Abstract:This paper reports issues arising from a longitudinal study of 1991 to 2002 Australian higher education equity data. The national equity framework uses an empirical performance indicator system to monitor access, participation, success and retention of six designated equity groups. The paper examines three possible approaches for defining new groups. It finds no support for an exploratory empirical approach, or for an approach based on definitions of multiple disadvantage, but supports an approach which takes account of secondary school attendance. A case is made for a more sophisticated and contextualised approach to national reporting, to increase the responsiveness and productivity of the policy framework. While the benefits of a national equity policy framework are acknowledged, the paper proposes possibilities for new approaches to monitoring and measuring disadvantage in higher education.

Abstract:Using data from CGSS,this paper quantitatively examines the heterogeneous treatment effect of higher education expansion (HEE)on return to higher education between treated groups.First, under conceptual framework of the counter-factual and local average treatment effect,we identify different treatment groups whose educational achievement was affected by HEE:never-takers,compliers and al-ways-takers.The results show that:for compilers,its revenue grew by about 40%;for always-takers,the advantages of revenue was not significantly weakened;enrollment policy effects of heterogeneity university education significantly different rates of return between men and women in the sample.It is necessary to equalize the quality of education, expand student loans benefit from measures to protect vulnerable groups,such as surface rights of higher education.

Abstract:The problem of equity and efficiency is one of the important problems in the development of higher education in many countries. It is generally thought that equity and efficiency can be integrated theoretically and macrocosmically, and can keep harmonious and maintaining development. However, they are usually contradictory microcosmically and practically, and seem to be a problem in dilemma that cannot be reconciled. The equity and efficiency of provincial higher education in China is a typical and concrete problem to which we should pay more attention at present. In this paper, through making some statistical and correlation analysis of the indexes in 1990 and 2000, which reflect the development condition of higher education, and economy in China, we review the development and change features of the equity and efficiency of area higher education in 1990s in China , and make a demonstrational analysis and evaluation of the equity and efficiency of higher education in China from 1990 to 2000 by revealing the quantitative relation between them, then propose some relevant countermeas-ures and suggestion to the further development of higher education in China in the future.

Abstract:Although the organizational justice theoretical framework has been used frequently across a wide variety of settings, its use in examining higher education institutions has been limited. The purpose of the study reported here was to begin the process of applying this framework to higher education by identifying the distributive justice sub-principles of equity in this setting. For the study we interviewed nine academic deans across diverse disciplines and identified five sub-principles. These sub-principles of equity were (a) quantity and quality of research publications, (b) external research funding, (c) quality of teaching, (d) impact on students, and (e) quality service. There were differences in the relative importance of these five possible contributions to the institution, as well as how they were assessed. The five sub-principles can be used in future research to examine higher education resource distributions and their impact more fully.

Abstract:The discourse of educational equity has captured public imagination and become an entrenched policy value. In the attendant struggle to improve educational equity, governments draw inspiration from analyses based on data from highly standardized, international large-scale assessments. As these analyses are used as a lever for policy formulation, it is important to understand how this concept of equity is appropriated. Lacking a synthesis of how equity is conceptualized and operationalized in this body of research, the current paper seeks to fill that gap by presenting a systematic review. Our analysis incorporates an identification of operational patterns and an exploration regarding the linguistic elements for defining equity. We chart the theoretical and methodological diversity among interpretations of equity, as clustered into five major research approaches. In light of these results, benefits and limitations of the concept's complexity are discussed and implications for research are forwarded.

Abstract:This chapter asserts the need to renovate and improve the equity framework advanced in A Fair Chance for All in order to support and shape the future of Australian higher education. Failing to renovate this national framework after 25 years renders it exposed to being further swamped and sidelined by other institutional and national initiatives, with many such initiatives residing outside the Framework in an undefined fashion. In this chapter we affirm the continued need for a national equity framework, but suggest that it must be expanded to fit contemporary contexts and do more to ameliorate educational disadvantage in Australia. We advance the need to create a more sophisticated perspective on student success that shifts focus from access to outcomes. A shift in policy emphasis should also move beyond preoccupation with the prospects of a small number of tightly defined groups. We discuss rationales …

Abstract:Widening participation in higher education for under-represented groups is a priority internationally. In Australia, the most common entry pathway for domestic undergraduate students is by obtaining an Australian Tertiary Admission Rank (ATAR) in the final year of secondary school. The ATAR system, however, has been criticised as disadvantaging certain equity groups. Consequently, widening participation policy has encouraged alternative entry pathways into university, including enabling/bridging courses, vocational education qualifications, or portfolio entry based on demonstrated skills and experience. There is, however, relatively scarce evidence of student use of these pathways, including those from equity groups. Drawing on national enrolment data and institution-specific pathway data for 16 Australian universities, this study's examination of admission data found increasing use of alternative pathways among most student equity groups, with variations by discipline. The findings inform stakeholder understanding of the relative success of alternative entry pathways in widening participation, informing strategies for improvement and future policy.

Abstract:As student populations worldwide become more diverse and many are challenged by poverty and social exclusion, educational equity's importance grows, both as a core value and as a driver for school improvement and redesign. While national and local policies vary, as do resources in support of equity outcomes, it is timely to identify, synthesize, and evaluate the available research with special attention to commonalities, similarities, and lessons learned. Mindful of selectivity, we summarize eighteen years' worth of equity-focused research and development conducted under the sponsorship of a state-funded initiative in the USA called NYKids. Utilizing practice-embedded research methodologies, research teams have identified, described, and interpreted seven keynote features of equity-oriented schools. They also have implemented research-practice partnerships that facilitate equity-oriented school improvement. This holistic, evidence-based, and practice-centered approach can be classified as "a strong equity approach", albeit a selective one, when alternatives worldwide are surveyed.
Influence of entry pathway and equity group status on retention and the student experience in higher education

Abstract:Expansionary policies to widen participation in higher education have led to a growth in alternative entry pathways into university. This study considers the experiences and retention outcomes of those entering Australian universities through different pathways, and how these vary across diverse student groups. Data were drawn from linked student administrative records for 81,874 students from sixteen Australian universities who commenced a Bachelor degree in 2015, with academic enrolment status tracked over five years, as well as data from a national survey of student experience conducted in 2019. Students from alternative pathways were associated with lower retention outcomes in the first year of study and poorer course completion outcomes, except those entering via pathway provider and enabling programs who reported more favourable retention compared to secondary school entrants. Students from equity group backgrounds were also associated with poorer retention outcomes, particularly Indigenous students, mature-age students, and those with disability. Associations between entry pathways, equity group status, and student experience were mixed. For example, equity group students generally had positive assessments of student experience, apart from those with disability, yet were associated with increased probabilities of intention to dropout from study. Social and personal reasons were found to be main drivers of dropout intention across different student groups. Findings highlight the need to address the varying factors that affect students entering through different pathways and from diverse backgrounds, rather than a one-size-fits-all approach. The study's recommendations inform stakeholders seeking to improve the experience and outcomes of diverse student groups entering higher education.

The future of education equity policy in a COVID-19 world: a qualitative systematic review of lessons from education policymaking

Abstract:Background : COVID-19 had a major global impact on education, prompting concerns about its unequal effects and some impetus to reboot equity strategies. Yet, policy processes exhibit major gaps between such expectations and outcomes, and similar inequalities endured for decades before the pandemic. Our objective is to establish how education researchers, drawing on policy concepts and theories, explain and seek to address this problem. Methods : A qualitative systematic review (2020-21), to identify peer reviewed research and commentary articles on education, equity, and policymaking, in specialist and general databases (ERIC, Web of Science, Scopus, Cochrane/ Social Systems Evidence). We did not apply additional quality measures. We used an immersive and inductive approach to identify key themes. We use these texts to produce a general narrative and explore how policy theory articles inform it. Results : 140 texts (109 articles included; 31 texts snowballed) provide a non-trivial reference to policymaking. Limiting inclusion to English-language produced a bias towards Global North articles. Our comparison with a review of health equity research highlights distinctive elements in education. First, education equity is ambiguous and contested, with no settled global definition or agenda (although some countries and international organisations have disproportionate influence). Second, researchers critique ‘neoliberal’ approaches that dominate policymaking at the expense of ‘social justice’. Third, more studies provide ‘bottom-up’ analysis of ‘implementation gaps’. Fourth, more studies relate inequity to ineffective policymaking to address marginalised groups. Conclusions : Few studies use policy theories to explain policymaking, but there is an education-specific literature performing a similar role. Compared to health research, there is more use of critical policy analysis to reflect on power and less focus on technical design issues. There is high certainty that current neoliberal policies are failing, but low certainty about how to challenge them successfully.

Abstract:Though many colleges and universities claim tobe driven by missions that highlight access, equity, and student success, academic policy andpractice do not always mirror these claims. American higher education institutions are “obsessedwith smartness” (Astin, 2017), yet fail to supporteducational attainment in an equitable manner. Educational inequality has its roots in PK–12 education(Dorn, 2017; Ladson-Billings, 2007) particularly asit relates to deficit ideology. The manifestations ofdeficit ideology in higher education are most starkly seen in how students on academic warning (also referred to as academic probation) are treated bothin action and by policy. For higher education institutions to meet their missions for access, equity, andsuccess, they must address how their “systems ofsupport” perpetuate deficit thinking. As the natureof higher education and the demographics of thoseenrolled continues to change and diversify, the timeis right for higher education practitioners to interrogate and change harmful practices. We offer aframework for how institutions can build capacityfor academic support program staff to identify deficit practices that systemically perpetuate inequities,so we no longer hinder student growth and academic success.

Abstract:Comparisons with other parts of the United Kingdom have played an important role in justifying decisions made in relation to student funding in Scotland since devolution. This article considers first what comparative claims have been made for the content of student funding policy in four areas: fees, debt, total living cost support and ‘ability to pay’. It compares the position of Scotland with other parts of the UK for each of these in turn. After considering what sort of relationship might exist between student funding policy and widening participation, it then examines what issues for equity and social justice in Scotland are brought out by detailed cross-UK comparisons and questions whether claims that the arrangements in Scotland are more supportive of widening access and more socially equitable than those adopted elsewhere in the UK can be sustained. It argues that while some short term effects may be uncertain, one long term effect of the Scottish system is highly predictable: a regressive distribution of student loan means that the cost of expanding higher education to enable wider participation will be borne disproportionately by graduates from more disadvantaged backgrounds. It concludes that a different approach is needed to the use of cross-UK comparisons if these are to be used to support rather than distract from the achievement of greater social justice in higher education student support policy.

Abstract:This article presents the findings of an empirical study that evaluated the effect of stratified teaching on the achievement of education equity in college English teaching. The study employed a mixed method of observation, interview and questionnaire survey to explore the inner connection between stratification and equity in the context of education. Results from quantitative analysis showed that students' academic achievements were strongly impacted by the application of stratified teaching. Data elicited from classroom observation and interviews lead to the same conclusion: In classes where stratified instruction were systematically employed, students gained better learning progress and perception of education equity. The findings also suggest that the quality of teaching had a corresponding effect on students' academic achievements and understanding of education equity. This study highlights the importance of applying stratified education systematically and offers some useful recommendations for promoting equity, optimizing quality and improving educational effectiveness

Abstract:We investigated the intersectional nature of race/racism and gender/sexism in broad scale inequities in physics student learning using a critical quantitative intersectionality. To provide transparency and create a nuanced picture of learning, we problematized the measurement of equity by using two competing operationalizations of equity: Equity of Individuality and Equality of Learning. These two models led to conflicting conclusions. The analyses used hierarchical linear models to examine student's conceptual learning as measured by gains in scores on research‐based assessments administered as pretests and posttests. The data came from the Learning About STEM Student Outcomes' (LASSO) national database and included data from 13,857 students in 187 first‐semester college physics courses. Findings showed differences in student gains across gender and race. Large gender differences existed for White and Hispanic students but not for Asian, Black, and Pacific Islander students. The models predicted larger gains for students in collaborative learning than in lecture‐based courses. The Equity of Individuality operationalization indicated that collaborative instruction improved equity because all groups learned more with collaborative learning. The Equality of Learning operationalization indicated that collaborative instruction did not improve equity because differences between groups were unaffected. We discuss the implications of these mixed findings and identify areas for future research using critical quantitative perspectives in education research.

Abstract:growth in higher education opportunity has brought greater equality of access to postgraduate education. His research draws on insights from several widely used theo-ries in educational sociology, such as maximally maintained inequality theory, effectively maintained inequality theory, and Boudon ’ s rational choice theory. The data set he uses for his analysis is the China Education Panel Survey (CEPS), jointly supported by professors at Chinese Renmin University and Hong Kong University of Science and Technology. From this national data set, Li focuses his analysis on a subsample selected from a group of universities in Beijing, the capital city of China. Based on these data, he finds that around one-third of university graduates in Beijing choose to pursue postgraduate degrees. Students from selective universities such as those included in the 211 Project are more likely to enroll in graduate school, and students ’ family background is also an important predictor of whether they pursue postgraduate education. Li also finds from his analysis that students ’ academic performance and the types of universities they come from are both important mediating variables in explaining the relationships
Promoting Equity in Market-Driven Education Systems: Lessons from England

Abstract:There is a global trend towards the use of market-driven approaches as a strategy for educational reform. However, this is creating new barriers to the promotion of equity in some countries. Focusing on England as an extreme example of this approach, this paper points to some possibilities for addressing this concern. It reports findings from a series of studies in high poverty contexts in England. These studies have typically involved local educational practitioners and university researchers working together in ways designed to support equitable developments. Lessons from these experiences are identified for market-driven systems internationally. They suggest that to create more equitable arrangements, schools need to work together, and with other organizations, both within and beyond their local areas. They also point to the value of surfacing and using the rich experiential and contextualized knowledge held by practitioners to inform these collaborative developments. Acting on these lessons would mark a significant shift for systems whose current emphasis is on schools working competitively and in isolation, often to the detriment of disadvantaged children and young people.
