Abstract:With the development of large-scale college administration systems,school funding requirements are rising year by year.In the case when government investment is insufficient,all colleges and universities generally use external financing and foreign investment methods for raising school funds to meet the demand for funds of the development of universities.Optimizing and strengthening investment and financing management,reducing investment and financing risk,and improving investment efficiency are keys to solving university funding needs in an effective way.This paper analyzes the situation of college investment and financing,puts forward specific suggestions and measures for regularizing the behavior of investment and financing and promoting the sustainable development of colleges and universities.

Abstract:Government, university, and market are not only mutually supportive but also ‘competing’ with each other, which is best exemplified in high education funding and resource allocation. Based on a systematic review of the literature on funding and resource allocation in higher education in developed countries, we have captured three patterns. First, universities in developed countries seem to have stopped fully relying on government funding and started to face the market competition and become more market-oriented, which not only increases the students' financial responsibilities, but also redefines the purpose of higher education. Second, performance-based funding system has been widely adopted to mediate the tension between university autonomy and accountability, however, due to complex factors, the system is inherently fraught with a number of limitations. Third, as part of the approach to the new round of international competition, developed countries have taken measures such as internationalization of universities, reinforcement of philanthropic endowment, and innovation of funding system which is more oriented toward the demand side (student).

Abstract:One of the most important goals for universities in China today is to enhance research competence. Focusing on the role of research funding from government and non-government sectors, this chapter aims to examine research productivity under different governance systems. Based on a sample of faculty members from 30 public universities in China, it describes how various university governance systems influence scientific research in different ways. A bureaucratic governance system increases the amount of government funding, which contributes to academic publications and patents. Whereas, a collegial governance model has a lesser effect on non-government funding, which could promote patenting and technology transfer. The findings indicate several policy implications regarding the reform of research management and university governance in China.

Abstract:By analyzing the features of financial funding system in China's higher education,this article probes into the main characteristics of government funding models for universities.One of the noticeable government funding models is the composite quota plus special subsidy,which seems working,but its pursuant policy parameters are much less and it lacks the mechanisms in both public responsibility and performance assessment.Therefore this model has not been able to motivate higher educational institutions to improve teaching and learning.We suggest that the reformation of government funding system should include the aforementioned two factors.

Abstract:Interdisciplinary centers play an important role to the university strategic development. They are sharing university governance with traditional academic units,and even ask more autonomy,which leads to fragmented university governance. Depending on comparative studies and semistructure interviews,the authors argue that double-counting,which doubles the credit of joint appointment professor for academic departments or interdisciplinary centers performance evaluation,is a good mechanism to support interdisciplinary research (IR). And,the reform of research funding mode is fundamental to IR at China's universities.

Abstract:Through in-depth analysis of the funding for original projects since the implementation of 2020—2021,this paper takes the original project implemented in Peking University as a specific case for research and discussion,and found that the project funding strictly controls the quality of research, gives preference to young scientific and technological talents, and encourages interdisciplinary basic research.Based on this, it provides some suggestions for colleges and universities to promote original basic research from the perspective of scientific research management.

Abstract:Research-oriented universities,which focus on scientific research and talents cultivating,emerge in China as a result of the rapid development of science and technology in the 20th century.Talents in research-oriented universities include an outstanding research and teaching staff and excellent postgraduates.A research-oriented university plays an indispensable role in cultivating talents by taking advantage of its strong teaching staff, first class facilities for scientific research and sufficient funding.The paper presents a statistical analysis of 15 research-oriented universities in China,such as Tsinghua University,Beijing University and Nanjing University.Based on the analysis,four suggestions are made with regard to the policies concerning university teaching,university management,scientific research and fund use.

Abstract:Chinese higher education has undergone a dynamic development since 1999. The tremendous expansion has a direct and dramatic impact on the funding system and governance action mode of higher education institutions, particularly as a great shock on the quality assurance of higher education. Behind these changes, this paper therefore will focus on income generation mechanism, investigates the basic issues for public budget investment,resource allocation, the pricing of tuition fees and the fund raising strategies of the different types institutions after the rapid expansion. As a result, this paper considers the crises and challenges which faced by the funding system of higher education in China.

Abstract:Universities in China are faced with unprecedented new opportunities and challenges.This paper first describes the basic institutional elements of a modern university system.Then,some administration mechanism problems and challenges existing in Chinese universities are outlined based on the analytical framework of the modern university system.Finally,three suggestions are provided according to the features and requirements for universities,which include making university development strategic planning,drafting the university charters,and improving the decision-making and communication mechanisms.

Abstract:This paper focuses on the allocation of educational resources and the funds of local colleges and universities, studies the adequacy and balance of the allocation of educational funds in local colleges and universities in China, and studies the current situation of the allocation of educational funds in local colleges and universities in China, ordinary colleges and universities in Jiangxi and C schools, with a view to clarifying the logic and policy motivation of the allocation of educational funds in local colleges and universities in China. By using the methods of literature study, investigation and comparative study, this paper reviews and combs the present situation of the allocation of education funds in local universities in China, and points out that there are some problems in the allocation of education funds in local universities in China, such as insufficient investment, single source and obvious differences among regions, schools, disciplines and majors. Combining the three theoretical bases of resource dependence theory, principal-agent theory and new institutionalism theory, this paper further discusses the deep-seated higher education resource allocation model, higher education market system and mechanism, and the financing of local colleges and universities. On the basis of comparing and drawing lessons from the experience of international higher education funds allocation, this paper gives some suggestions on optimizing the allocation of education funds for local universities in China from four aspects: system guarantee, institution construction, school-running system and funding system, project management and platform construction.

Abstract:Adequate funding is identified as a crucial factor in ensuring the success of these universities, impacting talent cultivation, scientific research, and social services. Since the 1990s, China has launched several key projects to enhance the development of its first universities and aimed at elevating these institutions to world-class status. Using data from 34 first-class universities in China from 2014 to 2022, this study analyzes the characteristics and differences in expenditure. It employs an independent sample t-test model to compare the C9 League universities with other first-class universities. The findings reveal significant gaps in total expenditure and varying priorities in expenditure categories, with education being the dominant expenditure item. The study concludes with suggestions for optimizing the efficiency of fund utilization to support the development of world-class universities in China.

Abstract:This study overviews policies and practice of philanthropic fundraising in Chinese universities with a focus on university foundations. It briefly reviews the theoretical dimensions of philanthropic fundraising in higher education from a global perspective and university philanthropic fundraising models as well as their applications in Chinese universities. It shows the important role of university foundations in generating philanthropic revenue in Chinese universities. By identifying challenges and the general trends, it explores strategies for sustainable philanthropic fundraising for Chinese universities, which may provide stakeholders with a helpful and relevant reference to promote philanthropic fundraising of Chinese universities. It also gives a general guidance of philanthropic fundraising strategies for Chinese universities.

Abstract:The administration oriented of Chinese universities＇ science research management is one of the critical blocks of these universities＇ science research level,and the interference of administrative on academic issues during the resource allocation process is the source of the problem.We point out four suggestions to realize positive interaction between administrative and academic power in resource allocation： firstly,the state can guarantee the input into education by legalization;secondly,the amount of money each university gets should be based on the categorization and position of universities;thirdly,academic freedom of universities should be protected during the grant from government;finally,academic power makes decision of universities＇ internal resource allocation.

Abstract:China has provided the world with a new distinctive higher education financing model that emerged out of its unique socio-political conditions. This article investigates the fluctuation of revenue sources during the process of China’s higher education massification. Based on abundant data from Chinese official yearbooks and an extensive analysis of policy documents, the article explores the changes in each revenue source of Chinese public universities. It concludes that as Chinese higher education expanded, its financial system shifted from a single funding channel that relies solely on government to various funding channels. Of these, government funding and tuition together provide the largest share of revenue for public higher education. The proportion of funding derived from entrepreneurial activities, philanthropy and donations is increasing, but still relatively low. The article reveals that the operating revenue of public higher education still depends largely on government funding, which reflects Chinese wisdom about the relationship between government and the market. In China, the diversification of funding sources is closely linked to higher education governance reform. On the whole, cost-sharing means that more market-related fundraising mechanisms and stakeholders are brought into higher education.

Abstract:This study examines the dynamics of university towns by focusing on the role of universities in China's (sub) urbanisation. Based on statistical data, the spatial expansion of universities is recognised as an integral component of the capital accumulation strategy at the interface of higher education and urbanisation. An empirical study of Shanghai further details the land-tuition-leverage strategy, the financialisation of universities, and the final government bailouts. In these processes, universities functioned as a financing vehicle for (sub) urban development. Moreover, the financialisation of universities was motivated by opportunity-driven strategies, intertwined with central-local tensions, and it was implemented within the state system and through multiple state agencies. The paper thus suggests the importance of looking at diverse financial contexts, inter scalar interactions, and concrete mechanisms for understanding the variegated forms of the financialisation of the state and (semi-)public institutions.

Abstract:Since the“211”and“985”projects have been implemented in the early 1990s,they have speeded up the development of higher education,especially the high-quality higher education,and has achieved an obvious achievement in China. But with the development of China,China’s higher education is facing the new challenges and requirements;the mode of development must be transformed urgently to enlarge the university’s autonomy and improve the quality and school in characteristics and advantages,which have become the main line of the develop-ment of China’s higher education for the time being. But there are inherent contradictions between the funding ways of“211”and“985”project and the new development mode. Based on the analysis of the funding mode of“211”and“985”project and searching the problems a feasible path of transformation the mode of funding for high-er education of our country was put forward,and a clear response to the abolition of“985”,“211”project is given at last.
