Abstract:Purpose This paper aims to conceptually argue that China's trade surplus with the USA is not good. Design/methodology/approach Net exporters (like China) give up current consumption in order to gain claims against future production. This paper argues that the reasons why China is trading current consumption for claims on future production are not good. Findings There are strong reasons to believe that China's trade surplus with the USA is not healthy for either China or the USA. Originality/value Other scholars have discussed the trading of the present for the future that is involved in trade surpluses, but no one (to the author's knowledge) has discussed when such a trade is good or bad.
Explaining China's Trade Imbalance Puzzle

Abstract:The current global-imbalance literature (which explains why capital ows from poor to rich countries) is unable to explain Chinas foreign asset positions because capital cannot ow out of China under capital controls. Hence, this literature has not succeeded in explaining Chinas large and persistent trade imbalances with the United States. A closely related but deeper puzzle that this literature fails to address is Chinas high household saving rate despite an astonishingly rapid income growth rate. This paper shows that a modied (and calibrated) Melitz (2003) model can qualitatively and quantitatively explain Chinas trade surplus and its massive accumulation of low-yield foreign reserves. The simple innite-horizon model is also consistent with the stylized fact that high saving is the consequence of high growth (Modigliani and Cao, 2004), which the permanent income theory and global-imbalance literature fail to predict. Making Sense of China’s Excessive Foreign Reserves

Abstract:Large uninsured risk, severe borrowing constraints, and rapid income growth can create excessively high household saving rates and large current account surpluses for emerging economies. Therefore, the massive foreign-reserve buildups by China are not necessarily the intended outcome of any government policies or an undervalued home currency, but instead a natural consequence of the country’s rapid economic growth in conjunction with an inefficient financial system (or lack of timely financial reform). A tractable growth model of precautionary saving is provided to quantitatively explain China’s extraordinary path of trade surplus and foreign-reserve accumulation in recent decades. Ironically, the analysis suggests that without a well-developed domestic financial market, the value of the renminbi (RMB) may significantly depreciate, instead of appreciate, once the Chinese government abandons the linked exchange rate and the massive amount of precautionary savings of Chinese households are unleashed toward international financial markets to search for better returns.

Being the consequence of global resources optimization allocation, China's trade imbalance, including trade surplus with the USA, is certainly a win‐win game in international trade.FindingsThere are strong reasons to believe that China's trade surplus with the USA is beneficial to both China and the USA.Originality/valueThe forces causing China's trade surplus with the USA are complex and multiple different conclusions may be reached from different perspectives. This paper argues that one of the fundamental forces driving China's trade surplus with the USA is international intra‐product specialization, and from this perspective, it can help us understand that China's trade surplus with the USA is good for both nations to some extent.

Abstract:As the most favorable market in the world in terms of scale and liquidity, the United States fixed-income market attracts foreign investors in pursuit of stable returns. After making a comparison between China and other countries in light of the scale, varieties and features of the investment in America’s fixed-income market, the author focuses on domestic commercial banks’ change in open interest of foreign currency bonds as well as the underlying loss incurred due to the subprime crisis. It is also suggested that commercial banks take more prudent investment measures to cut the investment proportion of risk assets.

Abstract:This paper studies China's purchase of American treasury securities on the base of data analysis, focusing on the source, profit and impact. The conclusion shows that the growth of its foreign reserve is the main impetus for China to buy American treasury securities. The return rates of the purchase, however, is not attractive. Moreover, China's holding of American treasury securities does not threat the U.S. monetary market or economy in terms of total amount and proportion. Generally speaking, the financial relation between China and America is not quite symmetrical as China is much more dependent on America, which should be recognized.

Abstract:This paper advances an alternative explanation of the large external imbalance between the United States and China, and its linkages to the current global financial crisis. We show that US current account deficits dated back long before the emergence of China's recent large trade surpluses, with China accounting at its peak for at most one-third of this deficit. The relative rise in China's savings in recent years can be attributed to an increase in its corporate savings, a trend that reflects distortions arising from the transition process from a planned to a market economy. These distortions exacerbate China's income inequality, causing domestic consumption to remain a small share of GDP. Large recent current account deficits in the United States, on the other hand, can be attributed to public sector disserving and perverse incentives generated by housing and equity bubbles, made possible by loose monetary policy and by “innovative” financial derivatives arising from the financial deregulation in the early 1980s. The paper shows that short-run measures are unlikely to fully address these external imbalances. Both countries require long-run, structural measures to resolve the underlying problems and to restore a sustainable foundation for growth.

Abstract:Using the 2008 Survey of Chinese Consumer Finance and Investor Education and the 2007 Survey of Consumer Finances, this study compared saving motives between Chinese and American urban households. Results showed that Chinese households were more likely than American households to report precautionary and education saving motives, and Chinese households with lower incomes were more likely to report a retirement saving motive. Chinese households' stronger motivation to save serves as an explanation of the greater saving rates in China, compared with the United States. The results have implications for policy makers, financial professionals, and consumer finance researchers.

Abstract:The United States has been running large and persis tent trade deficits with other economies, especially emerging markets such as China, for decades. Per sistent trade imbalances imply that the United States has been consuming more than it produces or, equivalently, saving less than it invests. This means that the United States has been borrowing heavily from foreigners (especially China) to finance its domestic investment. Critics say that to rebalance its current account the United States needs to either increase its saving rate or lower its investment rate. Both approaches are painful for the U.S. economy and will lead to lower aggregate demand and hence slower economic recovery. However, the very nature of the trade deficit itself offers a solution. A trade deficit in a country’s current account is the same thing as a surplus in its capital account. For example, China’s trade surplus with the United States must be balanced by its investment in U.S. assets (or by holding dollars as foreign reserves). This accounting identity suggests a solution for resolving the U.S.-China trade imbalance prob lem without lowering U.S. aggregate demand.

Twin surplus serve a crucial factor for the long run changes in the RMB real exchange rate.We explain the im- balances in China's balance of payment and associated disequilibrium for the RMB real exchange rate in 1998 -2005.We also briefly comment on a future prospects in which the emerging excessive scale of foreign ex- change reserves in China introduce the growing pressure to reduce the size of foreign exchange reserves and ap- preciate the RMB real exchange rate in the coming future.

Abstract:China has witnessed a continual drop in the labour income share of its gross domestic product (GDP) and a steep rise in income that has caused a savings glut and high investments. China’s shrinking domestic demand indicates that its output growth must increasingly rely on expanded manufacturing exports to the US. China’s state accommodation for US offshoring further aggravates trade imbalances between the two countries. The United States is also experiencing a rise in social inequality associated with a decline in savings that is a fundamental cause of its current-account deficit with China. The swelling US service sector interacts with a high ratio of consumption to income, and the liberal US policy for cost outsourcing to China has a complicated impact on employment and an adverse effect on inequality.

Abstract:In this paper, we define "The Chinese Saving Puzzle" as the persistently high national saving rate at 34-53 percent of gross domestic product (GDP) in the past three decades and a surge in the saving rate by 11 percentage points from 2000-2008. Using data from the Flow of Funds Accounts (FFA) and Urban Household Surveys (UHS) supplemented by the findings from existing studies, we analyze the sources and causes of China's high and rising saving rates in the government, corporate, and household sectors. Although the causes of China's high saving are complex, we suggest that the evolving economic, demographic, and policy trends in the internal and external environments of the Chinese economy will likely lead to a decline in national saving in the foreseeable future.

Abstract:To understand Sino-U.S. trade relations, this article interprets the trade imbalance between China and the United States from the Trump administration's perspective. The Trump administration claims that the Chinese government's subsidies and high import tariffs cause the Sino-U.S. trade deficit, resulting in job losses in the U.S. The Trump administration therefore argues that imposing high tariffs on Chinese exports can resolve the deficit. The article finds that U.S. statistical accounting overestimates the deficit. Reducing China's imports cannot increase U.S. employment, and China provides the United States with low-price and high-quality products. Chinese investors tend to invest the surplus by purchasing U.S. Treasury bonds. In addition, the United States limits Chinese investments due to 'national security' concerns. China's upgrading to the high end of the global value chain is a consequence of economic development. Therefore, the two countries should rebalance Sino-U.S. trade by seeking economic and trade cooperation via trade negotiations.

Abstract:China’s ballooning current account surplus has caused a plethora of adverse effects on the healthy development of its economy.Based on an in-depth analysis of the contributory factors to the swelling current account surplus,this paper purports to demonstrate theoretically and empirically that while the chronic savings-consumption imbalance is an important contributor to China’s huge trade surplus,the fundamental underlying contributor is the income structure and savings structure imbalance stemming from the disproportionate increase in retained earnings relative to stagnant wage bills.Corporate retained earnings keep growing rapidly because corporate profit margins are"overstated"and state-owned enterprises"do not pay dividends."Only when these issues are resolved at the institutional level can the savings rate be reduced to an appropriate level with domestic demand boosted to eliminate excess trade surpluses and fundamentally fix internal and external economic imbalances.

Abstract:Sino-US trade surplus has become a barrier to the relationship between the two countries.Based on our close examination of its scale and structure,we analyze the underlying causes and draw the conclusion that the surplus is a natural result of international trade based on bilateral comparative advantages.Both countries should treat and deal with it in a cooperative and win-win manner.The article points out,affirmed that all countries factor endowment theory of comparative advantage as to give the benefits of his own improvements.Sino-US trade surplus,in the long run,is not only conducive to China to give full play of their labor abundant country advantage,increase employment and promote China's economic take-off,at the same time help the United States to its domestic limited resources applied to the more efficient among other industries,and promote industrial upgrading and economic growth.This also means that the two countries should face up to and fully affirmed the phenomenon.After all,the trade imbalance is a result of the development rather than economic reasons,also need to come up with win-win cooperation between the two countries as soon as possible as soon as possible to relax the policy stance control,so as to avoid to bring about a normal win-win trade distortions.

Abstract:In recent years, the balance of payments of America has maintained a continuous deficit, and on the contrary, China's surplus of international payments has been expanding. In order to explore the reasons for the formation of the balance of payments between the two countries, this paper analyzes the actual situation in China and America from the perspective of Elastic Pessimism, based on the Marshall-Lerner Condition. The research can be concluded as that the actual trade export volume and trade scale of America with high-tech industrial products have been suppressed, resulting in low demand elasticity for exported goods. At the same time, since most of the goods consumed by Americans in advance are essential goods from China, the depreciation of the dollar relative to the renminbi has not reduced demand, but has increased the trade deficit. For China, its abundant resources and cheap and high-quality products allow it to occupy an active position in the world trade market.

Abstract:China's over 25% aggregate household saving rate is one of the highest in the world. One popular view attributes the high saving rate to fast-rising housing prices in China. However, cross-sectional data do not show a significant relationship between housing prices and household saving rates. This article uses a simple consumption-saving model to explain why rising housing prices per se cannot explain China's high household saving rate. Although borrowing constraints and demographic changes can translate housing prices to the aggregate saving rate, quantitative simulations of our model using Chinese time-series data on household income, housing prices, and demographics indicate that rising mortgage costs can increase the aggregate saving rate by at most 2 to 4 percentage points in the best down-payment structure.

Abstract:Surplus of liquidity has become one of the basic characteristic of Chinese macro economy.Aim at the extensive disputation in this region,this paper focuses on answering four questions:firstly,on the conception,we think that surplus of liquidity is the short-term eruption of long-run and sustaining heap of excess money supply;secondly,on the cause of formation,we think that surplus of liquidity is the outcome of synthetically effects from interior and exterior;thirdly,on the replying measures,we think surplus of liquidity's elimination relies on the balance of international payments,free foreign exchange system design,and macroeconomic management;fourthly,on the solving policies,we think that final settlement of Chinese surplus of liquidity must begin with conqueringforeign aggression,found on eliminating internal hardship,depend on coordination of different measures,choose social security,foreign exchange utilization,and capital market development as the main breach,advance efficiently and safely.
How Much Will China Save? Projecting China’s National Savings Through 2030

Abstract:China’s high savings rate and low consumption rate have become a major concern of policy-makers in China, as well as in the rest of the world. This paper integrates China’s demographic and national account data with age and sex profiles of household consumption- and labor earnings to project China’s national savings through 2030. Our baseline projections show that China’s wealth in 2030 would be 28-fold of its wealth in 2008. A lower rate of wealth accumulation (say 12% instead of the projected average of 16%) would increase consumption by 46%. While this lowering of the savings rate could reduce China’s high trade surpluses, it comes at the expense of lower consumption for future generations - a justifiable action only if the revealed rate of time preference is actually lower than the true time preference rate of Chinese society. Perhaps, a better solution for China’s trade surpluses is to greatly increase the amount of imported physical and human capital goods, i.e. to hold more of its wealth inside China. The spillover of China’s savings to abroad could reflect more the failure of China’s dysfunctional financial markets to intermediate the savings into investments and less the irrationality of Chinese savings behavior.
