Extended Producer Responsibility in China: Where is “best Practice”?

Abstract:The international differences in environmental policies, particularly between the north and the south, have increased the complexity of global environmental management. In contrast to the argument that there is a “race to the bottom,” that is, that countries will compete in lowering environmental standards to induce investment and industrial relocation, it is obvious that there are also strong incentives for the developing countries converge to the “best practice” of environmental policy in the developed world. The adoption of extended producer responsibility (EPR) in China as a means of dealing with the electronic waste (e-waste) problem is an interesting case to illustrate such conflicting processes in the globalization of environmental regulations.
