POLICY FRAMEWORK AND PLANNING SYSTEM OF TERRITORIAL DEVELOPMENT IN FRANCE:CHARACTERISTICS AND INSPIRATIONS

Abstract:As a country with long history of territorial development,France is distinguished in the world by its profound tradition of spatial planning.Since the 20th century,a multi-folded policy framework and a multi-layered planning system of territorial development have been established and developed successively which became the important guidelines and references for the practice of spatial development to achieve a comprehensive and wellbalanced territorial development.In view of its advantages of facilitating the balanced development of city and country,highlighting the differentiated governance over different areas,encouraging the integration of different departments,and facilitating the cooperation of various stakeholders,the policy framework and planning system of France' territorial development can be a positive reference for the improvement of spatial planning system of China under the new circumstances,in particular the possibility of integrating socio-economic planning,land-use planning and urban-rural planning which are now carried out in parallel by different departments.
