Perspective on Asian Welfare Economy and Social Security: an East-West Comparison

Abstract:Asian welfare economy and social security, whose progressive development has been promoted by industrialization and modernization, show no difference in terms of the objective compared with that of the economic growth and redistribution under the State's domination. It has always been regarded as or expected to be direct contribution to the economic growth. Asian governments are relatively low spenders on social welfare or public expense, which is certainly their advantages, though these mean that there are notable differences in quality and quantity between Asian social welfare and Western social welfare. These also mean that Asian states may go even further on their tracks of social welfare marketization. The modernization in Asia has defined distinctions of Asian welfare from Western welfare in three aspects: (1) Asian welfare policy manifests great harmony with its newly marketized economy. (2) The systemization and continuity of Asian welfare policy is based on sustained economic development and social stability. (3) Being constrained by regional market development and discrepancies among inner religions and cultures, Asian welfare is far poorer in its standard of equity and coverage compared with Western welfare state. Religion and culture mingled, are mingling, and will still mingle, with each other in Asian countries. This has programmed a neutral model for Asian social welfare development, and however, sooner or later Western general and universal welfare economy and social security will surely supersede this neutral model in its developmental trends. Today, liberalism supporters of Western economy, including World Bank and IMF, are all seemly to have changed their view on Asian welfare, and are gradually acknowledging that Asian countries also need to construct perfect welfare states, which should be much more close to the European model in matter of forms. China has formed the scientific viewpoint of development at this right moment; it is quite evident to show that China has gone a further step in defining the developmental objective and direction of its social security and welfare economy.
