's China policy during its first term. Then it will try to analyze the major factors shaping the development. Finally, it will speculate on the prospect for development of the relationship in Bush's second term.

Abstract:Kennedy Administration organized the Peace Corps by taking the form of volunteers. This organization provided the so-called Middle-level Manpower to the undeveloped countries in order to offer technological aid. In fact, its emergence is the result of the reflection on America’s postwar foreign aid work. It also adds new content to America’s foreign aid work. Its deeper consideration is the issue of the future development path of numerous undeveloped countries, that is, those countries intend to realize modernization in what way, by following the capitalist development model represented by America or the socialist development model represented by the Soviet Union or China. Kennedy Administration intended to show America’s experience and technology of modernization to the Third World countries, thus luring those countries to take the Americanized modernization path.

Abstract:Since 2010, the Obama administration's South China Sea policy has moved steadily toward posi-tive intervention and side-choosing, which negatively impacted Sino-U.S.relations and complicated the South China Sea issues.The Obama administration not only doubted the legality of China's nine-dash line claims, but also charged that China has interfered with the freedom of navigation in the South China Sea, and urged China to stop land reclamation in the South China Sea.Besides, U.S.also encouraged the Philippines'efforts to submit its maritime disputes with China to international arbitration to internationalize and multilateralize the South China Sea disputes, provided diplomatic support and military aid to Vietnam, the Philippines and other claimants, and even sent airplanes and ships to the disputed area.The change of Obama administration's increasingly biased position and intrusive measures in the South China Sea policy re-flects not only the growing concerns and worries of U.S.toward China's strategic intentions and maritime aspirations, but also Obama administration's willpower to maintain U.S.leadership in Asia-Pacific and the efforts to pacify its East Asian allies and partners.Looking forward, U.S.position on the South China Sea will turn even more aggressive in view of the coming presidential election cycle and growing hawkish attitude toward China.China should think in longer term and take comprehensive and balanced measures to cope with the knotty issue of the South China Sea disputes.

Abstract:With the cold war confrontation extending to the Third World in 1960s,the role of the second and third generation of young leaders in Asia,Africa and Latin America countries attracted more attention from American policy makers.As a result,the Kennedy Administration began to integrate all the efforts and programs carried out by respective governmental agencies to gain decisive influence on the rising leaders of the developing countries,and finally worked out a well-defined Youth Program and a top-down institutional organization.Consistent with general objectives of American psychological warfare,the so-called Youth Program endeavored to win over the hearts of target groups,channeled them to a road of pro-America and Anti-communist,and undermined their political orientation to the end.Though huge manpower and material were poured into the effort,the Youth Program failed to make much progress in influencing the third-world youth during the term of Kennedy and Johnson Administration.Nevertheless,persistent ideological and cultural indoctrination to these youth by the US Government in a sense contributed a lot to the final political options of the Third World.
Reluctant Reconciliation: South Korea's tentative détente with North Korea in the Nixon era, 1969–72

Abstract:This article discusses the impact and implications of Sino-American reconciliation on South Korea's policy towards its conflict with North Korea as well as its effect on South Korean politics in the early 1970s. Specifically, this article will examine how the Park regime altered its policy toward the North in response to the demands of the Nixon administration, before discussing the limitations of the policy in terms of the hostile approach of the Park regime toward Pyongyang during its talks with North Korea in 1972. Based on recent findings in the South Korean and American archives, and an interview with former KCIA official Gang Indeok, this article contends that this particular focus provides an interesting case study to explain the impact of global changes on the domestic politics of specific nation(s) during the Cold War era. Along with many other American client states, the Republic of Korea misunderstood the objective of the United States before Nixon announced his Doctrine in 1969 and intention to reduce American support for Park. To be sure, it was not Washington's intention to build a democratic country in the Korean Peninsula. Rather, as Westad has indicated, the superpower sought greater control over the world and the expansion and extension of its power. This short article will thus demonstrate the process by which the client states of the United States—in particular, South Korea—came to understand the real aims of Washington and learned how to utilize these American intentions for their own national interest.

Abstract:Inheriting Wilson's idealism,Jackson Doctrine that contains a potent hatred against any hostile ideologies,and realism that believed and implemented by Nixon administration,the Neo-Conservatism opposes any intervention from international organizations and multilateralism.It maintains that U.S.must protect its convictions and interests by force if necessary,and that the expansion of democracy is the only reliable measure for guarantee of U.S. security.Generally speaking,there are two different opinions on the handling of Korean nuclear issue and concerning the perception on North Korea,among which the neo-conservatism takes a prevalent status and orients the U.S.policy on North Korea.It is owing to this doctrine that Bush administration formulated its own policy on Korean nuclear issue,which is a drastic alteration from the relatively mild"engagement strategy"of Clinton administration,and that a new crisis happened on Korean nuclear issue.

Abstract:In recent years,U.S.congressional-presidential relationship has undergone fundamental changes in the field of American foreign policy,and produced effects on U.S.China policymaking.On the one hand,the bipartisan consensus as the backbone of U.S.foreign policy has been weakened.On the other hand,the Congress is seeking to strengthen its role in the process of U.S.foreign policy making.In unfolding debates over China,the strands of"confrontation"and"engagement"can find their advocators and supporters in both the Capitol Hill and the White House.The political discourses have revisited major concerns of the United States toward China since the end of the Cold War,but are narrated in new lexicons in thenew era.As for the agendas of U.S.China-policy,there has been continuity of competition,strife and compromises in the power relationship between the legislative and executive branches.

Abstract:The 1960s marked a critical juncture in the history of the Cold War, and the history of international politics in general. The rise of Communist China as a nuclear power, the Sino-Soviet split, and the beginning of Sino-American rapprochement in late 1969 led to a significant re-configuration of global strategic and geopolitical landscapes, resulting in the gradual dissolution of bipolarity and the emergence of triangular politics. The balance of power theory predicts that China, as a weak power, would have sought American assistance in countering the threat from Moscow as the relationship between the two communist powers deteriorated. In contrast to what realist theory suggests, however, Beijing refused to seek rapprochement with Washington and pursued an antagonistic policy toward the United States throughout the 1960s. Why did China refuse reconciliation with the United States? How is China’s anti-U.S. strategy to be understood? Despite its importance, China’s policy toward the United States in the 1960s has not been well studied.1 Most of the scholarship focuses on the Sino-American rapprochement that took place after 1969. One of the most widely accepted explanations of the Sino-American rapprochement holds that Beijing and Washington came together to balance against the common threat from the Soviet Union.2 However, the balance-of-power and balance-of-threat arguments fail to explain why there was no rapprochement prior to Richard Nixon’s visit to China despite the fact that the Cold War world was similar both before and after 1972.3 If one looks at the distribution of power in the international system throughout the 1960s and 1970s, the United States and the Soviet Union remained the dominant superpowers and the system was predominantly bipolar. If bipolarity and the Soviet threat led to Sino-American rapprochement, why did these factors not push China and the United States in this direction in the 1960s?

Abstract:Inheriting the traditional ideas of the Republican Party,the Eisenhower Administration determines the foreign economic policy soon after it takes office.This policy is called "trade not aid" and touches off a debate in American political circles at the beginning of its appearance.Eisenhower Administration begins to revise the policy of development assistance as the Soviet Union develops its economic relationship with the developing countries positively.America increases the proportion of development assistance and appeals to the multilateral international assistance system,and sets up International Development Association with other west countries.Besides,Eisenhower Administration focuses on the development assistance to the Latin America countries.This adjustment in development assistance is to stabilize the rule of American allies and contest in the intermediate zone against the Soviet Union.

Abstract:The paper analyses the Sino-American contacts of 2009–2012 on the Tibet issue, which had occupied an important place in China–US relations since the 1980s. With Barack Obama moving into the White House, the US adopted a softer policy aimed at strengthening the relations with China. However, the Tibet issue remained a source of conflict and disagreement between Beijing and Washington. US leaders believed that China was pursuing a tough policy towards the peoples of Tibet and suggested some ways to settle the issue. Beijing, in its turn, saw this as an interference in China’s internal affairs. Having examined the works of Russian and foreign researchers, the author comes to the conclusion that for the United States the issue of human rights in Tibet was not of strategic importance, but, primarily, an opportunity to discredit China on the international arena, as any decision taken by the country would be deemed insufficient. Understanding this, Beijing reacted quite sharply to Washington’s comments, closing the door to further discussion. The paper’s chronological framework spans from the beginning of Barack Obama’s (2009) to the end of Hu Jintao’s (2012) term in office. The author turns to various sources in English and Chinese, which gives the article a significant element of novelty.
