Abstract:The poverty decomposition framework of Rodgers and Rodgers (1993) is found to violate the focus axiom of Sen (1976). An alternative is proposed in this paper and then applied to a panel data from rural China. Our empirical results indicate that chronic poverty dominates total poverty in rural China. Further, larger households are more likely to be poor. Those mainly engaged in farming tend to suffer more transient poverty. Finally, physical, financial, political and human capital all contribute to poverty reduction. It is particularly recommended that policy makers in China shall focus on chronic poverty rather than transient poverty.

Abstract:The study focuses on two components of total poverty: chronic and transient poverty, and investigates their relative importance in total observed poverty, as well as the determinants of each components. We found that transient poverty accounts for a large proportion of total poverty observed in the poor rural areas of China. By analyzing the determinants of the two types of poverty, we found that household demographic characteristics, such as age of the head of households, family sizes, labour participation ratio, and educational level of the head of the households, are very important to the poverty status of households. These factors matter more to chronic poverty than transient poverty, and have greater impacts on the poverty measured by consumption than that measured by income. Besides the demographic factors of households, other household factors like physical stocks, the composition of income, and the amount of cultivated lands also have significant effects on both chronic and transient poverty. It is also confirmed that change in cash holding and saving and borrowing grain are used by rural households to cope with income variation and smooth their consumption. Attributes of community where the households reside are also important to poverty. With very few exceptions, we did not find that poverty programs have significant impact on poverty reduction at the households' level. We interpreted this as the poverty programs benefiting the wealthy more than the poor in a given poor area. The main reason for this could be that the implementation design of these programs fails to target the poor.

Abstract:Curbing poverty can surely be deemed to be one of the most eminent objectives on socio-political agendas. Progress in reducing worldwide poverty achieved in to date, however, makes rather sobering reading. China has considerably reduced the number of poor since commencement of economic reforms in the late 1970s. Still, there are ca. 170 million people affected by poverty. This paper investigates the issue whether poverty in China's rural areas is rather of a chronic or temporary nature and what the opportunities are of escaping poverty. Simultaneously, there are discussions whether certain factors rather favour or counteract chronic poverty.

Abstract:This paper proposes a framework for incorporating longitudinal distributional changes into poverty decomposition. It is shown that changes in the Sen-Shorrocks-Thon index over time can be decomposed into two components—one component reflects the progressivity of income growth among the original poor, the other measures the extent of downward mobility experienced by the incumbent poor. The decomposition is applied to appraising poverty trends in China between 1988 and 1996. The results indicate that the proposed decomposition can complement the widely-used growth- distribution decomposition in providing insights into poverty dynamics.

Abstract:PurposeThis article aims to examine the role of capital assets in rural household poverty transitions of poverty escape and poverty descent over periods of 2014–2016 and 2016–2018.Design/methodology/approachBased on the sustainable livelihood approach, this paper uses binary logit model to explore the influence of multidimensional capital assets on poverty transitions and use instrumental variable estimation to solve the endogeneity between total net asset and poverty transitions.FindingsCapital assets have significant impacts on household poverty transitions. The role of capital assets in households' poverty escape and poverty descent are not symmetrical. The authors verify that rural households with rich total net asset are more likely to escape poverty and less likely to descend into poverty by using instrumental variable estimation. The authors verify that there is a mediation effect that total net asset can help households' escaping poverty and prevent them from falling into poverty through promoting rural households to engage in business activities.Originality/valueThis paper is the first to explore how capital assets affect poverty transitions in rural China based on the sustainable livelihood approach. The findings of this research can provide valuable policy implications for the pursuit of common prosperity in China and references for other developing countries.

Abstract:Using rural household panel data from three Chinese provinces, this paper identifies determinants of long-term poverty and tests the duration dependence on the probability to leave poverty. Special emphasis is given to the selection of the poverty line and inter-regional differences across provinces. Results suggest that the majority of population seems to be only temporary poor. However, the probability to leave poverty for those who were poor is differently affected by poverty duration across provinces ranging from no duration dependence in Zhejiang to highly significant duration dependence in Yunnan. The number of nonworking family members, education, and several village characteristics seem to be the most important covariates.

Abstract:This paper measures intertemporal multidimensional poverty in rural China from 1988 to 2018 based on the Chinese Household Income Project (CHIP) data and for that time period finds the following. First, multidimensional poverty in rural China declines steadily when measured through the income poverty approach. Second, multidimensional poverty in rural areas presents demographic and regional heterogeneity, among which elderly poverty, child poverty, and poverty in the western Chinese region are the most prominent ones. Third, income poverty and multidimensional poverty have a low overlap ratio and show intertemporal synchronisation over time. Although increases in income can alleviate multidimensional poverty, this effect is very limited. This paper suggests that a suitable multidimensional poverty identification framework should be developed in the era of poverty alleviation after 2020 and that in the new poverty alleviation governance system of China, targeted development strategies should be formulated with an increased focus on the poverty of special groups such as children and the elderly.

However, poverty governance extends beyond solving absolute poverty, and should enhance the family's ability to resist risks, proactively identify the existence of risks, and facilitate preventive measures to reduce the probability of falling into poverty again. Abstract:In this paper,we develop two poverty accounting frameworks:one for decomposing a poverty level and the other for decomposing poverty changes.A distinctive feature of the proposed decompositions is that they formally establish linkages between poverty or poverty changes with resource inputs and distributions of these inputs.To be more precise,a given level of poverty can be attributed to the contributions of resource shortage and/or unequal distributions of these resources.Conversely,a poverty change can be attributed to the contributions of changes in input usages and of changes in the distributions of inputs.When applied to a data set from rural China,it is found that unequal distributions of resources rather than resource endowments are mainly responsible for the existing poverty and changes in poverty.

Abstract:The structure of poverty in the People's Republic of China is investigated using the Household Income Survey for the reference period of 1988. The poverty line is set equal to 50 per cent of median income in the entire country and a new approach by Jenkins and Lambert (1995, 1997) in aggregating poverty is used. The results show that, as expected, poverty in China is almost entirely a rural phenomenon. Poverty is most extensive in the western part of the country, but nevertheless the rural poor are found all over the country. While there is more poverty in areas officially classified as poor areas than elsewhere, most of the Chinese rural poor do not live in such areas. Further, most persons living in classified poor areas are found to be not poor. Poverty status in rural China is found to vary remarkably little by age or by gender.

Abstract:This paper analyzes the evolution of poverty in China from the late 1980s to the late 1990s, employing a version of Shapley decomposition tailored to unit-record household survey data. The changes in poverty trends are attributed to two proximate causes—income growth and shifts in income distribution. Different data sets, poverty lines, poverty measures, and equivalence scales are used to examine the robustness of the results. Potential biases arising from ignoring differential regional prices and inflation are also investigated. Notwithstanding some ambiguities in the results, it is consistently found that rural poverty increased in the second half of the 1990s and adverse distributional changes are the main cause. Feminization of Poverty: an Analysis of Multidimensional Poverty among Rural Women in China

Abstract:Few studies from an individual perspective have analyzed the multidimensional poverty of rural women in China. Therefore, based on the CFPS data from 2010 to 2020 and the Alkire-Foster approach, this study built a six-dimensional system to portray the status of multidimensional poverty among rural women. The overall comparisons found that rural women were more likely to be multidimensional poor than other subgroups. And the results of rural women showed significant demographic and spatio-temporal differences. That is, older rural women were more deprived than younger rural women. Rural women with spouses or confidence were less deprived than those without spouses or confidence, respectively. From the spatial perspective, the censored headcount ratios of rural women in descending order were Western Region, Central Region and Eastern Region. From the temporal perspective, the risk of rural women’s multidimensional poverty decreased significantly from 2010 to 2020. The importance of non-material indicators was gradually becoming prominent, including education, health and subjective wellbeing. The conclusions can contribute to the development of policies, even if some limitations need to be further improved.

The results foreground average income as the key determinant of poverty incidence, but also attach importance to the influence of distribution. The regional pattern of the decomposition suggests provincial groupings based not entirely on geographical locations.
Urban-rural gap and poverty traps in China: A prefecture level analysis

Abstract:Urban-rural gap and regional inequality are long standing problems in China and result in considerable number of studies. This paper examines the dynamic behaviors of incomes for both urban and rural areas with a prefectural data set. The analysis is conducted by using a distribution dynamics approach, which have advantages in examination on persistence, polarization and convergence clubs. The results show that persistence and immobility are the dominant characteristics in the income distribution dynamics. The prefectural urban and rural areas converge into their own steady states differentiated in income levels. This pattern of urban-rural gap also exists in three regional groups, namely the eastern, central and western regions. Examination on the dynamics of the poorest areas shows that geographical poverty traps exist in both urban and rural prefectural areas. Our results indicate that more policy interventions are required to narrow down the urban-rural gap and to eliminate the poverty traps in China.

Abstract:This paper develops a multidimensional poverty index (MPI) evaluation system using multiple measures. We use the China Family Panel Study (CFPS) data to build balanced panel data from 2012 to 2018. Employing the probit model to analyze the impact of land transfer on relative poverty incidence, as well as utilizing the two-way fixed effects model and the logit model, we approach the issue from the perspective of multidimensional relative poverty identification. Our study indicates a decrease in relative poverty among rural households since 2012. Nonetheless, the overall incidence of relative poverty among rural households in China remains high at 20.6%, highlighting the severity of this issue in rural China. Moreover, we examine the heterogeneity of the poverty reduction effects of land transfer-in and land transfer-out. Land transfer can significantly reduce the incidence of relative poverty among rural households, with distinct mechanisms for land transfer-in and land transfer-out. Land transfer-in primarily reduces the relative poverty incidence of rural households through the education, housing, and land dimensions, while land transfer-out focuses on the quality-of-life dimension. Overall, land transfer-out has a more significant poverty reduction effect than land transfer-in. Furthermore, our study reveals that the reduction effect of land transfer on the incidence of relative poverty among rural households persists for at least two years, but by the fourth year, this effect disappears.

Abstract:Applying the Shapley decomposition to unit-record household survey data, this paper investigates the trends and causes of poverty in China in the 1990s. The changes in poverty trends are attributed to two proximate causes; income growth and shifts in relative income distribution. The Foster-Greer-Thorbecke measures are computed and decomposed, with different datasets and alternative assumptions about poverty lines and equivalence. Among the robust results are: (i) both income growth and favourable distributional changes can explain China’s remarkable achievement in combating poverty in rural areas in the first half of the 1990s; (2) in the second half of the 1990s, both rural and urban China suffered from rapidly rising inequality and stagnant income growth, leading to a slow-down in poverty reduction, even reversal of poverty trend.
