Abstract:This paper takes Tai’an high-tech industrial development zone as an example.It analyses and evaluates the status quo of science and technology innovation system in this area,then it finds many problems,such as low industrial level,low competition ability,slow development speed of high-tech industries,insufficient investment,low independent innovation capacity,laggard construction of innovation vector and platform.Then it puts out countermeasures for Tai’an high-tech industrial development zone to build and develop innovation system,including: strengthening construction of innovation subject based on the triple helix model,developing modular industrial clusters to promote industrial structure upgrade,increasing capital input,and strengthening the construction of policy and regulation.

Abstract:In the past several years,scientific and technological cooperation among the Yangtse River Delta(which consists of Shanghai,Jiangsu and Zhejiang)has taken effect.Although the cooperation has promoted the development of economy,science and technology in this area,it faces many problems.Above all,there is no special technology policy for the whole Delta.The governments paid little attention to the policy of scientific and technological cooperation.In order to promote the speed of economic growth in its region,sometimes the local government even prevent the entry of outside commodities,and which has delayed the innovation of technology and science and the course of economic growth.Therefore,it is necessary to study the harmonizes mechanism of science and technology policy,and it will take great effect in building innovation system of Yangtse River Delta.

Abstract:Innovation is the driver and accelerator for high-quality economic development and the transformation and upgrading of enterprises. At present, the world is undergoing significant changes unseen over the last century. Faced with the new world economic pattern and the new international relations in the postpandemic era, China should systematically clarify the prominent problems with the current scientific and technological (S&T) system, and establish new technological innovation strategies in the new era and new economic landscape, which are of great significance. Especially in the context of the new pattern of development, it is greatly highlighted how to systematically lower over-dependence on core technologies and resolve bottleneck problems with core technology arising from excessive attention to the international economic flows. Based on the medium- and long-term strategic background of the current new pattern of development, this paper explores the prominent problems of the S&T innovation system under the background of the new pattern of development from the perspectives of innovation policy system, regional innovation system, and enterprise innovation mode. Meanwhile, the paper believes that the innovation guidance system under the new pattern of development needs to be realized based on the guidance of the new innovation strategy of “opening thinking based on bottom lines and comprehensive indigenous innovation,” and also the three leading paths of holistic innovation guided by the new pattern of the whole national institutional system, the future industry, and the world-class enterprises. Only in this way can China become a power in terms of S&T innovation in the world.

Abstract:The development of innovation is the trend of national competitiveness,and the innovation development of the Internet age has also been given new connotation.Properties perspective from the Internet information technology,analyzes the mechanism of regional innovation,combined with Internet and innovation in 2005-2015 data model and SDM model,spatial and temporal correlation and the provincial development of the Internct in China to the role of regional innovation.The results showed that:(1) to the Internet to promote cross-regional industrial network efficient division of labor formed by multiple positive feedback loop mechanism,belong to the scale of increasing return under the new economic structure to implement new path;(2) the development of China's Internet has been a "inland coastal-"space differentiation pattern,has distinct regional non convergence characteristics and multiple axis-wheel structure,the phenomenon of "digital divide" between the provincial more obvious;(3) considering weight under three kinds of space at the same time,the Internet variables and their spatial lag item has a positive effect on innovation output,compared with the weight of geographical dimension,the weight of dimensions economy Internet the coefficient value is relatively higher.By measuring the direct and the indirect effect,the area feedback effect of the Internet is relatively low,which means that it has higher innovation and driving utility.

Abstract:Innovation related policy covers a wide set of issues, such as science and technology policy, industrial and economic policy. Chinese Innovation policy has been initiated in late 1978 to better use of both domestic and overseas science and technology for commercial purpose. This paper collects S&T policies, economic policies and other related innovation policies on promoting high-tech trades by developing S&T from 1999 to 2007 in China to conduct a historical dimension of research on Chinese innovation policy. Among them, almost 118 S&T and economic policies, most related with innovation, are selected classified. Then, this paper will analyze the evolution of Chinese innovation policies since the reforming and opening-up of China in 1978. The paper mainly concludes one policy-cluster, which contains policies of promoting high-tech trades by development of S&T, in order to analysis the relationship and mutual impact of different types of innovation policies and also the collaboration of different departments. It is found that there are four kinds of relationships: complementary, overlapping, missing and conflicting. And the impact of different kinds of relationships are measured and compared.

Abstract:China has transformed itself from a planning to a market-oriented economy over the past three decades and has sustained a fairly long period of rapid economic growth, to which the contributions from innovation in science and technology (S&T) have become increasingly important. Then, how have China's innovation policies evolved to reflect the changing and supposedly better understanding of innovation by China's policy makers? The paper tries to answer this question through a quantitative analysis of 287 policies issued by China's central government agencies between 1980 and 2005 and of 79 policies introduced between 2006 and 2008 to implement the Medium- and Long-Term Plan for the Development of Science and Technology (2006–2020). China has shifted its S&T and industrial policy-centered innovation strategy and has pursued a series of better coordinated, innovation-oriented economic and technology initiatives that give greater attention to a portfolio of policies that include critical financial, tax, and fiscal measures. There has been a gradual departure from the pattern in which innovation policies are formulated by one single government agency, therefore steering China to a different and probably more promising innovation trajectory.

Abstract:After China's cumulative GDP became ranked second in the world,it is necessary to reposition its economic development,thus facilitating its shift from not only a big economic power but to one of the strongest.With this in mind,the significant theoretical innovation of economic development includes the following aspects:the transformation of economic development goals—from total GDP growth to people's income increase,and the realization of equitable growth;the transition of development path—from an importer of innovation and a follower to an independent innovator and a leader;the transition of development engine—from export-oriented growth to expanding domestic demand,and from the seeking of comparative advantages to competitive advantages.All these shifts in developmental theories will result in a fundamental change in China's economic development model.

Abstract:As the report of 17th Party Congress put forward the strategy to enhance China's capacity for independent innovation and make China an innovative country,in recent years,China increases continuously input into technological innovation,which results in a significant rise of its innovation capacity. However,the current circumstances demonstrate a great gap from the strategic goal of realizing the innovation driven pattern by 2020, which requires further in-depth resolutions of the structural contradictions revealed in the innovative development process,and profound modifications of the policies which impede the innovation development. Therefore, by analyzing the general circumstance of innovation driven development and its deep-rooted conflicts, this paper is intend to offer advises on optimizing both national and regional policies on innovation driven development strategy during the 13th five year plan, to propel coordinated interregional innovation and to sparkle creativity and motivation of innovators.

Abstract:With the advent of knowledge economic era,the country's investment in economic development gradually changes from factors of production such as labor,capital,land to knowledge,information,scientific and technological innovation and other advanced factors.Strengthening the technical innovation ability is a key driver for regional economic development at the background of " New Normal" world economy.For studying the influence of regional economic development based on scientific and technological innovation capacity,the paper makes some efforts to explore the mechanism between scientific and technological innovation capacity and regional economic development,and quantifies national provinces and municipalities through these aspects.We then study if technical innovation ability effects regional economic development,and the result shows that:there is obvious linear relation between them but the relation doesn't match exactly.As for promoting national economic development,it is necessary to strengthen technology,organization,system of technological innovation capacity.

Abstract:In the ever-evolving landscape of global competitiveness, the study of regional Science, Technology, and Innovation (STI) capabilities has emerged as a crucial tool for understanding and enhancing the dynamism and resilience of economies. The methodology of this study is anchored in a mixed-methods approach, combining quantitative and qualitative analyses to offer a holistic view of regional STI capabilities. The study employs a range of indicators, including R&D expenditure, STEM education metrics, innovation outputs, and economic contributions of high-tech industries. These indicators are normalized and aggregated into a composite index, providing a measurable framework to assess and compare STI capacities across regions. The value of building a multi-center STI network based on regional capabilities is a cornerstone of this study. Such networks harness the diverse strengths of various innovation centers, facilitating knowledge transfer, resource sharing, and joint problem-solving. This study represents a significant step towards understanding and enhancing regional STI capabilities. Through its comprehensive approach, it not only contributes to academic discourse but also offers practical guidance for stakeholders in crafting strategies that leverage innovation for regional development and global competitiveness.

Abstract:Since the reform and opening up,China has developed and implemented a series of incentive policies for independent innovation.The evolution of these policies reflected the reform process of China's construction of innovative country.It started from the reform of the system for science and technology,the building of research and development investment,and the transformation of scientific achievements,to the building of a national innovation system.The implement of China's independent innovation policy produces an extensive policy effect,especially for the innovation-input,innovation-output,the development of high technology industry and the improvement of regional innovation ability.Therefore,in order to optimize the independent innovation policy system comprehensively,the construction of effective national innovation system and innovative country will certainly act from four courses: policy formulation,policy implementation,policy evaluation and policy summary,and will make a comprehensive optimization of independent innovation policy system.The innovation-friendly and global-open innovation policy framework can be built then.

Abstract:Innovation is the powerful headspring that makes the economy and society continue with sustainable development, and how to innovate is a current research issue all over the world. The purposes of this research are to examine Chinese-style innovations and to analyze the influence of Chinese-style innovation on the international market in the current economic times. From multiple perspectives of institutional innovation as well as scientific and technological innovation, the content, characteristics and connotation of Chinese-style innovation are comprehensively expounded and analyzed through the collection, combination and exploration of innovation, especially in Chinese-style innovation literature and interviews with relevant scholars, experts and enterprises. Then, the fit of Chinese-style innovation and characteristics of the new economic era are systematically described. Based on the exploration of international repercussions of Chinese-style innovation from both macro and micro aspects, the mechanism of Chinese-style innovation’s influence on China’s international market is also analyzed. In China, the underlying concept has not been well investigated before, therefore there is a gap in which to do research in this area. In accordance with the current research, a conceptual model for the new economic era, Chinese-style innovation and China’s international repercussions is established. This study finds that the influence of Chinese companies in research and development has significantly improved, the all-round and multi-domain pattern of Chinese enterprises’ overseas development has gradually taken shape, Chinese companies’ overseas social responsibility is growing, the overseas competitiveness of Chinese companies has gradually increased, the overall strength of China’s science and technology has gradually gained international recognition and its international repercussions have improved significantly.

Abstract:By searching the data-bases like Chinese National Knowledge Infrastructure(core periodical of economy and management),Chinese Social Sciences Citation Index(CSSCI)and Social Sciences Citation Index(SSCI),and analyzing the data obtained,this paper reveals the process of research on technological innovation in Mainland China.According to the published literatures,it divides the process of research on technological innovation in Mainland China into three phases:the assimilation of theory of innovation(1989-1992);the local practical application of theory of innovation(1993-2000);the enrichment of theory of innovation with deepening understanding of the great emerging economy(year after 2001).Then it analyzes the three phases on the research characteristics,the change of research direction,the interaction between the research work and the economic development detailedly.Finally,it forecasts the developing trend of research on technological innovation in Mainland China.
