Social Housing Development amid Rapid Urbanization:Lessons and Inspirations Learnt from France

Abstract:From the 1950s to the 1970s and amid rapid urbanization,France carried out large-scale social housing constructions at urban peripheries and in suburban areas in the form of the so-called"grands ensembs".Although this special social housing development policy under specific circumstances had effectively eased up the housing shortage due to the destruction of World War II and the growth of urban population,it had also led to the concentration of low-rent social housing in certain areas of French cities,which,together with the intrinsic shortcomings of the grands ensembles,such as being isolated in terms of location,unitary in terms of architectural style,exaggerated in terms of scale,mediocre in terms of construction quality,incomplete in terms of equipments,and so on,had resulted in the emerging of the spatial disparity of housing in French cities,in particular the big cities like Paris,in the late 1960s and the early 1970s.This problem had become more serious since the 1980s along with the socio-economic transformation of France from an industrial society to a post-industrial one,making the French cities try their bests to renovate and upgrade the grands ensembles through the implementation of a series of urban policies and urban projects which involved the aspects of society,economy,environment,equipment,and construction,etc.,so as to resist the social exclusion,encourage the social mix,and promote the solidarity of the urban society.Based on the analyses on French social housing development since the middle of the 19th century,in particular the practice of large-scale social housing construction in the period of rapid urbanization,this paper tries to summarize the French expertise and lessons of social housing development,in hope of providing meaningful references for the social housing development of the Chinese cities which are now also amid rapid urbanization.
