Abstract:Since 1950 s,the role of innovation in driving economic growthattracts more and more scholars and practioners. After decades of development,research on innovation has become increasingly multi-disciplinary as scholars from different disciplines collaborate to address the significant issue of innovation management.Enterprise is the main actors for innovation. Thus,innovative enterprise is micro-foundation of sustainable economic development.Due to weak technological base,enterprise in China has experienced technology catch-up phase based on the advantage of latecomer.However,firm innovation system building activities in these enterprises are still stay in the technical management phase. Most enterprises in China simply consider innovation as technological issues,rather than a sort of totalinnovation management paradigm that including strategy, market, organizational, institutional, and cultural elements in building firm innovation system. Following Schumpeter's view that innovation is a new combination of elements,enterprises in China make great efforts in building a technological system,rather than a firm innovation system. This paper argues that firms overestimating technological issues and overlooking nontechnological issue result in a lack of innovative vitality.By backtracking relevant theories on innovation,this paper suggests that research on innovation can be divided into two categories:innovation of economics and innovation of management. The former emphasizes exploring the macro level mechanisms of the way innovation drives economic development,and the latter concentrates on the micro-level analysis of the mechanisms of leveraging firms' innovative capabilities. However,the issue of driving forces of firm innovation system is less discussed.Based on the theoretical background,this paper put forward a dual core model that may helps firms build a successful firm innovation system. The dual core refers to firm's innovative capabilities and driving forces for innovation. On the one hand,firm's system of innovative capabilities should include technological,financial,cultural and all-involvement innovation( AII) activities.Specifically,technological capabilities is key to firms' competitive advantages; financial capabilities can facilitate the knowledge accumulation by providing enough RD expenditure; cultural capabilities can help guide,regulate and coordinate the behavior of the members of the organization and thus affecting the organization's ability to innovate; AII is key to boosting innovation by high involvement of employees. On the other hand,firm's system driving forces of innovation should include technology-push,market-pull,governance-push and all innovators-pull. Specifically,technology change helps firms update their knowledge base and promote more innovative products; market orientation helps firms better understand customer needs and develop more new products through user innovation paradigm; the governance and entrepreneurship helps point out the firms' direction for innovation and future development; all innovators can help implement the firms' innovation strategy by high involvement of employees.
