Abstract:The paper taking Guangzhou as a case to discuss the spatial structure is- sues of mega-cities in China.Beginning in 2000 Guangzhou has made clear that the city should be a polycentric network structure.Based on the analysis of how the population and industry spread on space,the paper points out several structural conflicts of Guangzhou metropolitan space,and argued that“a compact city system with suitable spatial polycentric structure”should be Guangzhou's future urban spa- tial structure.The paper also proposes several principles for the urban spatial devel- opment.

Abstract:The application of digital technology is an important driving force for the innovation of the system and mechanism of government operation. From the perspective of the relationship between technology and organization, recent research focuses either on the radical impact of digital technology on bureaucratic organizations or the limitations of bureaucracy on the application of digital technology. The Three Lists digital reform conducted by Zhejiang Province shows that there exists a relationship of mutual construction between digital technology application and the form of bureaucratic organization. Through the embedding of need, process and norm, and power, the application of digital technology not only empowers government, but also causes certain adjustment problems in the internal operation of local government. In response, government seeks the innovation of the tridimensional government platform and adaptive collaboration matrix. In addition, the organizational form of local governments also has a counter-effect on digital technology, which is reflected in the transformation of the dynamic and environment of in-depth technology application. The finding provides a new theoretical explanation for understanding the relationship between technology and organization in the digital era.

Abstract:Scientific planning, digital management of construction and intelligent service are needed for a smart city. This paper focusses on city management based on the smart information system and digital technologies in China. The establishment of the smart intercommunication system of landscape, water conservancy, environmental protection and other industries is basic for a smart city. This paper introduced a framework of digital technologies for the construction of a smart city, which made full use of the city information modelling based on the geographic information system, building information modelling, internet of things, and integrated digital system and service platform such as satellite remote sensing, global navigation satellite system, mobile applications, cloud computing, visualisation technology etc. The study of the case implemented show that the framework is applicable to the smart city with digital technologies that includes the data model and system, integrating the urban basic geographic data, and data of infrastructure and other public facilities related to traffic, urban construction, 'One Map' of land and resources etc. The governance is more effective through data acquisition, data transmission, data analysis and processing based on the data platform and system.

Abstract:Today's need for more complex, more capable systems in a short timeframe is leading more organizations towards the integration of existing systems into network-centric, knowledge-based system-of-systems (SoS). Cross-agency collaborations are critical to the success of e-government, which has great potential to transform the way that governments work, share information and deliver services to external and internal clients. In this study a reference model of e-government in Shanghai is presented. Then it was used to propose a framework of municipal management information systems (MMIS) based on the System-of-Systems. The analysis and findings in this study could reflect the recent progress of research and practice in e-government in China.

Abstract:With the rapid development of digital technology, the role of digitalisation in urban governance continues to emerge. Building a theoretical analysis framework and evaluation system of digitally driven urban governance has important theoretical and practical significance for stimulating the efficiency of digital technology tools and improving the energy level of urban digital governance. This paper aims to explore the mechanism of urban governance enabled by digital technology, innovatively change the previous thinking mode that only attaches importance to facility construction and e-government platforms, adopt ecological thinking, and comprehensively consider the role of "soft elements" such as strategic support, industrial support, the security environment, talent support, and the market environment. Then, the extreme value variance method and the coefficient of variation method are used to calculate the overall capacity and secondary index scores of each city, and the standard deviation of secondary index scores is used to represent the sub-environmental balance of the cross-sectional data of China's provinces. In order to further explore which indicators restrict the improvement of China's urban digital governance capacity, this study also constructs an obstacle degree model. The results show the following: (1) The overall capability of China's digitally driven urban governance is low, with a total score of 27.25, indicating that China's digitally driven urban governance is in its infancy. (2) There is a significant development imbalance among Chinese provinces, with Beijing ranking first with a score of 81.16, and Tibet, Qinghai, Xinjiang, Heilongjiang, and Ningxia scoring less than 13.30 points, ranking as the bottom 5 among the 31 provinces. (3) The shortcomings of talent support, industrial support, and the security environment restrict the improvement of the entire digital ecological governance ability.

Abstract:With the development of society and the improvement of urban economic level, people are no longer satisfied with the simple material and functional requirements of the city; thus, the spiritual requirements of city beauty, environmental quality, place atmosphere, and so on need to be improved. Based on the above background, the purpose of this paper is to analyze the landscape planning of Guangzhou’s digital city based on spatial information from the perspective of smart cities. Based on the relevant theoretical research, this paper combs the ideas of intelligent urban road landscape design. This paper analyzes the concept of urban road and smart road and puts forward the definition and characteristics of intelligent urban road landscape; according to the research on the development status of urban road and the connotation of smart city, combined with the concept and principle of urban road landscape design, it summarizes the design method of smart city road landscape. This paper, taking the innovative design of urban landscape as the research object and using the research methods of literature analysis and field investigation, innovatively combines the urban landscape design with digital information technology, changes the traditional landscape design ideas, constructs the urban landscape innovative design model, realizes the personalization of the urban landscape design, as well as the intelligent, digital, diversified, and humanized service and function. The experimental results show that nearly 60% of people are satisfied with the Guangzhou digital urban landscape planning based on spatial information in the smart city perspective.

Abstract:The new public administration activities and the development of ICT impel the transformation of governance mode in municipal governments; good governance will be the developing direction of governance mode in municipal governments. Meanwhile, as the development of ICT and E-government, digital governance has become the new way for information societies to achieve good governance in municipal governments. This paper constructs the model of interactive mode between main groups for municipal governance under digital governance, the model of municipal network governance structure and the model of thrusting freedom of information on municipal governments, based on the comprehensive expatiation of good governance in municipal governments and digital governance. Particular attention is paid to the influence of digital governance on good governance in municipal governments with the basic factors of good governance. Based on the study, the author finds that, taking the advantage of its powerful technology, digital governance can bring better structure of network governance,reinforce legitimate foundation of good governance in municipal governments,improve the transparency and response of municipal government governance, confirm the accountability between main groups for municipal governance. Therefore, digital governance that can construct efficient mechanism of good governance in municipal governments has become the perfect choice for municipal governments in the digital era.

The results of the practice of urban gridded management in Shanghai shows that the service level of urban management was improved greatly through the adoption of urban gridded management.

Abstract:Digital China (DC) has recently drawn much attention. It is a strategic project for China in response to the challenge of sustainable development of population, resource, and environment. Intending to establish the national information infrastructure (NII), the DC project forms a solid foundation for Chinese informatization. In such an NII, multi-sourced spatial data are integrated. They focus on various themes and have different space and time features. Based on the NII, numerous applications and services can be developed so that spatial information will benefit everyone. Since lots of organizations, such as governments, universities, and enterprises, are involved in the implementation of DC, the DC project will significantly prompt the relevant scientific research as well as economic progress in China.

Abstract:To achieve sustainable urban development, many countries around the world are exploring the path of smart cities. The progress and development of digital technology has paved a promising road. Digital transformation of the government is an important factor for smart cities in China. Scholars are increasingly interested in the digital transformation of government, but there is little empirical research on the driving factors of digital transformation among local governments. Based on the technology–organization–environment (TOE) framework, this study explores the driving factors of digital transformation among local governments in China. A questionnaire survey and the structural equation model were used. Technological readiness, organizational efficiency, public service delivery, citizens' expectations and superior pressure are significant driving factors. Technological readiness is the first factor affecting the government's digital transformation. Applying the identified drivers, the results of this research could be used as orientation towards, and provide concrete practical approaches for, successful digital transformation among local governments, which would lay a foundation for smart city construction.

Abstract:The smart city operation and management center with a hierarchical data-driven architecture has already become one of the most widely used solutions for smart cities in practice, solving the problems associated with data acquisition, data gathering and storage, data processing, and data application. At present, the construction of smart city operation and management center faces bottlenecks such as incomplete top-level design theory, the insufficient integration capability of software and hardware, the low efficiency of data collection and aggregation, and the lack of intelligence in data analysis and application. Aiming to address the above problems, this paper proposes a 'two-dimension, three-layer, and six-goal' top-level design model for a smart city, with six principles for a smart city operational pattern, and focuses on three key technologies: (1) infrastructure integration and application, (2) multidimensional perception data collection and aggregation, and (3) intelligent data analysis and data service. Following the guidance of this model, Longgang District of Shenzhen has constructed a smart city operation and management center including integrated ICT infrastructure, an urban fine management system, and an intelligent urban data analysis and service system. The actual effects and quantitative improvements in the practical case show that the top-level design model of a smart city proposed in this paper has achieved successful results, and it thereby offers an applicability model of a smart city that can be referenced and replicated.
