International Experience of Planning Management and Multi-department Coordination and Its Enlightenments

Abstract:This paper introduced the experience of planning management and multi-department coordination from case studies of three countries. Japan planning system contains many types of planning. For both national and lo-cal level, the core plans are confirmed as basis for other plans. Various departments cooperate in different planning implementation. For the United States, countries generally do not have centralized planning management, planning practices in various cities and regions are more pluralistic. Completed planning has legal effect after approval of local council. In Philadelphia comprehensive planning, for example, the relevant law clearly defined the multi-department coordination mechanism. Meanwhile, the comprehensive planning, urban investment plans and environmental impact assessment are consistent. In some states, urban sprawl is controlled by urban growth management. British spatial planning system is relatively simple, from the central to local governments presents two or three tiers. The local devel-opment framework leads spatial planning and provides spatial development strategy. As a platform carrying all types of planning and policies, local development framework plays an important role in promoting the overall development in the area. Environmental assessment is a necessary complement to the framework. Finally, suggestions are mentioned from the perspective of institutional management, legislation as well as planning content and implementation.
